Manual Letter EAS 17-05 includes revisions to the CalWORKs regulations as a result of the repeal of the Maximum Family Grant (MFG) rule.  These amended regulations are effective June 19, 2017.
Manual Letter EAS 17-06 includes revisions to the CalWORKs regulations regarding eligibility for pregnant women.  These amended regulations are effective July 1, 2017.

  • HIGHLIGHTS 4 Major Areas:
    1. Families certified for services on the basis of seeking employment shall receive services for not less than 12 months.
    2. All families must be recertified at least one each contract period, and no sooner than 12 months from when they were last certified.
    3. Families may voluntarily report changes decreasing their service need under specific conditions.
    4. Families must report within 30 days if income exceed 85 percent of state median income (SMI).
  • The information in the Guidance supersedes the information in current 5CCR regulations and FTCs. Refer to the Guidance when enrolling families or reviewing Policies.
  • A payment made by a child care and development program for a child during this period shall not be considered an error or an improper payment due to a change in the family's circumstances during the same 12-month period.
  • The GAU will only be verifying information at:
    • Initial certification, 
    • and at Recertification
Moving forward, EESD is continuing to urge the field to submit their ongoing questions as they relate to 12-month eligibility.  If you have a question regarding MB 17-14, click here to email.  The EESD understands that many questions have been submitted previously and responses are still pending.  It is their intent to continue working on the responses.

NEW! CDE Meet and Greets during the Conference
During the Joint Annual Conference, CDE staff from the following departments will be on-site for meet and greets with Conference attendees: Child Development Management Information System (CDMIS), Field Services, Policy Office and Parents Appeals. If you are interested in meeting one on one with any of these departments to get questions answered, get clarification on something, etc., please complete the Meet & Greet Sign-up Form and send it to  Danielle.
