ARC was founded in 1973. The ARC Summer Intensives, which began in 1985, are based on Dr.Joyce Maguire Pavao's Normative Crises in the Development of the Adoptive Family framework, her years of clinical experience, and her consulting and training expertise. The Intensives utilize family systems theory, which is the basis of Dr. Pavao's work. 

Cambridge-based AACT and PCC was begun in March of 2012 but the programs have existed and ARC has been around since 1973. PCC has a New York presence as well. PCC and AACT provides training, education, advocacy, and counseling for individuals and families touched by adoption, foster care, kinship care, guardianship, and all other forms of complex blended families.
