COMMANDER'S CORNER
Greetings!

It has been a busy quarter for us here at the chapter house with servicing our veterans, to our floors being redone to the starting our roof maintenance on April 9th. And we have Final Nominations & Elections at the April 5th General meeting. It has been an honor serving as your Commander this past year, and I hope to continue on as your Commander, moving our chapter forward, as we continue to grow our membership and serving our veteran community.

On March 15th I had the honor of presenting Helen Loague', a WWII Army Woman Veteran with a Certificate of Appreciation from the DAV Dept of Arizona as she turned 100 yrs old on that day. When I asked her what she did in the Army, she replied "I was just a pencil pusher" and when I asked her the secret for long life she stated "A beer a day" as she raised her glass in a toast. Helen was a delight to meet and talk with.

I am excited to announce our Spring Fling II Fundraiser to be held April 28th 2pm-6pm (1400hrs-1800hrs) at Monastery Mesa. All the information is below, including our lineup of musical artists donating their time to help with this fundraiser. I would like to thank our Junior Vice Micheal Crowe for the fundraising he has been doing to get the funding/sponsors for our "Green Room" for chapter/unit members & family's/sponsors/artists, also companies wanting to setup tables for their services and prizes for the tournaments to be held that day and it is FREE to get in!

A WORD FROM OUR ADJUTANT

Greetings!

March is gone. April brings elections. You have to be present to vote so show up on Thursday. BRING YOUR MEMBERSHIP CARD or valid ID. We will be checking the National rolls. If you just joined us, the list of new members will be also be there. Dinner starts at 5:30.

Our ranks are swelling as Larry Sell has been on his own personal membership campaign. He, Carol and Jim Ellis, Mike Crowe and a few others have added over two dozen new members in the last month. Six of the new members are over 80.

Humana had a pinning ceremony for Vietnam Vets on March 9th. I had the privilege of setting up a table to represent our chapter. The pins awards are beautiful with an eagle head surrounded by a blue band. I served during that period in a combat MOS (early 70's) and wasn't sent to Vietnam, so I asked if I qualified. I was told if I served between May 15, 1955 and Sept. 1975 I was considered a Vietnam Vet. So if you were questioning whether you need to be boots on in Vietnam itself to earn the pin, the answer is no. Of the 9 million vets who were there, 7 million were volunteers. So if you served during that period and hear of another ceremony, go get your pin.

The popcorn crew is doing wonderfully selling and obtaining donations. The stand was moved down the hall near a group of chairs in front of a TV. The smell of the popcorn scores a "ten" on the advertising scale. I know because it called my name when I was down there last week. Well done to Joe, Ted, Chris, Harland, and Paul.

Chuck Berryhill has manned the Apache Trail Swap Meet trailer and is racking up sales for the rifle raffle along with Ace Thompson and Tom Rodgers and other volunteers at the Gun Shows.

THOUGHT'S FROM OUR CHAPLAIN
"... One nation under God, indivisible ..."

Greetings!

I feel some rising discord in society today. I feel it when I watch the news. And I hear it sometimes when I engage in conversations with those who share differing political viewpoints.

In our Pledge of Allegiance, we have the timeless wisdom found in the words, "... one nation under God, indivisible ..." I love those words. One Nation Under God Indivisible.

Have you ever noticed there is no comma after "one nation"? It simply reads "one nation under God, indivisible."

You probably already know the pledge didn't originally include the words "under God." Those two words were added by Congress in 1954 under the urging of our 34th President, Dwight D. Eisenhower.

Back in my home town in Iowa, the Dinner Date bunch gathers every weekday. As they gather before the meal, they stand and recite the pledge. And they take great care to say the words "one nation under God" without pause.

My hope is that all Americans, all Arizonans, and all veterans can take greater care to live out the words of the Pledge:  "... one nation under God, indivisible." We are not many nations, but one. And we claim and assert to be indivisible. Even though we all come from various places. We have a variety of religious creeds, and skin colors, and stations in life. Together, we work to become indivisible. We may hold viewpoints which differ from our neighbor. We may disagree on important matters. But we should be able to check our emotions and motives, and maintain a baseline of dignity and respect for one another even though we disagree.

It takes intention to live out these words of the pledge. It takes determination. It takes faith. Faith in God, by whatever name or creed God may be known. We are all, every one of us, Americans, sharing the rich resources of our land and people. By our individual actions, beliefs, and voices, together we can become, more and more, "one nation under God, indivisible."

  • SB 1044- telecommunications fund; report; website NOW: veterans courts; establishment; requirements
Would permit the presiding judge of each county to establish eligibility criteria for referring aggravated DUI cases to veterans’ courts that allege violations:
 
a)    while the person's driver license or privilege to drive is suspended, canceled, revoked or refused or while a restriction is placed on the person's driver license or privilege to drive; or
b)    while the violation occurs in a motor vehicle the person operates with a certified court ordered ignition interlock device.
 
Such persons under the jurisdiction of a veterans’ court and who are charged with the above offenses are eligible for probation regardless of prior criminal history. If placed on probation, the court must require the person be screened by a physician or mental health care specialist to determine whether that person suffers from post-traumatic stress disorder.

The current Arizona tax deduction for military retirement is $2,500 per year. SB 1167, as amended, would increase that deduction to $6,250 in 2019 and to $10,000 in 2020.

  • SB 1268- class six property; elderly homeowners
Would classify as “Class 6 property”, taxed at 5% of value, the primary residence on a single parcel of real property up to 40 acres under certain conditions of residents 65 years of age or older who qualify for property valuation protection under Article IX, Section 18, Subsection (7) of the Arizona Constitution if the person does not own any other real property. Residents must live in the property for two years. If the county assessor approves a property valuation protection, the value for tax purposes of the property shall remain fixed as long as the owner remains eligible. The short title of this bill is “ Senior Citizen and Veteran Tax Relief Act”.

  • SCR 1004- Beirut bombing; remembrance day
A concurrent resolution to honor the victims of the 1983 bombing of the United States Marine Corps barracks in Beirut, Lebanon and to proclaim October 23, 2018 as Beirut Bombing Remembrance Day in Arizona.

  • SCR 1007- senior property valuation freeze; income
In 2000, voters approved an Arizona Constitutional property valuation protection option for Arizona residents who are 65 years of age or older. In order to qualify for the option, a person must have resided on the property for at least two years, and the total combined income of the property owner, including nontaxable income, must not exceed 400 percent of the supplemental security income benefit rate established in the Social Security Act. If a property is owned by two or more persons, the total combined income must not exceed 500 percent of this amount. The county assessor must take the average of the person's total income over three years in the review of eligibility. If an application for a protection option is approved, the value of the property is fixed at the full cash value of the property at the time the application is filed and remains fixed for three years (Ariz. Const. art. 9, § 18).
 
According to the Social Security Administration, the current monthly Supplemental Security Income payment authorized by Section 1611(b)(1) of the Social Security Act is $750. This means that an applicant for the valuation protection program must not have a three-year average income exceeding $36,000 if the applicant is the sole owner of the property, or $45,000 if the property is owned by two or more persons. Would have to be approved by voters in the next general election should SCR 1007 pass.

  House Bill

  • HB 2027- alternative fuel special plates; veterans
Would allow the owner of a qualified alternative fuel vehicle with veteran special license plates to be issued the diamond shaped alternative fuel sticker for placement on the vehicle’s plate. Right now, veteran plates are not compatible with the alt-fuel sticker. This lets the people with veteran plates don’t have to give up their veteran plate to use the alt-fuel sticker. This would allow that vehicle to use high occupancy vehicle lanes at any time regardless of the number of people in the vehicle.

  • HB 2087- family caregiver income tax credit
Would give a tax credit after December 31, 2018 for a taxpayer who incurs qualifying expenses during the taxable year for the care and support of a qualifying family member in the taxpayer’s home. The amount of the credit is 50% of the qualifying expenses but not more than $1,000. Taxpayers must file a residential Arizona tax return and the taxpayer’s Arizona gross income may not exceed $75,000 single/married filing separately or $150,000 married filing jointly.

Extends the existing Military Family Relief Fund to 2026 and creates another separate sub account like the Military Family Relief Fund for the assistance of “Pre-9/11” veterans and their families who qualify.

A concurrent resolution urging Congress to recognize and award a Congressional Gold Medal to members of the WWII 23rd Headquarters Special Troops and the 3133rd Signal Service Company, also known as “The Ghost Army”. During WWII, these units used inflatable tanks and artillery, sound equipment and impersonation to confuse the enemy about where the real Allied fighting units were located.

  • HCR 2002- state militia; age requirement
Under Arizona’s Constitution, the State Militia consists of “all capable citizens of the state between the ages of eighteen and forty-five years.” This would ask voters to amend that to “all capable citizens of this state who are at least eighteen years of age and who are capable of acting in concert for the common defense”. Basically, it does away with the upper age limit for people capable of fighting.
