Time to Move to Mars?

   The environmentalists' war on fossil fuel-powered cars is about to exact the heaviest-ever toll on new housing production. Industry talk is all about the rollout of Climate Action Plans (CAP for short) and their related greenhouse gas emission rollbacks. Let's take a look at the CAP, a state-sanctioned policy tool the greens newly use to alter or stop new home developments. It's a still evolving part of our ever-expanding environmental regulations. Dislike or love a CAP, the fact is it will eat us all alive housing cost-wise.
   CAP-related regulations are long on goals but woefully short on implementation detail (i.e. how we actually achieve these greenhouse gas rollback results). They will add untold development cost to any project whose future occupants shall mainly rely on four wheels for transportation. Let's recall a bit of history albeit with a bit of gallows humor.

An Elegant Evening at the Icon Awards
   The 7 th annual BIA Icon Awards went off without a hitch on Saturday night at the Westin Gaslamp. Led by Emcee Dan Cohen, anchor for CBS News 8, the event brought 500 of our members together to see who would come away with top honors in 36 different categories. Finalists and winners were determined by five judges brought in from out of the area by Pete Mayer Productions. Each individual candidate was interviewed by the panel and many projects were also toured by our judges. A brand new trophy design was debuted thanks to Fusion Sign & Design and handed out to the industry's most outstanding builder, trade, and design professionals throughout the last year. North County Legislative Committee Fall Agenda

   The City of Vista will be front and center in the coming months at the BIA North County Legislative Committee. Vista Councilmember, Cody Campbell will be the guest speaker  at the  October 1st luncheon meeting.  Campbell will touch upon the latest progress  in the Downtown Specific Plan Area and his continuing focus on business attraction and job creation.  
   In November BIA will host John Conley, Vista's Director of Development & Planning.  Mr. Conley last visited this committee a little over two years ago. He will brief members on the recent uptick in development in his city and will share his opinion on what he sees over the horizon.

Council Weighs New Rules for Civic San Diego

   The San Diego City Council will consider a new operating agreement for Civic San Diego, a city owned non-profit planning agency for downtown San Diego.  Civic is the offshoot of the Center City Development Corporation that was dissolved when Governor Jerry Brown did away with redevelopment agencies.  The agreement has been months in the crafting between the city and labor interests.  Sticking points include labor's push for local hire assurances, living wage mandates and affordable housing requirements for  projects that use a city subsidy.  The Council is scheduled to consider the agreement at a Tuesday afternoon hearing but that could be pushed out if the final issues are not resolved.

BIA Cares Seeks New Projects
   Twice each year (April and October), the BIA Cares New Project's Committee, reviews submissions from charitable organizations requesting support for either a financial grant or assistance with a small construction project.  
   We are most pleased to receive project requests which are directed to us by a BIA member.  If you are involved with a charitable organization which might be a good fit for a BIA Cares project, please have them submit an application before October 15 th .

Downtown windfall: $49.2 million for parks...
"While we struggle with this UT reporter's (mis)use of the term "windfall" in association with developer fee exactions, the public does learn that our industry pays for a lot of infrastructure for the right to build. Besides, all these fees were anticipated by local government. So, is it a windfall?   Not really."

   Booming construction downtown is on track to produce a $49.2 million windfall in developer impact fees over the next five years.
   And there's plenty of projects awaiting funding as indicated in a Civic San Diego staff report before its real estate committee Wednesday. The full board is expected to act later and forward its priorities to the city's capital improvement committee.
   The money - called developer impact fees or DIFs - comes from developers to cover their share of the impact their projects have on park, transportation and fire station needs. Developers pay other fees to handle planning, process building permits and build affordable housing.
