Two big events take place this weekend in the community. The Midnight Circus kicks off TONIGHT in Wicker Park, and the Bucktown 5K runs around Bucktown on Sunday. If you miss the Midnight Circus, there are other parks to visit where you can have some inexpensive fun with the family while supporting local parks. 

Work continues on the Western Avenue Corridor Improvement project as well as Damen, Elston, Fullerton.  These projects will complete the majority of the heavy construction work this fall and continue smaller scale project phases in the Spring. Please continue to watch for traffic management changes and shifting traffic patterns while driving through these areas. 

The City Council passed the Mayor's new Water tax 40-10 this week. If you don't have a water meter installed in your single family home, now is the time to sign up and try to get one installed. Water conservation should always be a concern, but with the additional tax the average user could be paying as much as $225 additional in the next four years. The tax is meant to pay for pension payments due to the Municipal Employee's Annuity & Benefit Fund and taps into the generally off-limits Water and Sewer Enterprise Fund. After asking to see the actuarial analysis for about six weeks, we received some necessary information the day before the committee vote. The numbers did not show what had been portrayed as putting the pension on a path to solvency.  After extensive questioning, the Administration acknowledged that this increase will require us to find an additional $300 million to meet the projected actuarial required payments by 2023. 

Many Aldermen who have been working on the police department reform issue over the past few months are continuing to pressure the Emanuel Administration to make important changes to the mayor's proposed police reform legislation. The City Council Progressive Reform caucus held several meetings around the City and listened to concerns from a broad spectrum of constituents and organizations. The crafting of this legislation was taking place over the summer but was supplanted by the mayor's version that was submitted to the council in late August, and aldermen were not allowed to see the detailed version until the end of the month.  

Experts from around the US, and those who work within the police reform realm have agreed that the proposed ordinance lacks teeth in some areas and does not go far enough in changing the problems that were inherent in the OPS and IPRA legislation passed in the past couple decades. Two main points of contention are 1) lack of a set budget for the new office of accountability and the public safety inspector general, and 2) the lack of independent counsel. Both of these are necessary to prevent the political influence of the past that has plagued the previous office of IPRA and OPS, and preventing conflicts of interest on all sides of the legal process.

Alderman assured COPA won't be 'starved for resources'

Several language options and alternatives were already offered and transparency issues must also be addressed before the ordinance passes through Council. 


The Chicago 100K Opportunities Initiative is hosting a youth hiring fair on Wednesday, September 21, 2016. The event will offer opportunities for young adults ages 16-24, who are out of school and unemployed, to interview with local employers. The plan is to connect youth with interviews for full-time, entry-level jobs across Chicago at the event.  Check out the website chicago.100kopportunities.org for more info.

The Bucktown 5k & TOW NOTICE
This weekend is the Bucktown 5k, one of the largest neighborhood races in the city.    People come from all over the world to participate in this local run.  Please be aware that No Parking alerts are effective as early as 1 am on Sunday, the day of the race. If you live in Bucktown, keep an eye out for No Parking signs in the area. 
 
The race begins at 8:30 am and wraps up around 11 am, so please plan accordingly.

Western Avenue Corridor Improvement Project
Update

South of the Western Avenue Chicago River Bridge, the contractor is completing improvements on the east side of Western Avenue. Starting the week of September 12th, they will begin advanced work on the west side of Western Avenue with existing lighting removals and curb line drainage.  Once the advanced work is complete, they will continue with curb and sidewalk improvements.   

An information flyer was distributed to the homeowners and business owners along Western Avenue who will be directly impacted by this stage of work.  The flyer included contact information so the property owners can contact the Contractor at any time if they have any questions. Coordination will take place with all property owners to maintain access to their properties at all times. This work is anticipated to last at least through  November 2016 .

 
Damen, Elston, Fullerton Intersection Update
We appreciate your patience and understanding as city crews continue work at the Damen, Fullerton, and Elston Intersection. Currently, underground utility installation, including water main, sewer, and electrical facilities are being constructed on Damen and the north side of Fullerton. Pavement and sidewalk removal has begun on Damen, south of Fullerton and on the former Elston Avenue (now known as Elston Court). Note that Elston Court cannot currently be accessed from new Elston Avenue as the pavement has been removed ahead of reconstructing that intersection.

Next week, underground utility work and pavement removals will continue.  Concrete crews will return to continue building sidewalks on new Elston as well as working to complete the west half of Elston at the south project limits. We will continue to update you as the project moves along.

CTA Pilot Program Launches for Prepay on Select Buses
Beginning on September 19th,  CTA customers will no longer have to pay fares as they board westbound Loop Link buses during evening rush periods (3 pm to 6:30 pm) as part of a pilot program Instead, they will be able to prepay their fares before entering the bus station on Madison at Dearborn, allowing them to board buses more quickly and therefore allowing buses to depart more efficiently, improving the quality of bus service in the Loop.

Loop Link launched in December 2015 to make service in the downtown Loop easier, safer, and more reliable. Loop Link provides a balanced separation of CTA bus, bike, and regular traffic with dedicated lanes on Washington, Madison, and Clinton. The new configuration has helped to improve speed and service for seven CTA bus routes that travel the corridor.

By prepaying fares during the pilot, customers at the Madison/Dearborn station will be able to board more quickly and reduce bus delays that can occur from the high volume of customers. More than 2,300 customers board buses at the Madison/Dearborn Loop Link station each day. Current boarding times during evening peak periods can take as long as 4 minutes per bus due to heavy ridership which can lead to slower service or delays along the route.

During the period in which the pilot is in effect, customers traveling west on the #J14, #19 (used for special events only), #20, #56, #60, #124 and #157 routes will touch their Ventra card /ticket or personal credit/debit card at a special Ventra fare reader to enter the prepaid boarding area prior to boarding the bus. Pulaski Elementary receives new media center from Univision
This past week, Pulaski Elementary School in Bucktown opened their new media center compliments of Univision Media. The media center is one of only a handful opened across the states. The Media centers aim to provide students with experience in production and editing equipment in addition to receiving training from media professionals and students were able to have some fun while Univision did a live broadcast of the opening. Watch out for the next fundraiser for the school - the annual Chili Cook-off at Floyd's in early November.

Catalytic Converter Thefts throughout Chicago
Catalytic Converter Thefts are happening throughout Chicago and the U.S. Like theft of wheels on certain vehicles, these thefts only require a few seconds to commit. If you hear sawing noises on a street day or (mostly) at night please check and if there is suspicious activity please call the police immediately and read the tips below. 

ABOUT THIS CRIME:
Numerous catalytic converter thefts have been occurring throughout Chicago. Catalytic converter thefts typically occur at night or early morning hours and when vehicles are parked for prolonged periods in spots accessible to thieves.

WHAT YOU CAN DO:
-Purchase a vehicle security system and make sure it's set to trigger with just the slightest motion
-Visit a local muffler shop and have the converter secured to the vehicle's frame with hardened steel welded to the frame
-Check out the different types of catalytic converter theft deterrent systems at your local auto parts store or online
-Do not confront the offenders; call 911 immediately
-Report any suspicious individuals or vehicles by calling 911 immediately
-Suspicious vehicles include vans or trucks double parked on a street with the engine running
-Note any license plates of suspicious vehicles (parked in alleys, parked illegally, etc)
-Inform the 911 call-taker that you are calling about a suspicious person in an area with numerous thefts
