GENERAL ASSEMBLY NEWS

GSSCC Advocates for Statewide Employment Law Standards
GSSCC was in Annapolis last week Tuesday to testify in support HB317, which would prohibit local jurisdictions from enacting their own wage and employment laws. GSSCC joined colleagues from Chambers across the state, seeking support for a statewide standard for all mandatory paid leave and other employment regulations. Testimony emphasized that many businesses have employees working in multiple jurisdictions and how a patchwork of often conflicting regulations makes it more costly, in both time and money, to run a business. The Chamber also sent this message to legislators during hearings Thursday and Friday on Statewide mandatory paid leave bills.

GSSCC Tracking Legislation of Significance to Business
To date, more than 2,500 pieces of legislation have been introduced in the General Assembly, including new legislation mandating a $15 minimum wage for the state. GSSCC has reviewed these bills and is tracking those that affect business and Silver Spring. Click here for a summary of relevant legislation. MONTGOMERY COUNTY COUNCIL NEWS

County Council Approves Lyttonsville Sector Plan
The Montgomery County Council last week approved a resolution to adopt the proposed Lyttonsville Sector Plan that will allow for the redevelopment of this area adjacent to a future Purple Line stop. Key to the plan is the decision to maintain the industrial zoning along Brookville Road. GSSCC worked with members and businesses in this area to maintain the current zoning and allow these businesses to continue operations, but also benefit from streetscape and other improvements to the area. Council Considers Mandatory Family, Medical Leave Program
Montgomery County Council's Office of Legislative Oversight just completed a study that would model the costs of a potential paid family and medical leave program. Some Councilmembers plan to introduce legislation that would make such a program mandatory for County employees. Options for funding the program included: a payroll tax on employees, and excise tax on employers charged at a flat rate per employee, and an excise tax on businesses based on a percentage of revenue or sales. Lane Closures on Georgia Avenue Next Weekend
From approximately 9 a.m. to 6 p.m. on Saturday, February 18, and Sunday, February 19, the northbound parking lane between Spring Street and Cameron Street will be closed for work on the entrance to the Sheraton Silver Spring parking garage. Signage will direct pedestrians through the work zone.
