CoC Competition Next Steps
Collaborative Applicant Review
Kentucky Housing Corporation (KHC), as the collaborative applicant for the Kentucky Balance of State Continuum of Care (KY BoS CoC), is in the process of reviewing all application information submitted by KHC subrecipients and applications submitted by direct grantees via the U.S. Department of Housing and Urban Development (HUD) e-snaps system. In the event changes are necessary or additional information is needed, KHC staff will contact applicants directly.

Thursday, August 31, 2017: KHC Capacity Scorecard
All project applicants, including direct grantees and KHC subrecipients, renewal applicants and first-time applicants, must complete the KHC Capacity Scorecard in KHC Universal Funding Application (UFA) by 11:59 p.m. on Thursday, August 31, 2017. The KHC Capacity Scorecard is used for scoring purposes.

Once logged into the UFA system, applicants should select Specialized Housing, the 2017 CoC Application. This will open up the KHC Capacity Scorecard along with a request for basic agency and project information. If your agency has more than one project, you only need to complete the KHC Capacity Scorecard one time. When it asks for a description of your project, select one of your projects to describe.

Thursday, August 31, 2017: APRs Due
All renewal projects, excluding projects funded for the first time through the 2016 CoC application round, applying for renewal projects, must submit Annual Performance Reports (APRs) for the period October 1, 2016 through July 31, 2017. Applicants with more than one renewal project should submit a separate APR for each renewal project.

The APR submitted for renewal projects will be used to score any renewal applicant's expansion project application, if applicable. Please note applicants should run the new CoC-APR, not the retired ART 625 Report. Applicants using the Homeless Management Information System (HMIS) can access the CoC-APR report by logging into HMIS, selecting the Reports tab, and then selecting CoC-APR.

Monday, September 11, 2017: KY BoS CoC Advisory Board Meeting to Approve Project Rankings
The KY BoS CoC Advisory Board will hold a public meeting to review and approve the priority listing of projects for submission to HUD on Monday, September 11, 2017 at 10 a.m. ET at KHC's 127 Building, 1047 U.S. Highway 127, Frankfort, KY 40601. Interested parties unable to attend in person may participate via webinar, but must register. September 13, 2017: Project Applicants Notified if Project Will Be Submitted to HUD 
All project applicants who submitted applications to KHC by the CoC-established deadline will be notified in writing whether or not the project will be included in the KY BoS CoC's Consolidated Application submission to HUD on Thursday, September 28, 2017. Projects will be notified of their rank position on the CoC's Priority Listing and the amount of funding to be requested for the project.

Thursday, September 14, 2017: Signed Match Letters

All project applicants, including direct grantees, must submit copies of their signed match letters to KHC. A match letter template is available on KHC's website under Specialized Housing, Continuum of Care, 2017 CoC Application. 
HCA VAWA Training Video Available
KHC's Housing Contract Administration (HCA) has developed a Violence Against Women Act (VAWA) training video to assist the HCA programs that must comply with these requirements. The video can be accessed on the HCA Help Desk, under VAWA.
Budget Modification Guidelines
The Budget Modification Guidelines is a tool for partners to easily identify eligible modifications within the Affordable Housing Trust Fund, Continuum of Care, Emergency Solutions Grant, HOME Investment Partnerships, Housing Opportunities for Persons With AIDS, and Weatherization programs. The Budget Modification Guidelines is located on the HCA Help Desk under Program Funding Draw Management, Program Funding Draw Management Tools and Resources. Any need for a program budget modification first requires the submission of the Modification Waiver Request, which is also found on the HCA Help Desk under Compliance. 
Update to HOME TBRA KHC Required Forms
KHC's HCA has updated the following required forms for HOME Tenant Based Rental Assistance (TBRA) program administration: 
  • HOME TBRA Contract
  • HOME TBRA Lease Addendum
  • HOME TBRA Request for Unit Approval

These forms are in fillable PDF format and have been updated to allow the agencies to easily enter their name throughout the document as the administrator of the HOME TBRA program. In previous HOME TBRA versions, there was a small blank in the document for the agency name, and the form had to be downloaded then modified. This new electronic, fillable version will make it easier on our partners.  

HOME TBRA forms moved to HCA Help Desk
The following HOME TBRA forms have been moved to the HCA Help Desk under HOME TBRA:
 

  • Tenant Application for HOME TBRA
  • TBRA Set Up Report
  • TBRA Closeout Report

Please note: It is not recommended to download forms from the HCA Help Desk and save for future use because changes to forms occur on a regular basis and downloading a form does not allow one to obtain the most up-to-date version from the HCA Help Desk. Not using the most current form could jeopardize an agency's compliance with program requirements.
