Celebrating 45 Years of Regional Planning
|
|
April 2017 marks the Bay-Lake Regional Planning Commission's 45th anniversary of planning for Northeast Wisconsin. The Commission was created on April 21, 1972, by Governor Lucey under
Wisconsin Statutes s. 66.945 (re-titled 66.0309) at the request of Brown, Door, Kewaunee, Manitowoc, Marinette, Oconto, and Sheboygan counties. In December 1973, Florence County joined the Commission, bringing the total number of member counties to eight.
For nearly a half-century, the Commission has collaborated with all levels of government, public and private entities, and citizens to plan for future growth, to protect the environment, to expand economic opportunities, and to provide a safe and efficient transportation network. The work the Commission does today is based on the solid foundation of these experiences and partnerships, which have been built within the region.
Recalling how far the region has come over the last 45 years can give us all a renewed sense of purpose in our respective mission: "Providing opportunities and cooperative solutions to foster healthy and thriving communities within the region."

Under the Bay-Lake RPC 2017 Technical Assistance Grants, we are pleased to announce the award of 60 hours of technical assistance to two Bay-Lake Region communities.
- Sheboygan County will receive 40 hours of assistance with the Davis-Bacon reporting that is required under federal grant funding the county received for the Amsterdam Dunes Restoration project.
- The Village of Pound in Marinette County will receive 20 hours of assistance forthe development of an Official Map.
We hope to continue to offer this program in the coming years as a value-added benefit to the member counties and communities of the Bay-Lake RPC. Please contact Angela Kowalzek-Adrians for additional information about the program.

Bay-Lake RPC is seeking an Intern
|
|
We are looking to hire a planning intern for the summer of 2017. The internship will involve data collection of walking and bicycle facilities/trails throughout Northeast Wisconsin. The intern will be required to bike the complete length of most trails, walk sidewalks, and inventory other non-motorized facilities throughout the region during the summer of 2017.
Interns must be currently enrolled at a college or university, and must be able to commit to working during the months of June, July, and into August. The position application period will close May 12, 2017. More information is available on our

CDBG Funding Available to
Update Comprehensive Plans
|
|
The Community Development Block Grant (CDBG) program provides communities with resources to address a wide range of unique community development needs. In particular, CDBG - Planning (CDBG-PLNG) funds can be used to develop and update comprehensive plans. Communities that are classified as low/moderate income (LMI) are automatically eligible to apply (see table below).
The CDBG-PLNG program is currently accepting applications, which are due May 25, 2017. The CDBG-Public Facilities program is also accepting applications through May 25, 2017. Application information can be found on the

Sheboygan Metropolitan Planning Organization (MPO)
|
|
The Commission approved minor amendments to the street and highway component of the
2017 - 2020 Sheboygan Metropolitan Planning Area Transportation Improvement Program (TIP) at its March meeting. These amendments involve cost changes to four street and highway improvement projects. The amendments were transmitted to pertinent state and federal agencies in mid-March.
Per their request, Commission staff has produced pavement condition maps for one village and three towns in the Sheboygan Metropolitan Planning Area. This came out of presentation of the 2016 transportation performance indicator report to the Sheboygan MPO Technical and Policy Advisory Committees in late 2016 and early 2017.
Commission staff has started preliminary work on the next transit development program (TDP) for Shoreline Metro. More intense work on this effort (review committee formation, boarding and alighting survey, etc.) will take place once a contract is in place with the Wisconsin Department of Transportation.
Commission staff has started to prepare an update to the Commission's Title VI Civil Rights Program. This program will cover both the Regional Transportation and Sheboygan MPO planning programs. This update is completed every three years.
