Laura Weber is ECAC's New
Executive Director
|
We are happy to let you know ECAC's Board of Directors has chosen Laura J. Weber, Ph.D. as the new Executive Director.
Laura has a deep commitment to family leadership. Her work includes advocating for policies that support the empowerment and inclusion of families and youth. Laura has created and implemented family-centered curricula to service workers, provided technical assistance and support to family-run organizations, and provided family leadership training.
A second focus of Laura's has been helping service systems become fair and accountable to the families they serve. She co-founded the N.C. Family Resource Coalition, a public-private nonprofit engaged in systems change, family support and family empowerment. Before coming back to ECAC Laura was a Senior Project Director at the Center for Creative Leadership, emphasizing leadership programs for under-served individuals.
Laura has been a valuable part of the ECAC team over the years.
From 2003-2008 Laura was manager of ECAC's mental health contracts and was directly involved in the development of NC's System of Care. During that time Laura worked with youth and young adults to develop and implement Powerful Youth Friends United, a statewide advocacy and support group for youth with mental health challenges. She returned to ECAC in 2016 as Director of Planning and Evaluation. Laura then served as interim co-director during a time of agency transition this spring. "We are confident that she is more than capable of leading ECAC into the future," says the Board.

Millions Cut From LME/MCOs
|
Tens of millions of dollars in NC Legislative appropriations are cut from the budget of North Carolina's seven state-funded mental health management organizations. This year LME-MCOs lost more than $86 million in budgeted funds, and another $90 million are going to be cut in fiscal year 2018-19

2018 Federal Budget Proposal Reduces Medicaid and CHIP Funding
|
President Trump's 2018 Budget proposal reduces Federal
funding for coverage of children in Medicaid and CHIP. Medicaid and the Children's Health Insurance Program (CHIP) are key sources of coverage for children, covering nearly four in ten children (39%) nationwide and 44% of children with special health care needs.
In 2015, NC Medicaid covered 994,700 children, and NC Health Choice (CHIP) covered 102,900 children in families who earn too much to qualify for Medicaid but often lack access to affordable private coverage.

|
You and your loved ones may not be together when a disaster hits. Families can make emergencies less stressful by preparing in advance and working together as a team. These steps are even more important for families who have kids with special health care needs. Make a plan for how you will connect to each other.

A Long Walk for Children
|
Pastor James Brigman walked from Rockingham, NC to Washington, DC to be a voice for Lauren Faith, his medically-fragile daughter who relies on Medicaid for life-saving health care. He walked to draw attention to families who rely on Medicaid and Medicaid waivers.
Under the Representative's proposal, children like Lauren Faith who are receiving services under NC Medicaid's CAP-C program, would not see cuts to their services. While these conversations are still roiling across recipients' lives, Georgetown University's Health Policy Institute
argues that "carving out" or protecting CAP-C funds actually does not.
