Bridge Program Monthly Technical Assistance Calls
DSS will be hosting technical assistance calls on the last Tuesday of each month from 1-2 pm, beginning in February. These calls will provide opportunities for counties to share best practices and challenges as they implement the Bridge Program. As you know, c
urrently, in order for people who are not paid through state and federal subsidy dollars to apply for the TrustLine Registry, they must submit a paper application and a check or money order to California Department of Social Services. The time it takes for the paper application to travel via mail to Sacramento, and the time it takes to process the application at CDSS creates delays that can allow individuals with criminal or child abuse histories to provide care for children as businesses await the results, postpones the hiring of staff, and delays individuals from being paid. Further, results of the background check are sent via mail.
It's past time to bring TrustLine into the computer age!
AB 2702 will require that all organizations required to utilize TrustLine have online access to the CDSS web-based TrustLine application, and that all consumers can confirm an applicant's TrustLine status by searching the TrustLine Registry using the CDSS website.
AB 2702 would modernize the process by:
1. Expanding the existing on-line TrustLine web-based application process to include all agencies required to use TrustLine.
2. Enabling the CDSS Web site to allow consumers to confirm the registration status of TrustLine applicants. Currently CDSS provides this service for the Home Care Aide Registry applicants and consumers established via Health and Safety Code 1796.29.
Planned amendments will include allowing online payments and requiring the state to select a Livescan vendor.

focuses on the facts that children born into poverty are 5 times more likely to drop out of school, 70% more likely to live in poverty as adults, and are more likely to be homeless or the victims of crimes. Early childhood education, high-quality, affordable childcare and other family-supportive programs can dramatically change those odds.

Congressional District Fact Sheets Show What's at Stake in Potential Federal Cuts to SNAP Food Assistance
The Supplemental Nutrition Assistance Program (SNAP) - known as CalFresh in our state - provides food assistance to around 4 million Californians each month. Funded with federal dollars, SNAP plays a critical role in helping households to put food on the table and make ends meet.
However, President Trump and some Republican leaders in Congress have called for significantly scaling back support for SNAP, which would result in increased hunger and economic hardship for millions in California and across the nation, including children, people with disabilities, and older adults. Next month, the US House of Representatives is expected to begin work on a new federal Farm Bill. This is major legislation that, among other provisions, sets funding levels and additional policies that shape the SNAP program, and some congressional leaders have already signaled their intention to use the Farm Bill to significantly constrain funding and eligibility for SNAP. Two new Budget Center Fact Sheets underscore how SNAP/CalFresh benefits households and communities across California and shows what's at stake in potential federal cuts:
- How CalFresh Helps Address Hunger in Every Congressional District. This Fact Sheet includes a table and maps showing the share of residents in each of California's 53 congressional districts who receive CalFresh benefits. These shares are especially large in the San Joaquin Valley and as high as 1 in 4 residents in some California counties.
- How CalFresh Reduces Poverty in Every Congressional District. This Fact Sheet underscores the importance of CalFresh in combating economic hardship across our state. This analysis shows that for the 2013-2015 period, CalFresh reduced California's poverty rate statewide by more than 2 percentage points while lowering poverty in every single congressional district. (This analysis is based on the California Poverty Measure recently developed by the Public Policy Institute of California and the Stanford Center on Poverty and Inequality.)
Rather than threatening cuts to food assistance, federal policymakers - both in the Farm Bill deliberations and other policy choices - should seek to boost support for SNAP/CalFresh, with an eye toward expanding its crucial benefits for households across our state and nationally.

Breaking: House Passes Historic Increase in Child Care Funding
The FY 2018 omnibus spending bill, passed by the U.S. House of Representatives today (3/22/18), includes the largest-ever single-year increase in federal funding for the Child Care and Development Block Grant (CCDBG). The bill increases CCDBG funding by $2.4 billion, which will give states the resources they need to implement the 2014 child care reauthorization, expand investments in quality, and increase access to child care assistance for more than 151,000 additional children, according to CLASP analysis.
The new funds present an important opportunity for advocates. CLASP and the National Women's Law Center are sponsoring a conference call for advocates on April 5 at 3:30 p.m. ET/12:30 p.m. PT focused on state implementation strategies for this significant increase. NOTE: On page 949 of the federal spending bill is the funding for "carrying out the Child Care and Development Block Grant Act of 1990 (CCDBG Act") $5,226,000,000 shall be used to supplement, not supplant State general revenue funds for child care assistance for low-income families". The House has passed the bill and it is pending the Senate. For California, that will mean and additional $252,727,000 funding increase for an additional 11,770 child care slots.
