Twenty thousand Chicago families and individuals received nearly $31 million in tax refunds and credits last year through Tax Prep Chicago, the City's free income tax assistance program.
 
As the Chicago Department of Family and Support Services launches the 17th annual citywide outreach campaign to raise awareness about Tax Prep Chicago's free tax assistance and the income tax credits and benefits available, we ask your help in informing your community residents and organizations about this valuable service.
 
An announcement explaining the free tax assistance program is attached to this email for use on your website and in your newsletter, along with electronic versions of Tax Prep flyers.  (Please keep these posted if possible until April 15) At your ward office you will also receive by mail a package of flyers for distribution through your office, community and ward meetings, block club events, etc.  (Additional fliers are available upon request.)
 
Eligible Chicagoans could receive up to $6,896 from the federal and state Earned Income Tax Credits alone, in addition to other credits.  But many people may not claim all the credits they deserve without the help of knowledgeable preparers. 
 
Families earning up to $55,000 or individuals earning up to $30,000 are eligible to take advantage of the free and confidential Tax Prep assistance at 19 sites across Chicago.  Volunteer tax preparers certified through IRS-approved training will assist them with federal and state income tax returns.  Most sites will be open between mid-January and mid-April 2017.  (Please refer to the attached fliers and links below for specific information on site locations and hours.)

Recycling Ordinance 

City Council recently amended the Chicago Recycling Ordinance (Chapter 11-5 of the Chicago Municipal Code) to reflect the most current standards within the recycling industry. The ordinance now provides greater clarity to property owners about their recycling responsibilities while also giving city officials stronger enforcement capabilities. The new Chicago Recycling ordinance will take effect on January 1, 2017. 

Under the amended ordinance, property owners of multi-unit residential, office and commercial establishments will now be mandated to provide source-separated, single stream recycling (separating recyclable materials from waste before the point of collection) which is the most commonly used collection method in the industry. Property owners will also be responsible for implementing an ongoing educational program that includes posting signage, providing adequate carts and sending written notice to tenants about the changes. 

The Chicago Department of Streets and Sanitation (DSS) will handle enforcement of the ordinance that includes a 30-day warning period and graduated penalties for noncompliance after an inspection. These penalties include: $500-$1,000 (first offense); $1,000 to $2,500 (second offense within 12-month period); and $2,500-$5,000 (third and each subsequent violation occurring within 12-months of the most recent violation). In 2013, Chicago completed the expansion of its blue cart recycling program that provides bi-weekly recycling collection services to the more than 600,000 residents who live in single family homes, two-flat, and three-flat and four-flat buildings.
