TFI Comments on Proposed Delay of RMP Effective Date
Source:  The Fertilizer Institute
Please find  here TFI comments filed on May 18, 2017 with EPA supporting the agency's proposed extension to the effective date for the Risk Management Plan (RMP) program rule finalized by the agency in January 2017.  If finalized, the new effective date would be in February 2019.  This extension, should it become final, will give the agency time to initiate a new administrative process to solicit comments on modifications to the new rule.
CFATS Update:  Enhanced Tiering Methodology, Security Summit
Source:  The Fertilizer Institute
The Department of Homeland Security (DHS) efforts on enhanced risk-tiering for chemical facilities are ongoing and DHS continues to offer resources to impacted facilities to better understand the potential impact.  Click  HERE to review the May, 2017, CFATS Quarterly newsletter. This recent issue provides a good update of the Chemical Facility Anti-Terrorism Standards (CFATS) enhanced risk-tiering methodology. Additional information on DHS's methodology can be found  HERE.

In April 2017, DHS began issuing tiering determination letters to facilities that were assessed using the enhanced methodology. DHS has sent over 10,000 letters to facilities that have submitted new Top-Screens. Letters will continue to be issued as facilities submit Top-Screens to the Department.  To discuss tiering trends and to respond to questions from facilities, DHS hosted two public webinars. DHS is considering making a recording of from these webinars available. In the meantime, the presentation used by DHS for the webinars can be found  HERE.
