Go Kids, Inc. was established in 1975 when it was awarded a grant from the city of Morgan Hill to provide early childhood education training to unemployed women from low-income backgrounds. Since its incorporation as a nonprofit in 1978, the agency budget and service area has continued to grow. Go Kids is now headquartered in Gilroy, and provides services in the quad-county region of Santa Clara, San Benito, Monterey and Santa Cruz.

Our Monday Morning Update supports our Early Learning & Child Care field with timely information about what is going on in California and nationally; as well as dates to be aware and upcoming events. 

Our weekly (50 times per year) Monday morning distribution is to more than 4,000 federal and state local agencies, resource and referrals, contractors, legislators and their staffs', centers, parents, providers, state departments and advocates.

What's Happening
California 
State Budget
The Budget Conference Committee on Friday adopted the following actions:

Child care:
  • Alternative Payment Programs slots - Creates 13,407 new Alternative Payment slots, of which 11,307 are available until June 30, 2022. These slots are funded with $19 million ongoing General Fund ($15.8 million in 2018-19) and a total of $409.2 million limited-term Federal Funds.
  • Increases adjustment factors for Infants, Toddlers, and Special Needs Children - Provides $40.2 million for these increased rate increments, growing to $80.3 million in future years.
  • Provides One-Time Quality Funding - Includes $10 million for County Pilot for inclusive care, $5 million for Licensed Child Care Teacher Professional Development, $5 million for the California Child Care Initiative, and $6 million for other one-time quality activities.
  • Includes Earlier Expansion Agreements - Includes $64.4 million General Fund and $59.2 million Proposition 98 funding to reflect rate increases and 2,959 new full day preschool slots agreed to in 2016. Senate version on additional expansions.
  • Trailer Bill - Includes language conform the Uniform Complaint Procedure issues identified by the Legislative Analyst's Office and adopts language to allow for the braiding of preschool funding. No trailer bill language regarding a child care administration work group.
  • Federal Compliance - Includes $26.4 million for federal compliance activities, specifically annual inspections for licensed child care providers.
  • No new funding for child nutrition, breakfast after the bell grants, child development database and the Little-by-Little School Readiness program.
  • Does not make changes to the Child Care Facilities Revolving Loan Fund.
Kindergarten , Preschool and After School:
  • Does not provide an ongoing increased rate for full-day Kindergarten.
  • Provide $100 million one-time non-Proposition 98 General Fund for facility grants for full-day Kindergarten programs.
  • Does not provide one-time funding for facility grants for school-based State Preschool programs.
  • No new slots for State Preschool.
  • Does not provide one-time funding for county offices of education to assist school districts in expanding pre-Kindergarten programs.
  • No increase for the After School Education and Safety program.
State Legislation 
California Senate and Assembly floor sessions will convene on Tuesday and Thursday this week.

    • AB 2292 (Aguiar-Curry) Child care: reimbursement rates: startup costs: grants.
    • AB 2698 (Rubio) California state preschool programs: general child care and development programs: mental health consultation services: adjustment factors.
Federal
Immigrant Families' Safety in Early Childhood Programs 
Many people are aware that immigration agents aren't supposed to engage people at places like schools, hospitals, and churches. It's less known that early childhood programs are also protected.

"Sensitive locations policies" are internal guidance at Immigrations and Customs Enforcement (ICE) and Customs and Border Patrol (CBP).  In short, immigration agents can't apprehend, arrest, interview, or search people at certain locations without a warrant or other prior approval. That includes schools, school bus stops, health care facilities, places of worship, sites of religious or civil ceremonies, and public demonstrations.

Early childhood programs -including known and licensed child care, Head Start, preschool, pre-kindergarten, and other early learning programs-fall under the definition of "schools."

What you can do to keep immigrant families safe

CLASP's fact sheets on sensitive locations are available in English or Spanish. Please share them with your networks and encourage  early childhood programs to display them prominently for parents and staff.

The Struggles of Low-Wage Work

Millions of workers have jobs with low pay, shifting schedules, few if any benefits, and limited opportunities for advancement or career growth. Women and people of color are particularly likely to have such jobs. Despite employment gains since the Great Recession, wages have remained low. A median worker did not earn much more in 2017 than in -1979. Workers in low-wage jobs are also more likely to receive part-time hours when they would prefer a full-time schedule.    Read More.

House TANF Bill Makes Small Improvements, But No New Funding to Support Them

Last week the House Committee on Ways and Means passed H.R. 5862, a TANF reauthorization bill, with no Democratic support. However, members of both parties have expressed a shared understanding that TANF isn't providing participants the education, training, and supportive services needed to find-and keep-good jobs that enable them to meet their families' needs.   Read more.

CAPPA member agencies, with the support of CAPPA & Children's Foundation, are putting together a series of Technical Assistance (TA) trainings that will be coming to a region near you!
This series will be delivered in a format that is very participatory.
We encourage all participating to come with questions, as well as samples for each of the topics that will be discussed.

    • How to successfully prepare for a GAU in the age of 12-month eligibility-discussions based on recently conducted reviews

 Attendance Recording, Reporting and Provider Payments (Alternative Payment Programs)
This workshop presents an overview of the changes to attendance reporting as prescribed in AB 274. It will provide information on provider payment requirements and parent and provider responsibilities for attendance recording for reimbursements, proration, monthly maximums, provider examples of actual calculations and how to deal with oddities like if hourly rates exceed daily rates.

About the Conference
The California Child Care Resource & Referral Network and the California Alternative Payment Program Association look forward to hosting our 6th Joint Conference together this fall.
Registration information, along with a preliminary conference program, will be released in July. At that time, online registration will be open and attendees will be able to indicate their workshop selections when they register for the conference.
Conference registration includes four meals, two plenary sessions, over 60 workshop selections and all conference materials.
