CAPPA is pleased to continue our monthly "Featured Agency" segment to highlight amazing work being done by Alternative Payment Programs (APPs) child development contractors throughout the state of California. From border-to-border, APPs support working families and children with services to support self-sufficiency, stability of children in child care, and a host of services coordinated to help break the cycle of poverty.  Many APPs also have been called on to serve as a community life-support of information and resources during natural disasters.  We are pleased to continue this tradition and bring focus to the untapped potential that is the 40 plus year APP community-based system.

Who We Are
has a respected reputation for providing high quality early care and educational services for children, families, and childcare providers within the rural community of Colusa County.   The vision of Children's Services is to promote quality School Readiness within the earliest years in collaboration with our community partners.
We like to say that Colusa County is unique. Colusa County is a small, rural, and remote community located 60 miles north of Sacramento, California.   Colusa County has a rich agricultural heritage and serves many families who work in non-traditional hours in the farming industry.

Our Child Care Resource & Referral and Alternative Payment Program
Colusa County Office of Education- Children's Services operates the Child Care Resource & Referral program that is a valuable resource for all families who are seeking childcare and development programs. Families receive referrals for many program options that includes licensed centers and childcare homes, and exempt centers, throughout Colusa County.
Our Resource & Referral staff are highly knowledgeable and will help you become a family childcare provider, begin a new childcare center, and will provide assistance throughout the process. Innovative Professional development trainings and workshops are provided monthly and consist of topics that increase quality, nurturance, and trauma-informed best care practices.
We understand the importance of affordable, high quality care and administer the Alternative Payment Program to provide subsidized programs for families who make a lower income.
The newest focus for our Resource and Referral department is the development of the Emergency Child Care Bridge Program for foster children.   Collaboration with our local department of health and human services allows our department to place foster children in programs that receive strategies and coaching from our highly trained team.

Children Services enriches the entire Colusa community with providing high quality programs that develops lifelong success for every child. In addition to our Child Care Resource & Referral, Children's Services provides Early Head Start, Head Start, and State (including seasonal migrant), subsidized programs which allows us to support the unique needs of each family.

  • AB 60 (Santiago) The Child Care and Development Services Act has a purpose to provide a comprehensive, coordinated, and cost-effective system of child care and development services for children from infancy to 13 years of age and their parents, including a full range of supervision, health, and support services through full- and part-time programs. The act provides that it is the intent of the Legislature to ensure that recipients and former recipients of CalWORKs are connected as soon as possible to local child care resources, make stable child care arrangements, and continue to receive subsidized child care services after they no longer receive aid as long as they require those services and meet eligibility requirements. The act establishes 3 stages of child care services through which a recipient of CalWORKs will pass.
    This bill would prohibit the first stage of child care from being discontinued until the county receives confirmation from the administrator of the 2nd stage of child care that the family has been enrolled in the 2nd stage of child care, in order to ensure that there is no disruption in child care services due to the transition between stages.
    This bill will eliminate barriers to continuous, stable CalWORKs child care, streamline the eligibility process and prevent families from falling through the cracks. Several counties have already adopted this technological solution, which helps families keep their CalWORKs child care and prevents unwarranted child care terminations due to bureaucratic shortcomings. A clarification to existing law and one-time administrative money is needed for training CDE contractors on security protocols and practices to ensure confidentiality of parents' information.
  • AB 2292 (Aguiar-Curry) - This bill will strategically invest in California's child care system by increasing state rates for infant and toddler care, creating a grant program to fund implementation and startup costs of new child care facilities, and establishing a fund to recruit a new generation of family child care providers.  This bill has passed two hearings by a unanimous vote.  
    • a) Deletes the adjustment factor specific to children between the ages of 0 and 36 months in family child care homes, and instead applies the separate adjustment factors for infants and toddlers to all applicable child care settings. AB 2292 
    • b) Increases the adjustment factor for infants who are between the ages of 0 and 18 months from 1.7 to 2.44 regardless of the setting. 
    • c) Increases the adjustment factor for toddlers between the ages of 18 and 36 months from 1.4 to 1.83 regardless of the setting.
    •  This bill also creates the Early Education Expansion Program grants to be used for one-time infrastructure costs only, including, but not limited to adaptive and age-appropriate facility renovations or new construction, adaptive and age-appropriate equipment, staff recruitment and professional development, and not for ongoing expenditures. CAPPA Strongly Supported.
  • SB 982 (Mitchell) CalWORKs grant amount: The CalWORKs program provides basic needs cash aid and services to low-income families with children to alleviate the impact of poverty on children and help parents overcome barriers to employment. The CalWORKs program serves 1.1 million individuals in California, 80 percent of whom are children. SB 982 will endeavor to eliminate deep poverty in the CalWORKs program by placing a minimum grant level to ensure no CalWORKs grant falls below 50 percent of the federal poverty line. By doing so, this bill intends to protect children from the worst harms of chronically unmet basic needs and better enable the CalWORKs program to achieve its goals.  CAPPA Strongly Supported.  Click here to see coalition letter.
  • AB 2326 (Rubio) CalWORKs: welfare-to-work: exemption: Currently, 
  • In order for families to be exempt from welfare-to-work (WtW) with a child under 2 years of age, a CalWORKs parent has to contact their county worker. Additionally, currently, families are only allowed to utilize the exemption once, or for only one child. AB 2326 provides that a CalWORKs parent shall be exempt for participation in a WtW activity with a child under the age of 24-months. The individual exempted from the WtW program shall be issued a notice of action (NOA) informing them that they are exempt from participation in the WtW program, but they are entitled to volunteer to participate in any WtW activity of his or her choice. It also expands the exemption to apply for multiple children. CAPPA Supported.
State Budget Update
For child care and early education, our need and our ask is quite simple...

  • Parents need access to 24 hour/7 days per week affordable child care options that meet the demands of full time employment.
  • Children need stable and enriching child care settings to attain greater educational outcomes.
  • Child care providers and teachers need to be reimbursed livable rates that value their profession and economic contributions.
  • Employers need a reliable workforce.
The Senate and the Assembly Budget Subcommittees that oversee child care, early education, preschool and transitional kindergarten (TK) have wrapped up their first informational hearings.  Click here to read the past agendas for each of the respective subcommittees as well as 2018-2019 budget related materials.  Click here to read a copy of the Early Care and Education (ECE) Coalition letter.

So what happens now?  By May 14, the Governor announces an updated revenue forecast, which accounts for changes in revenues since January. If the forecast changes significantly, the Governor may propose more changes to his January budget proposal. The update is known as the "May Revise" or "May Revision." The Assembly Budget Subcommittee 2 on Education Finance and the Senate Budget Subcommittee 1 on Education will have about a week to consider any new proposed changes.

Child Care Aware® of America Releases Statement on SNAP

WASHINGTON, DC Dr.  Lynette M. Fraga, executive director of Child Care Aware® of America, issued the following statement on changes the House Agriculture Committee has approved for the Supplemental Nutrition Assistance Program (SNAP) in the current version of the House Farm Bill (H.R. 2):
"SNAP benefits are a national safety net for poor families faced with the choice of either paying rent or buying groceries. More than 42 million people each month depend on SNAP. The program does more than simply stave off hunger, it also helps families buy nutritious food and make healthy food choices on limited budgets.  
Cuts in SNAP would be felt by children in our most vulnerable families, by the caretakers and teachers who serve them, and by retailers of every size in every state. The $70 million in SNAP redemptions in 2014 (the most current year available) account for 10 percent of all food purchases nationally.
In states with the most SNAP participants, the share of beneficiaries  in small towns and rural areas is greater than in cities. That means families - and retailers - in those small towns and rural areas would be hit hardest.
We join with anti-hunger advocates nationally in  urging our representatives  to pass a farm bill that protects and strengthens SNAP, which is a critical program that protects our most vulnerable fellow Americans from hunger."

Get Ready for Farm Bill Floor Fight: On April 18, the House Agriculture Committee reported out a Farm Bill, H.R.2 (pdf), that could see a House floor vote as soon as mid-May.  This bill would take food out of the refrigerators and off the kitchen tables of more than 1 million households participating in the Supplemental Nutrition Assistance Program (SNAP), leading to significantly greater hunger and poverty. Meanwhile,the Senate Agriculture Committee is currently drafting its version of the Farm Bill, which is expected this spring.

Now is the Time to Act
Members of the House and Senate will be heading home for a one-week recess from Monday, April 30, through Friday, May 4, creating an opportune time for advocates to engage with Members of Congress. See  FRAC Legislative Action Center for actions you can take during the recess to urge your representatives to vote "No" on any Farm Bill that cuts SNAP.

CALIFORNIA CHILD CARE STUDY
We are writing to announce the launch of data collection for the California Child Care Study in May 2018. This is a state-wide study about subsidized child care and the families who use it. For this study, we will collect data about the local agencies that manage child care subsidies, the families who use that care, and the early care and education providers who serve them. State departments will use these data to inform policies and potential changes to child care services for eligible families. This study is being conducted by Child Trends (visit the Child Trends Web site at https://www.childtrends.org/) for the California Department of Social Services and the CDE. Webinar Description  
This webinar will provide an overview of what to expect from the data collection process for the California Child Care Study. We will cover agency, provider, and family data collection, as well as an updated timeline for the study. This is a state-wide study about subsidized child care, or child care that is paid for in part by the state, and the families who use it. The study is being conducted by Child Trends for the California Department of Social Services and the California Department of Education. For this study, we will collect data about the local agencies that manage child care subsidies, the families who use that care, and the early care and education providers who serve them. This workshop presents an overview of the changes to attendance reporting as prescribed in AB 274. It will provide information on provider payment requirements and parent and provider responsibilities for attendance recording for reimbursements, proration, monthly maximums, provider examples of actual calculations and how to deal with oddities like if hourly rates exceed daily rates.
