The CAPA Board of Directors had a couple of distinguished guests at its most recent meeting.  Secretary of State Wayne Williams (middle photo at left with CAPA President Dave Lemesany) made a special appearance and discussed the streamlining the SOS office is doing in support of small business and encouraged all to vote in the primary.  Also, State Treasurer Walker Stapleton (center of photo at right) made a special visit and discussed new developments from the State Treasurer's office.  We thank CAPA Affiliate Member Holmes Murphy for sponsoring the meeting.

CAPA Welcomes NEW Affiliate Agency Member    
The City of La Junta has become our newest Affiliate Agency Member. La Junta is located in southeastern Colorado, about 60 miles east of Pueblo. The county seat of Otero County, La Junta has for more than a hundred years formed a junction for commercial, agricultural, and ranching ventures. Dumas smashes Hill Climb record at Pikes Peak, where records don't last long   France's Romain Dumas becomes the first to break the 8-minute mark in the Pikes Peak Hill Climb with a record of 7:57.148.

U.S. DOT Announces $677 Million in Infrastructure Grants to 214 Airports in 43 States   Grants include the following airports in Colorado:  Denver (2), Colorado Springs, Grand Junction (2), and Routt County.

Let's Go Colorado launches website in support of Initiative 153 - a statewide ballot measure to increase the state sales tax by $0.62.    Let's Go Colorado Fact Sheet and Campaign Talking Points.    . Visit the campaign's new website where you can sign up to officially endorse the measure, get regular updates and (if you have not already) donate to the campaign! . 

One important component of the Initiative 153 is a 40% transfer to local agencies.   The HUTF transfer to City and County would more than double the current amount.

TRIP Releases Report Highlighting the Cost of Colorado's Underfunded Roads
 
The Road Information Program (TRIP ) in cooperation with the Let's Go, Colorado campaign 
released its 2018 Colorado report today. The report was initiated by the CCA.. The report , " Colorado Transportation by the Numbers: Meeting the State's Need for Safe, Smooth and Efficient Mobility"  finds that Colorado's major urban roads are becoming increasingly congested, causing significant delays and choking commuting and commerce.

Warm Mix Asphalt - The Colorado DOT has developed a position paper on the use of Warm Mix Asphalt (WMA).  The  CDOT WMA Position Paper includes the following statement "CDOT supports and encourages the use of Warm Mix Asphalt when the Technologies and Contractors follow the approval process and project requirements listed in CP-59.   
A simplified pavement design tool for flexible and rigid pavements using AASHTO 93/98 for local engineers, consultants, and students. A tool to help scope projects more effectively.  PaveXpress includes access to resources such as design guides from state DOTs and industry associations so you can build formal designs from its simple recommendations.  
The next Introduction to Process Control/Owner Acceptance (PC/OA) Asphalt Testing Education Course  is planned for August 7 to 10.  Come 1 day or stay all 4.  This course is great for new employees or those interested in cross-training or a refresher.  Lead Instructor:  Cindy Rutkoski.

FFY19-21 Triennial DBE Goal - Opportunity for Public Comment!     CDOT has recently completed the draft goal setting methodology for the  FFY2019-2021 overall DBE goal, and the resulting figure is 11.55%. The comment period is open from Friday, June 15, 2018 - Friday, July 13, 2018, and comments may be submitted in a variety of ways:  (Link here for more information)  

Bidding Rules - Reading Bids:  CDOT's Marci Gray clarified the rules for opening/rejecting bids when 3 or more bids are received and all 3 are above 10% of the engineers estimate.  These rules are referenced on page #19 on the attached CDOT Bidding Rules.

CDOT Ballot Measure Project List  A Ballot Measure Project List has been developed by CDOT.  The list includes over $6 Billion of projects.  There are 89 projects with over 40 less than $40 M and 40 projects that are more than $40 M.

Year 1 SB1 Allocation: $100 Million for Asset Management - 60% to Surface Treatment  The Commission will be asked to approve a Senate Bill 1 Project List at its July meeting.  Included in the list is a $100 M allocation to Asset Management.  We were told at the TPC Meeting on Monday (June 25) that approximately 60% of the $100 M will be directed towards the Surface Treatment Asset and 40% towards other asset categories.  The file Senate Bill-1-Year 1 Allocation includes a listing of the projects and the $100 M allocation to Asset Management.

Top 10 Causes of Disabling Injuries  Liberty Mutual recently released its 2018 Workplace Safety Index identifying the top 10 most costly, nonfatal workplace injuries. The types of injuries identified by the insurance company mirror those consistently identified by OSHA and primarily include overexertion, slips/trips/falls, and struck-by. According to Liberty Mutual, these injuries totaled nearly $60 billion in direct U.S. workers compensation costs.

Ask Asphalt Man Asphaltman

QUESTION:  Most of the asphalt work that we do is on wide crack repair for transverse cracks.  We typically mill out the length of the crack and patch back.  We have a steel drum "mini" roller with vibratory capabilities.  I am wondering what is the best practice for rolling these type of asphalt patches? A diagram or video tutorial, if available, would be helpful!  Thank you for your time.

ANSWER:  The best practice is to create a win-win situation. Have the repair area sized correctly to match your equipment. Sometimes this may mean your repairs will increase in size.  You mentioned a small vibratory steel drum roller. If it is a 24 inch roller make sure your patches are at least 24 inches wide or whatever size your roller is.  If your repairs are less than the width of your roller you are creating a "bridge" situation where the roller will be riding on the existing surface and create a great transition but possibly not achieving the required or desired compaction. If this is the case you may see additional compaction in the repairs as they are loaded (traffic is allowed to be on them).      If you would like. I can come out and take a look at your procedure and give you some advice. Just let me know .

CATEGORY IV - Smoothest Pavement
A & S Construction Company of CaƱon City has been 
recognized with a CDOT state wide Smoothness Award - Pavement Category IV.  The award is in recognition of their SH 160 project in Las Animas County. CDOT recognizes the smoothest paving project in each of their three roadway smoothness specification categories. The awards are based on CDOT's measured roadway smoothness profile using HRI specification requirements.  This project is located along SH 160 east of Trinidad and consisted of overlaying approximately 22 miles of a 2-lane highway. The project showed a 56.9%  improvement in HRI for the 44.3 lane-miles of paving (dropping the HRI from 151.2 to 65.1)  Accepting the award (L to R): Karen Rowe (CDOT), Chris Robinette (A & S), Josh Ary (A & S), Troy Branon (CDOT), David Tafoya (A & S), Zach Bay (CDOT).
