A Special Message from Your 2018-2019
CALBO President Jeff Janes
As CALBO begins its 57th year, I am encouraged by this great organization’s history and its future as we move forward. What began as a small spark in 1962 has now blossomed into a statewide organization whose membership has increased to over 500 members representing 95% of cities and counties statewide. I would like to thank you in advance for trusting me, along with the CALBO Board of Directors, to provide you with the best membership services and representation possible.  
 
Some of the top priorities for CALBO this year include: furthering our robust education and training offerings, increasing membership and outreach to our many CALBO partners, and increasing government affairs interaction to include advocating for legislation that increases the building officials’ authority to do our jobs effectively for the jurisdictions we serve.
Recognizing the role we serve as local government representatives, we have expanded participation in the League of California Cities by actively participating in their annual business meeting and planning to offer an increased and interactive presence at our expo booth. While we convey the message as a statewide organization, we will also continue to assist our membership in expanding your understanding of local government and articulating safety and post-disaster issues within your community.
 
We are committed to reviewing and adjusting our educational offerings through the CALBO Training Institute (CTI) at our Education Weeks and in our Annual Business Meeting (ABM) program to provide relevant and timely information on topics including post-disaster, seismic, finance, plan review, inspections, soft skills, and more. We are also focused on our next generation of code professionals…young, old, and new who are looking for an opportunity to make a difference in their communities.  
 
The 2018 CALBO Leadership and Advocacy Day was held April 18 and served to build upon the successes of previous years by continuing to build relationships with our state legislative body and advocating for local control with no unfunded mandates or legislating of code. This year, nearly twenty CALBO members traveled to Sacramento to promote local government and to engage in the legislative process. We conducted one-on-one meetings with nearly forty of our State Assembly Members and Senators, offering our profession as a resource to their offices. Last year, CALBO monitored over 150 bills that were introduced and took formal positions on over 30. In addition, CALBO staff and membership attended over 100 legislative and regulatory meetings. Along with the Legislative Committee, each of the CALBO policy committees will work closely on relevant legislative topics and goals set by the membership and Board of Directors.  
 
Of course, so much of the great work that our members benefit from is a direct result from our CALBO staff. Executive Director Matt Wheeler and his team continue to provide the membership and the Board of Directors with critical support on matters related to everything CALBO stands for as an organization. Another important focus for the Board is to remain fiscally sound. CALBO currently has in place reserve funds as we feel this is a part of our fiduciary responsibility as a Board and will continue to do so to the best of our ability each year.
 
With a heavy heart, I would also like to take a moment to remember two standout members of our profession and organization. Mr. Jim Barthman left us last month. What a vast legacy he leaves behind: CALBO President, Building Standards Commissioner appointed by three Governors, and countless contributions through his work in the electrical inspection trades and local government. And most recently, Mr. William King, Jr. who served as the Assistant Community Development Director in San Clemente. Mr. King’s untimely passing at our ABM caused us all to pause and to reflect on why we do what we do. May they rest in peace. Our thoughts and prayers go out to both the Barthman and King families.
 
Finally, I would like to thank all of our members for your hard work and the commitment you bring to our profession and this great organization we call CALBO. On behalf of the entire CALBO Board of Directors, thank you in advance for allowing us to serve you now and in the coming years.

Congratulations to the Building Officials Leadership Academy (BOLA) Class of 2017-2018 who graduated at CALBO's 56th Annual Business Meeting on Thursday, Match 29, 2018. 

The BOLA Graduation Ceremony and Luncheon was a great event that added twelve future leaders to the BOLA alumni network. CALBO's 3rd Annual Job Fair and Career Development Day: A Tradition Going Strong for the Next Generation of Building-Safety!
CALBO’s 3rd Annual Job Fair and Career Development Day was held at CALBO’s 56th Annual Business Meeting (ABM) in Burlingame on Thursday, March 29, 2018. Attracting future professionals and helping the existing workforce with career advancement in California’s building-safety industry was the focus once again. As building departments anticipate a wave of staff retirement, CALBO strives to assist jurisdictions with recruiting a trained, ICC-certified, and experienced workforce.
The CALBO Outreach and Communications Committee worked tirelessly to promote the Job Fair to local universities, community colleges, building technology trade programs, and related industry organizations. CALBO members once again volunteered as CALBO Job Fair organizers, greeters, and career advisors to assist college students, recent graduates, and other job seekers who traveled from throughout California as far as San Diego.
Upon arrival, each Job Fair attendee received a special Job Fair goodie bag containing resources and fun give-a-ways from ABM exhibitors and sponsors. A special thank you to Simpson Strong-Tie, Inc. for sponsoring event refreshments.

Thank you to Erica Crumley of Sequence Systems for her participation once again as a resume advisor. Erica not only met one-on-one with Job Fair attendees to review resumes and cover letters, but she also took the time to provide email feedback to those who did not have the opportunity to meet with her. We thank Erica for her participation each year!
Job seekers also met with industry representatives from nearly four dozen companies and organizations, allowing them to learn more about California building departments and industry professions. Many exhibitors advertised open positions, including employment and internship opportunities, on the CALBO Job Fair bulletin boards. 
 
To assist in the recruitment and hiring of young professionals across California, CALBO opened its ABM Exhibitor Program to local jurisdictions and state agencies during the Job Fair. Thank you to the following organizations and jurisdictions for participating: CALBIG, City of Tracy, City of San Jose, and City of Santa Clara.
 
To continue the tradition of reaching and recruiting future building department personnel, CALBO's 4th Annual Job Fair and Career Development Day will take place next year during the CALBO Annual Business Meeting in San Diego on Thursday, March 21, 2019. We’ll see you there!

In Memoriam
James W. Barthman
October 4, 1934 - March 23, 2018
On March 23, 2018, former CALBO President (1988-89) James W. “Jim” Barthman passed away at his Castro Valley home, surrounded by his family and loved ones. He was 83 years old.
 
Jim was a pillar of the building community, having served in leadership positions for not only CALBO, but also the East Bay Chapter of the International Conference of Building Officials, Oakland East Bay Electrical Club, Northern California International Association of Electrical Inspectors, and California County Building Officials.
 
His government career began as an electrical inspector for the City of Oakland, and he moved up to Chief Electrical Inspector and then Building Official and Manager of Inspectional Services Department. He was later appointed to serve on the California Building Standards Commission by Governor Gray Davis, Governor Arnold Schwarzenegger (twice), and Governor Jerry Brown. His dedication to the electrical side of the building industry never wavered, as he was a member of Local Union 595 of the International Brotherhood of Electrical Workers for over 60 years.
 
Jim was committed to creating a stronger building industry through his teachings at Lany College in Oakland and Chabot College in Hayward. For almost thirty years, he taught courses in Electrical Code, Building Code, Plan Review, and Electrical Apprenticeship, training hordes of younger electricians, builders, and inspectors.
 
More importantly, Jim gave back to his local community. After coaching his son’s Little League team, Jim and friend Augi Marra began the Castro Valley Girls softball league in the late 1970’s, giving all of the area’s youth an opportunity to engage in organized sports. Jim served in many positions throughout the league, including as League President for several terms, and the organization is still succeeding today.
 
Please join the California Building Officials in extending condolences to his wife, Phyllis, and family as they go through this transition. Jim has had a long-lasting effect on the entirety of the California building community and we will be forever thankful for his contributions.

CALBO's Capitol Corner
On Wednesday, April 18, CALBO members convened at the State Capitol to advocate and educate members of the state legislature on behalf of our organization. CALBO members met Legislators and staff not only to discuss CALBO’s top legislative priorities, but also to highlight who we are and what we do. In their meetings, members discussed the following measures that are currently moving through the Capitol. 

Currently, affordable housing is one of the top priorities for CALBO members and Legislators in Sacramento. CALBO’s Legislative Committee recently took a “Support” position on two bills that came out of the Ghost Ship working group – SB 1415 and SB 1416. Senator McGuire authored both of these measures and sought CALBO's input on specific language. Moving forward, these bills will help building officials collect fees for the additional inspections required under SB 1415, as well as extend building officials’ enforcement and authority. SB 1415 has specific language that will grant building officials the authority to enforce laws and exercise the power of arrest, if necessary. SB 1416 will allow local government to levy fines due to unsafe conditions through a nuisance abatement lien. Both of these measures aim to prevent another disaster, such as the Ghost Ship fire.
CALBO members were also able to discuss their concern with AB 2913 (Wood). Currently, this bill would allow building permits to remain open for three years, as opposed to 180 days. Existing law states that a building permit will expire after 180 days if work has not commenced on the site. This bill would extend this period to three years. CALBO is concerned that this could cause health and safety issues for property owners and the surrounding community.
