Manual Letter EAS 17-05 includes revisions to the CalWORKs regulations as a result of the repeal of the Maximum Family Grant (MFG) rule.  These amended regulations are effective June 19, 2017.
Manual Letter EAS 17-06 includes revisions to the CalWORKs regulations regarding eligibility for pregnant women.  These amended regulations are effective July 1, 2017.

North Coast Opportunities - Rural Communities Child Care (RCCC)
What we do:
RCCC provides child care subsidies for low-income families, child care referrals to licensed facilities and continuing education for childcare providers. We serve children, families and child care providers through education, resources, and the promotion of quality child care services. RCCC also provides advocacy for children, parents and child care providers.

CAPPA Volunteer Opportunities 

Interested in participating on a CAPPA Committee?

Based on outcomes from the CAPPA board retreat, we  have some volunteer opportunities we hope you consider.  They include:

Public Policy Committee (Standing Committee) - reviews actions of subcommittees and provides staff input on legislative positions and budget.
  • Subcommittee 1   focused on "big picture" policies and changes needed to be worked on within the next three years.  This subcommittee will be chaired by Jeff Moreira from Crystal Stairs.
  • Subcommittee 2  focused on more immediate needs.  This subcommittee will be tasked with developing language to support our field realizing 12 month eligibility, supporting CDE with MB content and feedback.  This subcommittee will be chaired by Phillip Warner from Children's Council of San Francisco.
  • Membership Committee
    (Chair) Abby Shull from the YMCA Childcare Resource Service; This committee will support the continued development of securing member benefits.  Additionally, this committee will help develop and identify the trainings, best practices and materials needing to be put together to help our agencies.

    CDE Webinar on July 28th
    Budget Act of 2017: Review of Management Bulletins and Overview of 12-month Eligibility Provisions

    In partnership with the California Department of Education (CDE), Early Education and Support Division, California Alternative Payment Program Association and California Child Development Administrators Association will be hosting a free webinar on Friday, July 28, 2017, to review Management Bulletins associated with the implementation of the Budget Act of 2017.
    The CDE will walk participants through MBs 17-08, 17-09, and 17-10 released on July 6, 2017, and any additional MBs released prior to 
    the webinar. Additionally, the CDE will go over 12-month eligibility provisions included in the Budget Act of 2017

    Date: July 28, 2017
    Time: 9:00am-11:00am
    Format: Webinar. Participants can use their telephone or computer speakers to listen to the webinar.  You will also be viewing a PPT presentation. Participate in the convenience of your office, or show in your conference room.  Once registered, you will receive the information on how to join the webinar.  
    Questions:  All attendees will be on mute.  No questions will be taken live on the day of the webinar, so please send your questions to CAPPA ahead of time.  
    For those unable to participate in this webinar, The Q & A will be hosted on the CAPPA website, along with the recording of this webinar. Also, CCDAA will be following up with regional site trainings on August 1st.

    We Have Exciting News to Share!
    On June 28, 2017, CDA was honored as " Nonprofit of the Year " at the 2017 California Nonprofits Day Event held at the State Capitol in Sacramento! CDA was selected by Assemblywoman Shirley Weber as an exceptional nonprofit organization in her 79th District community.

     

    "We are incredibly honored to be selected by Assemblywoman Shirley Weber for this award. Her support for our efforts and dedication towards creating positive change for families, children and child care providers in our community is invaluable," said Rick Richardson, President and CEO of CDA.

     

    CDA was founded by a single mother of 4 children struggling to pay for child care while working and pursuing a college degree. Her inability to get quality child care assistance inspired her to create CDA. What started as one small child care center serving 24 children, is now a multi-service agency operating three state subsidized child development centers, an Alternative Payment Program, a Child Care Food Program, and a payment administrator of the Quality Preschool Initiative Program. CDA's mission is to encourage and support the success and well-being of children, families, and child care providers.

    What's Happening
    California 
    This California Assembly and Senate are now on summer recess through August 21.

    In response to the enacted 2017-18 State Budget, and the mandated changes to move towards 12 month eligibility for families and an increase in the State Median Income (SMI), o n July 7, the Early Education and Support Division (EESD) released New Management Bulletins.   The follow are also posted on the CDE website.
    •  MB 17-08 Subject: State Median Income (Initial Certification) The MB 17-08 notifies contractors of the revised income ceiling to be used to determine income eligibility for families at initial certification for subsidized child development services.
    • MB 17-09 Subject: Graduated Phase-Out (Recertification) The MB 17-09 notifies contractors of the new ongoing income ceilings to be used to determine ongoing income eligibility for families at recertification for subsidized child development services.
    •  MB 17-10 Subject: Updated Income Rankings
      The MB 17-10 notifies contractors of the updated income ranking table, corresponding with the State Median Income ceilings described in MB 17-08 State Median Income (Initial Certification). This income ranking table is to be used when determining order of enrollment and disenrollment of children receiving subsidized child care services.
    Additional Notes:
     
    MB 17-11: Revised Family Fee Schedule is currently in the approval process, and will be posted in the near future. Additional MBs associated with implementation of the Budget Act of 2017 are forthcoming.

    Finally, EESD has put a hold on issuing more answers to questions regarding past MBs.  The reason for this is that the newly enacted 2017-18 budget has provided the conduit needed to reexamine and do away with burdensome reporting requirements and transfer issues that exist between CalWORKs Stage 1 and Stage 2 child care.
     
    LEGISLATIVE UPDATE:
    Last week, the legislature adjourned for summer recess and will return August 21st. Upon their return, bills will be in their final stages as they move through fiscal committee, respective floors, and, finally, to the governor. Many bills of interest to the field are still active in the process:
    • AB 273 (Aguiar- Curry)  - Child care services: eligibility. This bill would include in the area relating to need, as a requirement that may be satisfied for purposes of eligibility, that the family needs the child care services because the parents are engaged in an educational program for English as a second language learners or to attain a high school diploma or general educational development certificate.
    • AB 603 (Quirk- Silva) - This bill would require the California Department of Education to provide to the appropriate policy and fiscal committees of the Legislature cost estimates and system analysis for alternative payment programs to develop an electronic timesheet process for the monthly attendance record or invoices, as provided. The bill would require on or before January 1, 2019, an alternative payment program to establish a program of electronic banking for payments made to licensed or license-exempt child care providers that have a contract with that alternative payment program, as provided. This bill would require APPs provide written and/or electronic notice to a child care provider of any changes to service.
    • AB 1106 (Weber)  -   This bill will allow allocated monies to support working families with child care, to be distributed over a longer period of time.  Additionally, the proposal will allow active military personnel to not have their basic housing allowance considered as part of their income when they apply for a child care subsidy.  (CAPPA sponsored bill)

    Federal 
    Economic Security Programs Help Low-Income Children Succeed
    Government economic security programs  such as food assistance, housing subsidies, and working-family tax credits - which bolster income, help families afford basic needs, and keep millions of children above the poverty line  - also have longer-term benefits, studies find: they help children to do better in school and increase their earning power in their adult years.

    One in three U.S. children spend a year or more below the poverty line before their 18th birthday.
    Children experiencing poverty tend to be worse off in a range of ways, including more likely to enter school behind their peers, scoring lower on achievement tests, working less and earning less as adults, and having worse health outcomes.
    Economic security programs can blunt these negative effects of poverty and bring poor children closer to equal opportunity, numerous studies find.

    Checking in: A Snapshot of the Child Care Landscape: 2017 State Fact Sheets

    This year's,   includes an introduction with an overview of the child care landscape and child care state fact sheets for each state, plus the District of Columbia. This year's state fact sheets include new information about services provided by CCR&Rs, emergency preparedness in states, and child care supply for infants and toddlers.
    Finally, we are pleased to include the  2017 Share Toolkit (doc), which includes social media content for Twitter, Facebook, and Instagram, as well as shareable graphics.
    We encourage you to use the 2017 State Fact Sheets to inform state and local policymakers on child care issues in your state and take action now by visiting our action center to advocate for child care with our state and national leaders!

    Of Importance

    The Governor's May Revise reflects 75th percentile 
    rates using the 2016 Market Rate Survey.   Click here to see that survey and the rates as they relate to your county. 
     
     
    The May Revise proposes using the 2016 rates beginning January 1, 2018.
     
    Included in the May Revise, is another hold harmless provision for 12 months, which is proposed to start from January 1, 2018 through December 31, 2019.
