This week's newsletter marks the adjournment of the 2018 General Assembly session. We've accomplished a great deal this year; however, one major task remains unfinished: the budget. In my previous emails, I explained that the House and Senate versions of the budget vary dramatically. Because the House budget includes Medicaid expansion and the Senate budget does not, there is a $600 million difference between the two budgets. A select group of House and Senate members were tasked with resolving this difference, but these conferees have reached a stalemate. For this reason, we are adjourning without a budget and have instead asked Governor Northam to convene a special session.

I've received a number of questions about special sessions. Many have expressed concern that legislators will remain in Richmond on the taxpayer's dime. Please know that this is NOT the case. All legislators will return to their home districts in order to connect with constituents on a daily basis. The designated budget negotiators will determine when to resume their meetings. The goal is to bring a fresh perspective to the discussions. Once the budget conferees reach consensus on the budget, the entire General Assembly will return to Richmond to vote on the budget. Needless to say, there will be much more to follow on this subject.

Select Committee on School Safety
As a mother of five and grandmother of eight, I understand firsthand the importance of school safety. Parents are unified in their desire to know that their children are protected and able to focus on their studies while in the classroom. I was pleased this week by Speaker Kirk Cox's announcement of the formation of the Select Committee on School Safety. This is the first select committee formed in the House in over 150 years. Select committees are reserved for matters of considerable significance that fall beyond the jurisdiction of the established standing committees. Membership will proportionally include Republican and Democratic legislators. 

Speaker Cox will chair this committee, which will work to strengthen emergency preparedness, implement security best practices, provide additional behavioral health resources for students, and develop prevention protocols at primary and secondary institutions across the Commonwealth. Other states are taking major steps to facilitate school safety, and Virginia must remain at the forefront of this movement.
Historic Triangle sales tax: clarification
This week I received several questions about whether the Historic Triangle sales tax applies to groceries and to meals at restaurants. The answer is yes, the tax will be levied on all groceries and meals purchased in James City County, York County, and the City of Williamsburg. This new tax brings the total tax on meals to 11% and the total tax on groceries to 3.5%. If you object to this tax, please contact Governor Northam at 804-786-2211 to convey your opposition.
