Legislative Session and Capitol Hill Visits - Your Chance to Make Your Voice Heard

A legislative conference is scheduled for September 7 and 8. To participate in this conference, you must to be in Washington on Tuesday, September 6 in order to attend the 5 pm preparation session. We will have Capitol Hill visits and speeches, etc., on Wednesday morning and afternoon (Sept. 7). We will be preparing you for the presentation on Tuesday evening at 5:00 pm. We will be attending Capitol Hill with speeches in the morning of Wednesday and Capitol Hill visits with individual members of the Congress on Wednesday afternoon. Some appointments may continue through Thursday. If you would like to leave on Wednesday, please do not plan on leaving before 6 pm. If you want to stay, that would be wonderful as visits will continue on Thursday for those who are available to stay.
  
Each member is expected to visit two senators and one member of Congress for a total of three visits.
  
ASIPP will book and pay for your room at the Phoenix Park Hotel in Washington, DC. You will be responsible for your own travel expenses.
  
It is crucial that we have as many people as possible in attendance for this legislative conference. Please block your schedule as soon as possible so that you can attend.
  
While many of the members and committees are important, we are specifically focusing on the following senators and members. Click here for the list.

The ASIPPĀ®Comprehensive Review Courses and Competency Examination in Controlled Substance Management and Practice Management will be held in Las Vegas, NV, on August 18-20, 2016. Registration will be open for Abstract Submissions beginning August 1, 2016.
  
The American Society of Interventional Pain Physicians will hold its 19th Annual Meeting April 20-22 in Las Vegas at Caesar's Palace.
  
This year, we will be making significant changes to the Abstract and Poster Sessions. Anyone who submits their Abstract for consideration will be included in the electronic poster presentations. The posters are available to all meeting participants during all bring and meal times.
  
The Abstract Committee will select the top 25 for publication in Pain Physician and of those 10 will be selected for Abstract presentation and judging during the Annual Meeting. The top 3 will receive cash prizes.
  
warninngsFDA Updates Warnings for Fluoroquinolone Antibiotics
  
The U.S. Food and Drug Administration approved safety labeling changes for a class of antibiotics, called fluoroquinolones, to enhance warnings about their association with disabling and potentially permanent side effects and to limit their use in patients with less serious bacterial infections

Fluoroquinolones are antibiotics that kill or stop the growth of bacteria. While these drugs are effective in treating serious bacterial infections, an FDA safety review found that both oral and injectable fluroquinolones are associated with disabling side effects involving tendons, muscles, joints, nerves and the central nervous system. These side effects can occur hours to weeks after exposure to fluoroquinolones and may potentially be permanent.

Because the risk of these serious side effects generally outweighs the benefits for patients with acute bacterial sinusitis, acute exacerbation of chronic bronchitis and uncomplicated urinary tract infections, the FDA has determined that fluoroquinolones should be reserved for use in patients with these conditions who have no alternative treatment options. For some serious bacterial infections, including anthrax, plague and bacterial pneumonia among others, the benefits of fluoroquinolones outweigh the risks and it is appropriate for them to remain available as a therapeutic option.
  

DOJDOJ charges 3 people for $1B Medicare fraud scheme
  
The Department of Justice charged a hospital administrator, physician's assistant and owner of more than 30 Miami-based nursing and assisted living facilities in connection with a $1 billion Medicare fraud and money laundering scheme in an indictment unsealed Friday.

Operator Philip Esformes, 47, administrator Odette Barcha, 49, and nurse practitioner Arnaldo Carmouze, 56, were each charged. All are residents of Florida's Miami-DadeCounty.

According to the indictment, Mr. Esformes was allegedly responsible for operating a network of over 30 skilled nursing homes and assisted living facilities across Miami called the Esformes Network. The government claims Mr. Esformes and his co-conspirators admitted numerous Medicare and Medicaid beneficiaries to the facilities, even if they did not qualify for home care, and provided numerous medically unnecessary services that were subsequently billed to Medicare and Medicaid.

As implementation of the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) draws near, the Center for Medicare & Medicaid Services (CMS) is drafting the rules that will accelerate the transformation of U.S. healthcare towards a so-called "value-based" model. 

This complex piece of legislation (962 pages!) affects more than 800,000 physicians and their millions of Medicare and Medicaid patients.  The program  uses reimbursement to drive a continued restructuring of the American healthcare system and a new generation of technology to support it.  CMS has emphasized the potential positives:
  • Reimbursement based on value to patients, not volume
  • EHR metrics focused on performance, not process
  • More comprehensive care integrating multiple providers

Kavita Manchikanti, MD, joined The Pain Management Center of Paducah (Ky) and Marion (Ill.).
Dr. Kavita Manchikanti is the daughter of renowned interventional pain physician Laxmaiah Manchikanti, MD. She is joining her father's practice.
 
Dr. Manchikanti is an interventional pain management physician at the Pain Management Center of Paducah and Ambulatory Surgery Center as well as the Pain Management Center of Marion (Ill.) and Pain Care Surgery. She is a member of the American Society of Interventional Pain Physicians, North American Neuromodulation Society, Medical Quality Improvement Community and Lexington Medical Hospital.
  
In addition to her clinical practice, Dr. Kativa focuses on research and presented a study titled "A Retrospective Examination of Gait Changes Following Selective Dorsal Rhizotomy in Different Age Groups." She has also been published in several medical journals.
 
Dr. Kativa earned her medical degree at the University of Kentucky College of Medicine and completed her residency in physical medicine and rehabilitation and fellowship in pain management at the University of Kentucky Medical Center.
  
massFat Mass & BMI Associated with Multi-Site Pain
  
A new study published in Arthritis Care & Research is the first longitudinal study to explore the link between fat mass and multi-site pain. 1

Musculoskeletal pain has been estimated to affect 13.5%-47% of the general population, and one study found that 3/4 of affected individuals have multi-site pain (MSP), which has been defined as the presence of pain in 2 or more areas. 2  Compared to people with single-site pain, those with MSP have been shown to have worse disability, health, and health-related quality of life. 3   While the mechanisms involved in MSP have not been clarified, some findings point to obesity as one potential causal factor. 4  
  
prolongOpioids Prolonging Hyperalgesia?
 
Though the long-term use of opioids for chronic pain treatment has increased significantly, there is a lack of evidence supporting this approach.1 As a result, experts are concerned that it may be ineffective or even harmful because of the paradoxical opioid-induced hyperalgesia (OIH) that has been observed.2 
 
New research reported in the Proceedings of the National Academy of Sciences aimed to investigate this effect in a rodent model of chronic pain.3 Numerous instances of OIH in chronic pain populations have been reported, in which pain is exacerbated by chronic opioid use.4-6 
 
The underlying mechanisms are not well understood, due to a lack of preclinical studies and because OIH duration has never been evaluated after treatment was discontinued.
