Mike Skinner a Presenter at the Annual TRB Meeting in Washington DC  CAPA Director of Pavement Engineering Mike Skinner will be attending the annual Transportation Research Board Annual Meeting in Washington D.C. January 7 - 11, 2018.  Mike will be a presenter in the AFD10(1) Pavement Management Systems in Local Governments meeting

and speaking on the subject of MGPEC Creates TAM Guide for Denver Metro Local Agencies.

LabCAT Certification   
The 2018 LabCAT Schedule is available and registration space for the first quarter is filling up fast.
 
Heading to DURANGO!!  The LabCAT Program will be on the road in 2018.  Certification will be held in Durango beginning March 5th and continue to Mach 8th. Use this link to see the detail and how the certification days are scheduled.  Registration for the Durango sessions is here.

The next Introduction to PC/OA Asphalt Testing Education Course is planned for January 16 to 20 and the first Certification session of 2018 is January 23-25.

LabCAT and the RMAEC are proud to partner with the APWA Colorado Chapter  to provide an opportunity for Agency inspectors to attend the LabCAT Asphalt Paving Materials  Inspector Education or Certification on January 31, This is the day before the annual APWA Inspector Conference, Feb. 1 - Feb 2.  If you are registered for the APWA Inspectors Conference, you can add this training or Certification, contact Wanda DeVargas for more information.   
LabCAT Proctor of the Year announced. The 2017 LabCAT Proctor of the year is Paul Kinnes from CDOT Central Lab. Paul has worked for CDOT for nearly 48 years. He started as an Engineering Aide in 1970 and worked his way through the Department. He is currently an Engineer/Physical Science Technician II, and is assigned in the Flexible Pavement Unit at CDOT Headquarters Laboratory. Paul has been involved with the LabCAT Certification Program since its inception. He was part of a small group who helped to set up the LabCAT facility and create the curriculum for the program over 20 years ago.

I-25 Gap Project:  General Contractor Selected & Asphalt Quantities Grow to over 500,000 tons  

Kraemer NA, LLC. has been selected as the general contractor (GC) from a short list of three firms for the 18 mile I-25 Gap Project (Monument to Castle Rock).  A revised RFP indicates that the project scope is widen (10" of HMA) and overlay with a 2" SMA surface.  The two bid items now total 520,000 tons of HMA and an option has been added to increase the asphalt quantity to 670,000 tons.

Transportation Commission Discuss Project Lists for Statewide Ballot in 2018  The focus of the December Transportation Commission meeting was to review and discuss potential projects for a statewide transportation ballot in 2018.  The intent was to discuss the approach and proposed projects for development of a list of high priority projects across the state should a transportation ballot measure be proposed in 2018.  A variety of transportation advocates are considering ballot questions for transportation in 2018, including a group led by the Denver Metro Chamber of Commerce. CDOT has been asked to develop a list of projects that could be funded with a successful ballot question by the time they file with the Secretary of State.  Workshop on Identification of Potential Ballot Projects for 2018

 

CDOT 2018 Pavement Projection - Update from Region 2.   Region 2 has issued an update on the project plan for 2018.  The statewide projection includes information on the total asphalt, total surface treatment, total PCCP quantities planned for 2018 and the projects summarized by region.  997,927 tons of asphalt paving materials are planned in 2018.  This is within 1% of the planned quantity for 2017 (1,009,944).  The quantities do not include maintenance supply or design build or CM/GC contracts.  The graphic shows a comparison by region for 2017 versus 2018.

NCAT Report Explores Cracking Tests for Mix Design, Quality Assurance The National Center for Asphalt Technology (NCAT) at Auburn University has released a report evaluating the effects of mix reheating and loading rate on the indirect tensile N-flex Factor and the semi-circular bend J-integral tests. This research explores asphalt mixture cracking tests for mix design and quality assurance.  

Help Turn the Map Green: 2017 Recycled Materials, WMA Survey Now Open  NAPA needs the help of asphalt mix producers to benchmark the industry's sustainable practices. The 2017 industry survey on the use of recycled materials and WMA is now available. In 2016, most states were green, which indicates that three or more companies participated in the survey (see graphic). The annual meeting of the

Association of Asphalt Paving Technologists (AAPT) will be held on March 18-21, 2018, in Jacksonville, Florida.  The program includes technical sessions and social activities.   Membership is open to researchers, practitioners, owner/agency representatives, consultants, and  contractors.   Tom Peterson is a long standing member of AAPT and can be contacted for more information and the benefits of membership.    

Cottonwood Pass Project - 2018  (Project Information)  Update:

CAPA Invited to LaPlata County Road Funding Workshop  Tom Peterson was invited to Durango on December 11 to meet with the La Plata County Board of County Commissioners and discuss opportunities to increase funding for road improvements.  Tom spoke during a work session of the commissioners and provided information on what other municipalities are doing to obtain voter approved funding increases for roads.  The commissioners are considering ways to increase funding for road improvements and how to establish a dedicated funding stream for roads.  
2018 Colorado Business Economic Outlook  The state continued the job-building momentum in 2017, adding an estimated 56,300 jobs, or 2.2%. In 2018, Colorado's pace of employment growth is projected to slow further, to 1.8%, as Colorado increases employment by 47,100. Download the 2018 Report

Award Judges Complete Project Reviews
Award Judge Bruce Barbarick stopped by the CAPA Office recently to meet with Mike Skinner and provided the final scores for project reviews by the Award Judges.  All project reviews have been completed and a close out meeting was held on January 5.  Notifications of Award Winners are expected to be made during the week of January 15.  We had an excellent team of judges and we thank each one for their support of the CAPA "Best in Colorado" Asphalt Award Program.
