Gov. Martinez has issued a proclamation calling for a special legislative session to begin on Wednesday, May 24. The primary business of the special session will be the development of a state budget for the 2018 fiscal year which begins on July 1. The state supreme court has declined to rule on the constitutionality of the governor's vetoes of the budget bill passed during the regular session. Those vetoes included the entirety of the appropriations for the operation of the
legislature as well as all of the appropriations for every college and university in the state. The supreme court stated that the special session is the opportunity to address the vetoes. As of now, there has not been an agreement on the budget bill between the governor and legislative leaders. The governor had also vetoed an entire bill that would have increased revenue to balance the state budget and rebuild the state's reserve funds. The revenue bill, HB202, was developed to allow the governor to choose among a number of possible revenue solutions including some that she had indicated that she might support.
The state budget has been repeatedly cut during the last few sessions and it is crucial that more cuts are not made. Finding more revenue is imperative.
