What's New with Envision Eugene?

This Envision Eugene Newsletter provides updates on projects the Eugene Planning Division is working on to implement our community vision. We hope you'll find this information useful, reach out if you have questions, and join us on October 10th at our open house if you want to have a conversation about our work (find more information under 'Upcoming Meetings' below). Housing Tools and Strategies
Housing affordability and availability is a long-standing and growing problem in Eugene. Our community needs a comprehensive, coordinated approach that considers the spectrum of tools and strategies available to the City to promote more housing affordability, availability, and diversity.

At the  May 30, 2018 Work Session , Eugene City Council passed a motion to have staff initiate a process to identify barriers to housing affordability, availability, and diversity, and to suggest, evaluate, and recommend possible strategies and tools to address the barriers.

An interdepartmental staff team, led by Anne Fifield, Economic Strategies Manager, is actively working on this effort. The project will be structured around a group of key stakeholders from the community who will meet four times between now and the end of November. These facilitated meetings will engage stakeholders in identifying barriers as well as potential tools, strategies and actions. Their work will be supported by economic analysis of potential tools and strategies.

City Council is scheduled to discuss the recommended tools and strategies at their December 10, 2018 work session.

Envision Eugene
Technical Advisory Committee
After an extensive recruitment process and an abundance of applicants, the inaugural Envision Eugene Technical Advisory Committee has been appointed by the City Manager. Thank you to everyone who applied!

There was an amazing number of strong applicants that represented a broad range of backgrounds and interests. Those selected will provide technical expertise to staff on both Urban Reserves planning and the Growth Monitoring program.

The first EETAC meeting will be held in September, and meetings will be open to the public. The date of the first meeting will be posted on the EETAC webpage as soon as it is finalized .
Clear and Objective Standards
We are ending Phase 1 of the project and the Draft Summary of Key Issues is now available on the project website! We will be providing a copy to the Planning Commission and City Council in a few weeks, but first we are asking for feedback on the report.

The first working group session to explore ideas to address the identified issues will be September 13, so if you would like to participate, please contact [email protected]
Envision Eugene Comprehensive Plan
In the May Envision Eugene Newsletter , we shared information on Phase II of the Comprehensive Plan. This phase will see the development of the remaining policy chapters:

  • Public Involvement
  • Compact Development and Urban Design
  • Housing
  • Community Health and Livability
  • Natural Resources and Environmental Quality
  • Community Resiliency, and
  • Public Facilities and Services

Phase II will build on the strong foundation of Envision Eugene with additional outreach and engagement opportunities throughout the process.
 
Staff gave project updates to the Eugene Planning Commission in May and Eugene City Council in June, soliciting feedback on the proposed project timeline. Check our project website for more information, including meeting dates and materials.
 
The Eugene Planning Commission is scheduled to consider approval of the Public Involvement Plan at their work session tomorrow, August 27 at 11:30am. Everyone is welcome to attend in person, or watch online to hear the discussion.

Upcoming Meetings
City Council returns from their summer break on Sept 10th. Planning Commission continues according to it normal schedule, meeting on the second Tuesday of the month at 5:30 pm and the fourth Monday of the month from 11:30 am to 1:30 pm.
