AIA Indiana Grassroots Alert - Contact Your State Representative Today!

February 28, 2014

Your help is needed on two issues today! Please contact your state representative today and ask them to oppose SB 173 - nursing home construction ban, and support SB 176 - mass transit! Both bills are up for a final vote in the House of Representatives Monday, March 3. More detailed information and talking points regarding these matters are listed below.

SB 173 - Nursing facility moratorium.

SB 173, authored by Sen. Pat Miller (R - Indianapolis), would ban all nursing home construction in the state. There is currently a Medicaid moratorium which expires on June 30, 2014. Some nursing home operators are supporting a full moratorium on any new nursing bed licenses to limit competition in the market. Under the proposed bill, facilities that construct any nursing homes, including private pay and Medicare, would be prohibited from doing so for the next five years. Passage of this bill would have a negative impact on many AIA Indiana members and Hoosier communities and jobs. CLICK HERE to view SB 173 talking points.

SB 173 passed out of the Indiana Senate with a vote count of 33-17. It was heard in the House Public Health Committee and AIA Indiana member Andy Hine, AIA, testified against it. It passed out of the committee with a vote count of 8-1. It was then heard in the House Ways and Means Committee due to the potential impact of the bill, where it was amended to limit the construction moratorium from five years to one year. SB 173 passed out of the Ways and Means Committee 12-7. The bill was amended March 27 on the House floor to limit the moratorium to one year instead of five. It is now up for a final vote Monday, March 3, on the House floor. AIA Indiana remains opposed to the bill.

SB 176 - Central Indiana Transit.

SB 176, authored by Sen. Pat Miller (R - Indianapolis) and Sen. Brent Waltz (R - Greenwood), which provides for the establishment or expansion of public transportation services in eligible central Indiana counties through local public questions placed on the ballot under ordinances adopted by the fiscal body of the eligible counties, passed out of the Senate on February 4 with a vote count of 28-20. It was then assigned to the House Roads and Transportation Committee where it passed with a vote count of 11-1 on February 13. The House Ways and Means Committee then debated and passed the bill on to the full House with a vote count of 17-1 on February 25. SB 176 is up for a final vote Monday, March 3, on the House floor. AIA Indiana strongly supports the bill.

Your help is needed. You are encouraged to contact your state representative and ask them to support SB 176.
