Community Resources for Children (CRC) is a nonprofit, community-based organization providing resources for the early care and education of children in Napa County. Established in 1978, CRC serves more than 4,300 people annually by supporting families in need of child care and by promoting quality early learning environments for children ages 0-5.
In addition to the Alternative Payment Program, CRC administers the Resource and Referral program for Napa County and promotes quality early learning through a variety of programs.

With the California Legislature on recess, we are pleased to take advantage of this time to introduce a new segment in our Monday Morning Update: "Meet the Board Member". Here at CAPPA, our biggest strength lies in our Board and Membership, and we look forward to sharing more about each of our individual board members for the next coming weeks.
This week: Meet Michelle Graham
I am happy to say that I have been working in the Early Childhood field for 28 years! Some of my past positions held include
CPS Investigator/Social Worker; Head Start Director; and Preschool Teacher. Currently, in addition to my role as Executive Director of the Children's Resource & Referral of Santa Barbara County, I am also an Instructor at Allan Hancock College in the Early Childhood Education Department. In addition to that, my husband and I run a home based online retail business. I also provide education to teens on teen pregnancy, adoption, drug addiction and more. I received my Master's in Education Degree from University of Phoenix; Bachelor's in Psychology from Chapman University, and Associate of Arts from Allan Hancock College.
I am passionate about child care and education because I believe all children deserve access to high quality care and education. My passion is to ensure that there is a voice for children and an advocate who will step up and speak out when there is a need. I believe I am one of those who is brave enough to do this work even when that is not popular or the task is difficult. Being a part of the CAPPA Board is important to me because I believe in the work that CAPPA is doing. CAPPA has a strong voice for children which aligns with my personal and professional passion and I wanted to be a part of this great work. I believe child care will continue to increase in quality as more dollars continue to support this important work. I believe that early education and child care should be the same conversation. Subsidized child care should continue to be parental choice. However, I also believe every parent who receives subsidies should be required to take a class on the value of quality childcare and to visit 3 "high" quality child care programs before they are fully enrolled.
I am most proud of my life as a mother. I have amazing 5 children ranging in age from 25 years old and as young as 7 years old. Being a mother is my most important responsibility. I love everything about being a mom! In February 2017, I had the biggest blessing when my 27 year old birth-daughter, who had been adopted since birth, found me on Facebook. Since then, we have reunited and connected in the most beautiful reunion I could have ever imagined. We have already vacationed and traveled together and are planning to continue monthly visits. She is married and trying to have children. I would describe my life as "complete" and my deepest emotion is "JOY"!

Our Next California Governor Must Choose Children
In 2018, California should elect a governor who will be a champion for young children. We need a governor who will invest in early childhood care and education to improve the lives of working and middle-class families.
The first five years of a child's life are the building blocks of their future. Babies, toddlers and preschoolers need to have the best opportunity to succeed in life.
Choose Children 2018 is a statewide campaign committed to ensuring California's next governor is a champion for young children. This initiative is led by the Silicon Valley Community Foundation's Center for Early Learning in partnership with community, business, philanthropic, and educational leaders throughout California. What's at Stake with the House Budget Plan
The US House of Representatives last week passed a budget plan that could set the stage for major tax cuts that would overwhelmingly benefit the wealthy (82% of the tax cuts in our state would go to the top 1% of California households in 2018) and slash funding for key public services and systems. In addition, the US Senate has already began deliberations on a budget plan that would pursue similar paths.

White House Immigration Principles Put Children and Families at Risk
On Sunday, October 8, the Trump Administration unveiled its principles for reform of the U.S. immigration system. The long list includes policy proposals that would further ramp up immigration enforcement, severely cut overall immigration, and penalize localities that choose to limit collaboration with federal immigration authorities. The principles also seek to significantly roll back critical protections for vulnerable asylum-seeking children and drastically cut the number of refugees. The release of these principles comes just over a month after the Trump Administration's heartless decision to terminate the Deferred Action for Childhood Arrivals (DACA) program and uproot the lives of over 800,000 immigrant youth and young adults, about a quarter of whom are parents.
In response, Olivia Golden, executive director of CLASP, made the following statement:
"President Trump's immigration principles not only fail to deliver a path forward, but also represent an affront to our nation's proud immigration history. Over the past year CLASP has condemned the administration's racist and extremist attacks on immigrants across the country. From ramped-up immigration enforcement that is tearing families apart to policy proposals that threaten to deny vulnerable children the most fundamental protections, this administration is clearly headed in the wrong direction."
Federal Advocacy Opportunity:
Child care plays an important role in the U.S. economy, helping to generate 15 million jobs and more than $500 billion in income annually. Yet, on average, millions of working families pay more for child care than they do for mortgage or rent, transportation, or even food every month.
That's why it's critical to fund child care programs, especially for low-income families, at a level where they can afford to continue working and also support their family.
- More than double the number of children eligible for assistance under the Child Care and Development Block Grant (CCDBG), and ensure these children gain access to high-quality early learning programs.
- Help states create universal preschool programs for three and four year olds during the school day, and provide a higher matching rate for infants and toddlers.
- Support the child care workforce through increased training and compensation by ensuring they are paid a living wage.
