2017 CoC Program Competition Intent to Apply   
On July 14, 2017, t h e U.S. Department for Housing and Urban Development (HUD) released the Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2017 Continuum of Care (CoC) Program Competition. Through this competition, HUD is accepting project applications for currently funded CoC projects eligible for renewal, new projects, or expanded projects.  

Kentucky Housing Corporation (KHC) is the collaborative applicant for the Kentucky Balance of State Continuum of Care (KY BoS CoC). In this role, KHC is responsible for coordinating the application process for the KY BoS CoC and submitting the Consolidated Application, including individual project applications, to HUD.

All applicants are expected to read the NOFA and to ensure proposed projects meet the criteria established in the CoC Program Interim Rule and the NOFA.

Intent to Apply Requirements and Deadlines 

Renewal Projects
 
All CoC and Shelter Plus Care (S+C) projects eligible for renewal, including direct grantees, with grant terms set to expire during calendar year 2018, must complete and submit the 2017 CoC Renewal Project Intent to Apply Form. Eligible renewal projects not intending to renew in 2017 must also complete this form.

The deadline to submit the 2017 CoC Renewal Intent to Apply Form is Friday, August 11, 2017.

New and Expanded Projects
New project applicants and renewal projects intending to apply for an expansion of their existing CoC project must complete the 2017 CoC New/Expanded Project Intent to Apply Form.

The deadline to submit the 2017 CoC New/Expanded Project Intent to Apply Form is Friday, August 18, 2017.

The forms and instructions for completing both forms are available on KHC's website under Specialized Housing, Continuum of Care, within the 2017 CoC Application section. Applicants are expected to read the instructions prior to completing the forms.

Additional Deadlines 
In addition to the intent to apply deadlines stated above, KHC has established the following deadlines:  
 
Projects Submitted to KHC via e-snaps
All individual project applications must be submitted via e-snaps, which is HUD's online data management system, by 11:59 p.m. ET on Monday, August 28, 2017.  
 
All new project applicants will be required to submit projects via e-snaps. For information on setting up an e-snaps account and how to create new projects, visit the HUD Exchange.

Direct grantees are responsible for submitting project applications via e-snaps by the Monday, August 28, 2017 deadline. KHC will enter project information into e-snaps for subrecipient projects. To allow KHC enough time to enter the required information into e-snaps, KHC will establish subrecipient deadlines prior to August 28. KHC staff will communicate directly with subrecipients on these deadlines and to request specific information.

Project Applicants Notified
All project applicants will be notified in writing by Wednesday, September 13, 2017 whether or not the application will be included in the KY BoS CoC Consolidated Application to be submitted to HUD for funding consideration.

HUD Submission Deadline
The last day for KHC to submit the KY BoS CoC Consolidated Application, including all project applications selected for inclusion, to HUD is Thursday, September 28, 2017.

Scoring and Ranking 
As part of the Consolidated Application submitted to HUD, the KY BoS CoC is required to submit a prioritization list of projects in rank order. To determine the prioritization of projects, the KY BoS CoC must develop scoring criteria for project applications. The KY BoS CoC Advisory Board will hold a public meeting to consider and adopt the 2017 scoring criteria on Friday, August 18, 2017 at 1:30 p.m. ET. The meeting will be held via webinar and registration is required.

Draft scoring criteria will be available prior to the meeting on KHC's website under Specialized Housing, Continuum of Care, within the 2017 CoC Application section.
