After adoption of the budget in late April, things usually ease up a bit in the Chairman's office: Not this time.

 

A number of activities have kept us going full throttle.

 

1. Task Force to Consider Putting a Meals Tax to Referendum

 

Throughout the past months as the Board of Supervisors and the community deliberated on the Advertised Fiscal Year 2015 Budget, a number of individuals and organizations have urged us to put the question of a meals tax to the voters.

 

In the Commonwealth of Virginia towns and cities are permitted to have a meals tax subject to an affirmative vote by the governing body. In Northern Virginia most of the cities and towns around and within Fairfax County have adopted a meals tax.

 

Counties, however, may establish a meals tax only if a referendum is approved by the voters. The last time this proposal was put on the ballot in Fairfax County was in April 1992. The referendum was not successful.

 

There has been a growing sentiment during recent years for our Board to once again allow the voters to decide whether or not they wish to avail themselves of this additional source of revenue. Reasons for urging this include the desire to diversify the revenues we have available to fund schools, public safety, parks, libraries and human services. If a meals tax were adopted at the state-approved rate of 4% of the cost of a restaurant meal, it would generate about $88 million annually.

 

At our board meeting on April 22nd, I proposed the establishment of a task force to consider the issue of putting a meals tax to referendum. The mission of the task force will be to recommend to the Board of Supervisors:

  • Whether or not to proceed with a referendum for a meals tax;
  • If it is the recommendation of the group to do so, the task force should recommend the timing (i.e. what year?) for the question to be put to the voters;
  • And the task force should return to the Board with a recommendation for how revenue from a meals tax (if recommended) should be used.

I have asked former Board Chairmen Kate Hanley and Tom Davis to co-chair this task force and they have accepted.

The following are some of the organizations that have been invited to participate:

  • The Republican & Democratic parties
  • The Fairfax County Chamber of Commerce
  • The Restaurant Association of Metropolitan Washington
  • Visit Fairfax
  • The Federation of Citizens Associations
  • The League of Women Voters
  • The Fairfax County Taxpayers Alliance
  • The Fairfax County Council of PTAs
  • The Fairfax Education Association (FEA)
  • The Fairfax County Federation of Teachers (FCFT)
  • The Service Employees International Union (SEIU Virginia 512)
  • The Park and Library foundations
  • The Fairfax County Alliance for Human Services
  • The Human Services Council
  • Public safety organizations, e.g. Police Employee Pay & Benefits Committee, International Association of Firefighters (IAFF) Local 2068, etc.
  • Local/regional chambers, e.g. the Dulles Regional, Greater Merrifield, Greater Springfield, McLean, Reston, Annandale, Central Fairfax, Mount Vernon/Lee, Asian, Hispanic, etc.

The Task Force will begin meeting in the Government Center Conference Center on Thursday, May 15th. They have been asked to return to the Board of Supervisors with their recommendations by our meeting of June 17th, 2014.  These meetings will be public and you are welcome to follow the work of the task force. Meeting dates and summaries will be posted on the County's website.

 

2. Group Assembly and Noise Ordinance Proposals


 As you may have heard, Fairfax County staff has proposed two new ordinances, one pertains to group assembly and another to noises in residential communities. Both are in the draft stages and County staff is seeking feedback from Fairfax County residents. More information on both can be found below.

3. Farmers Markets and Concerts on the Ellipse

 

Lastly, some exciting news, a new Farmers Market has begun operations at the Government Center on Thursday afternoons from May through October. See inside for more details! Beginning in July early evening concerts and wine tastings will return to the Government Center's "backyard" - Evenings on the Ellipse. Both the Farmers Markets and summer Concert Series are brought to you in locations throughout the county during spring and summer thanks to sponsorships from our generous corporate neighbors. I look forward to spending time with you during the warm weather months ahead!

Evolution Series

 

I will be hosting the third installment of my annual Evolution series on June 9, 2014 from 7:00pm-9:00pm in the Government Center Board Auditorium. Past programs include the Evolution of Fairfax (2012) and the Evolution of Transportation (2013). This year's program is titled the Evolution of the Workplace and is designed to be a fun and interesting look at how work, workers, and the workplace have evolved over time and what the workplace of the future will look like. All are welcome to attend.

Group Assembly and Noise Ordinance Proposals

OrdinancesAs you may have seen in the news, Fairfax County staff has proposed a new ordinance to deal with the problem of repeated disruptive large gatherings in private homes. The goal of the draft ordinance, which is currently out for public comment, is to prohibit only those gatherings in residential neighborhoods that are disruptive to the character of the surrounding community, those that create noise, parking and traffic problems that otherwise would not exist in the surrounding community on a frequent basis. We have seen this problem around the County and have not been able to effectively address it using our current enforcement tools. County zoning staff proposed language that would prohibit gatherings of 50 or more people from occurring more than three times in 40 days. This first draft is what is being used to gather public comment. Our Board will not decide on this issue until the conclusion of the public comment process.

 

As it is currently drafted, I am not convinced the ordinance will address the very real problem we are seeing in some areas while allowing homeowners to exercise their right to host friends and family in their homes. 

 

Concurrently, County 
staff has reviewed and revised the Noise Ordinance, the purpose of which is to guarantee residents a certain level of quietness within their homes. An interim provision was adopted by the Board in December, and the draft ordinance is meant to be a permanent solution. A summary chart (PDF) showing how to prohibitions and exemptions in the proposed ordinance would be applied is available now and I encourage you to take a look.

 

In order to obtain feedback on the two proposed new ordinances, the following public meetings have been scheduled and all are invited to attend and make comments:

  • Monday, May 19, 2014 from 7 - 9 p.m. at Lemon Road Elementary School, 7230 Idylwood Road, Falls Church, VA 22043 in the school cafeteria

Fairfax County Homelessness Update

 

Below are some highlights from the 2014 point-in-time count of people experiencing homelessness in the Fairfax County community. We are making a lot of progress but can still do more to end homelessness in Fairfax County as we know it.

   

 

 

On the night of January 29, 2014 there were 1,225 people who were literally homeless in the Fairfax-Falls Church community. This represents a 9% reduction from the number counted in January 2013, or 125 less people. These results demonstrate the continuing decline in homelessness as evidenced in the chart below. The total decrease in the homeless population from 2008 to 2014 is 33%.

Evenings on the Ellipse Summer Concert Series

I am pleased to announce that my office, in partnership with the Park Authority, will again be hosting the Evenings on the Ellipse summer concert series (PDF) in the "backyard" of the Government Center.

  

During the Summer season, County employees and music-loving neighbors have the opportunity to end each Thursday with the an Evenings on the Ellipse Concert from 5:30pm to 7:00pm on the beautiful back lawn of the Government Center. This series was hugely successful last year.

 

Our County's two wineries, The Winery at Bull Run and Paradise Springs Winery, will be back again this summer for weekly wine tastings during the concerts.
