AGC San Diego Members, an Engineering Firm, and A Building Trades Union Join Forces To Help the Disabled!!
By Jim Ryan, AGC

Wow!!......AGC's Build and Serve Committee identified a need, and AGC members, an engineering firm, and a Building Trades Union responded. Mountain Shadows Community Homes in Escondido serves 105 intellectually and physically disabled adult residents. The non-profit organization's Escondido Campus has 16  group homes on its 5-acre campus, including one that serves the most severe cases.....these residents are all wheel chair bound and totally dependent upon their Mountain Shadow's caretakers.

Cement Masons Local 500 Mountain Shadows Crew with residents

The AGC Build and Serve Committee was approached to rebuild a facility that is adjacent to this group home and is very important to its residents. For about 30 years, a patio with a wood cover next to this particular facility has been used by the residents as an area to get outside and get some fresh air......in fact, because of the location of this home on the campus, it was the only place for these residents to easily access the outdoors.

Unfortunately, in recent years, the patio was cracking and the patio cover was weakened by California's famous termites. It was not a very pleasant place for the residents to enjoy the outdoors....but because of State funding cutbacks, Mountain Shadows was not in a position to rebuild the patio.

Don Romo, Erickson Hall Construction Company, the AGC Build and Serve Chairperson visited the site in late December. He brought the project to the AGC Build and Serve Committee and the Committee unanimously approved the project as a Build and Serve "build project." Don then lined up the following to serve as the AGC Mountain Shadows Team!! The team includes....

Erickson Hall Construction Company........GC..... Don Romo
HTK Engineering.......Design and Engineering..... Helmand Kushkaki
Casper Company......Demolition...... Bill Haithcock
Rocky Coast Builders Inc......Forming....... Chris Madsen
Quality Reinforcing.........Steel/Mesh........ Tim Pitner
Hanson Aggregates.......Redi Mix concrete........ Venessa Hollis
Bergelectric......Electrical work....... Rik Becker
Western Concrete Pumping, Inc........Concrete Pumping..........Chuck Reed
Cement Masons Local 500 Area 744......Concrete Pour, Place, and Finish.... Jaime Barton/Frank Cesena
AGC Painting Apprenticeship Class......Painting....... Glenn Hillegas and Jack Chapel
D.A. Whitacre Construction, Inc......Framing....... Bill Whitacre

Don's entire team agreed to donate their services!
Construction started in early February was completed last week (except for some paint touchup). Now the residents of this particular group home have an outstanding patio to spend some time in our beautiful weather. The residents are ecstatic!!!

The AGC Board of Directors and the AGC Build and Serve Committee want to thank Don Romo and his Mountain Shadows Team for a job well done.

And a personal note....thanks everyone.....I have always said the generosity of our membership and our industry never ceases to amaze me......articles like this just make you feel good.....thanks again!!!
$2.5 - $3 Billion City Infrastructure Spending Measure Likely Headed to June Ballot
By Brad Barnum, Executive Vice President

Good news is likely coming from the San Diego City Hall Chambers on Tuesday afternoon, when the City Council takes up a proposed ballot measure to dedicate $2.5 - 3 billion of revenue over the next 25-30 years (from sales tax and general fund growth, and pension savings) to pay for needed infrastructure projects. AGC is a strong proponent of fixing the region's infrastructure, and its Board of Directors has unanimously supported the "Rebuild San Diego" Charter ballot measure.

If approved by a majority of the City Council, the measure will appear on the June 7 ballot. From all indications, that will happen, as an initial vote was taken on February 9, and it passed 7-2. The proposal is coming back to Council to review changes to the timing of the funding mechanisms, and the definition of "infrastructure."

Definition of "Infrastructure"

As we have been reporting to you, the definition of "i nfrastructure" has become an issue of contention. A number of stakeholders advocated for funds to be set aside for affordable housing, and the Independent Budget Analyst stated the funds could be used for initial furnishings, equipment software, supplies, inventory...and for the costs of management and maintenance, including personnel, software, facilities, equipment, and related costs.

At its February 9 meeting, the City Council agreed on a revised definition and where the revenue could be spent:

Infrastructure means General Fund capital improvements including streets, bridges, bike paths and related right-of-way features, storm water and drainage systems, public buildings such as libraries, parks, recreation and community centers, and public safety facilities such as police, fire and lifeguard stations. New convention center facilities and new professional sports venues are expressly excluded from the definition of infrastructure. Software and other technology that is capital in nature (having a useful life in excess of 5 years) may be included in the definition of infrastructure by the City Council by ordinance.

Infrastructure Revenues shall be used exclusively for the acquisition of real property, construction, reconstruction, rehabilitation, repair and maintenance of Infrastructure, including all costs associated with financing such acquisition, reconstruction, rehabilitation, repair and maintenance... Infrastructure Revenues may not be used to fund operations, such as utility costs, janitorial services, waste management and upkeep of grounds. Operations may be more specifically defined by the City Council by ordinance.

AGC appreciates the effort by City leaders to tighten the definition of infrastructure. Diverting revenue targeted for badly needed improvements is not good public policy, and it will only delay projects and make them more costly to complete.

San Diego City Council, let's "Rebuild San Diego"...together!
