PA Category 4 License Bids: Process and Strategies

The Pennsylvania Gaming Control Board today awarded the fourth Category 4 ("mini-casino") license bid to Greenwood Gaming and Entertainment, Inc. (Parx) for a location in Cumberland County. Yesterday, the Board first announced Las Vegas Sands Corporation as the winner, only to rescind the award a few hours later when it was discovered that the bid location in Mercer County intruded upon the previous winner's 15-mile buffer zone.
The Board can be forgiven for the confusion. It might not quite be three-dimensional chess, but the auction process that has been implemented in Pennsylvania is a long way from checkers. Poker perhaps?

Sports Betting Questions Answered
  • 41% of adults responded that they would make at least one wager per year in a legalized or regulated environment.
  • Half of potential sports bettors are female.
  • Databases present a huge advantage.
These are a just a few of the informative answers that The Innovation Group gained from conducting a recent targeted, consumer-focused survey on sports betting. With sports betting dominating the conversation at this year's ICE conference in London, topics ranged from applications of blockchain technology in brick and mortar operations to fully monetizing the maturing e-sports market. Also discussed were the emerging markets of Japan and Brazil, as well as the p otential for the floodgates to open on legalized sports wagering in the United States.

On the heels of our Sports Betting Playbook  comes this survey, with data that will inform operators, state governments, tribes, and lotteries on how consumers may respond to the myriad of sports betting options that could follow the resolution of Christie v. NCAA.
