New! Meet the Board Member
With the California Legislature now on recess, we are pleased to take advantage of this time to introduce a new segment in our Monday Morning Update for the next 16 weeks: "Meet the Board Member". Here at CAPPA, our biggest strength lies in our Board and Membership, and we look forward to sharing more about each of our individual board members for the next coming weeks.
This week: Meet Abby Shull
After earning degrees in Writing and Gender Studies at UC San Diego in 2002, my first Big Girl Job was as an AP Case Manager at YMCA Childcare Resource Service. I held roles in Quality Assurance and supervision, before my heart led me to San Francisco in 2005. (And as the song goes, I left it there, at least part of it). There I worked for Early Childhood Services with YMCA of the East Bay, PACEAPP, and finally 5 years at Children's Council of San Francisco as an AP Manager and later Interim Director. I had a brief adventurous stint milking cows on a farm in Petaluma, and training dogs at the Oakland SPCA. A 5th generation San Diegan, home called me back, as did my important work in subsidy programs. I returned to the YMCA in San Diego in 2014 overseeing the Stage 1 program, and finally my current role as Alternative Payment Department Head. When I'm not changing the world with my Y team, I'm usually found in a craft store, a tent, or on an old fishing boat with my parents, my 4 sisters, and their brilliant offspring.
My passion for early education and child care is intertwined with my love for the YMCA. Childcare Resource Service (which includes AP and R&R) is part of a region within the Y known as Community Support Services, which encompasses child care and after school, kinship support, counseling, youth transitional housing, opportunities for children and youth with special needs. Our new region has opportunities to connect parents and children to more integrated services in the YMCA. My favorite collaboration has been sending AP children to YMCA Summer Camp at a steep discount, and hearing stories of kids riding horses, hiking, and camping under the stars for the first time in their lives.
The CAPPA board has provided me way to leverage my knowledge from 15 years in the field and my commitment to social justice. I can be at the helm with my colleagues to affect crucial legislation in a daunting political climate, and work alongside our funders to create regulations that remove barriers to stability for families in California.
I am hopeful for the next chapter, as we see the advent of 12 month eligibility. Cumbersome requirements and frequent interruptions to services will give way, and space has been created for us to redefine how we show up for families and providers, in more meaningful, holistic ways. It's an exciting time, and I am thrilled to experience it with my friends in the field. 
What's Happening
California 
  LEGISLATIVE UPDATE:
This past Friday, September 15, the California Senate and Assembly adjourned for the year and will return on January 3, 2018. 

The following bills of interest are all currently enrolled and will be presented to the governor in the coming days.
  • AB 273 (Aguiar- Curry) - Child care services: eligibility. This bill would include in the area relating to need, as a requirement that may be satisfied for purposes of eligibility, that the family needs the child care services because the parents are engaged in an educational program for English as a second language learners or to attain a high school diploma or general educational development certificate. 
  • AB 1106 (Weber) -  This bill will allow allocated monies to support working families with child care, to be distributed over a longer period of time.   (CAPPA sponsored bill) 
  • AB 603 (Quirk- Silva)
     - The bill would require on or before July 1, 2019, an alternative payment program to establish a program of electronic banking for payments made to licensed or license-exempt child care providers that have a contract with that alternative payment program, as provided. This bill would require APPs provide written and/or electronic notice to a child care provider of any changes to reimbursement.
Now that bills are being presented to the Governor, there are opportunities for continued advocacy! 
On this page, you can email the governor regarding specific pieces of legislation and more. To support or oppose specific legislation, on the contact page, where it says "Please choose your subject", select the
specific piece of legislation that you are writing in regards to by scrolling down to the appropriate bill.
Once you have completed the fields and selected the specific piece of legislation click "continue", at which point you can indicate your position: "pro" or "con" and write a message of up to 6000 characters. If you would like sample support templates, email CAPPA and we are happy to be of assistance. 

Update on  AB 1250 (Jones-Sawyer)  - CAPPA has STRONGLY OPPOSED this bill because it may eliminate the funding of non-profits to provide health and human services based on funding through counties. It also fundamentally changes the relationship between counties and the manner in which they are able to contract out services such as child care.  This bill is being held in the Senate Rules Committee.
 
Those of you that communicated your opposition to AB 1250 are to be commended.  Since Wednesday, individual legislators that were inundated with concerns from their respective districts and special constituencies such as child care, refused to support moving this legislation forward this year without the opportunity for a public hearing.  What that means is that more than likely this bill will be moved in 2018.

New Census Data on the Official Poverty rate in California- California's Official Poverty Rate declined in 2016, but Federal Proposals Could Increase Economic Hardship
The US Census Bureau today publicly released American Community Survey (ACS) data for 2016, which include new figures on the official poverty measure and other key social and economic indicators. The California Budget & Policy Center has published an  analysis of the new poverty figures, which show that California's 2016 overall poverty rate (14.3 percent) and child poverty rate (19.9 percent) are both down from 2015 (15.3 percent and 21.2 percent, respectively), yet still above their pre-recession levels. In addition, this analysis discusses how current federal proposals to significantly cut public supports that help individuals and families make ends meet would increase economic hardship.
The Budget Center's analysis also looks at how the official poverty rate varies significantly for different parts of the state. At the county level, the overall poverty measure ranges from 6.5 percent up to 25.6 percent, while the child poverty rate ranges from 5.2 percent up to 37.9 percent.

2 Million Parents Forced to Make Career Sacrifices Due to Problems with Child Care

The exorbitant cost of child care has become a significant burden for parents who need it to support their families. Millions of parents must make an impossible choice between paying more than they can afford for child care; settling for cheaper, lower-quality care; and leaving the workforce altogether. Parents who decide to leave the workforce to become full-time caregivers stand to lose much more than just their salaries, earning less in benefits and retirement savings over the long run.

New data from the National Survey of Children's Health further shed light on this issue. 
CAP analysis of this data reveals that in 2016 alone, nearly 2 million parents of children age 5 and younger had to quit a job, not take a job, or greatly change their job because of problems with child care.  As national discussion around the cost, quality, accessibility, and supply of child care continues, policymakers must consider the direct impacts that lack of child care has on parents' ability to work. 



How Tax Reform Can Raise Working-Class Incomes

President Trump has consistently promised to help working class families, yet his tax plan released in April would betray those promises.
For a fraction of the cost of the Trump tax plan, tax reform could deliver meaningful help to the working class by closing gaps in the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC)- or even more ambitious expansions.  

For example, a major EITC expansion proposed today by Representative Ro Khanna and Senator Sherrod Brown would fix a flaw in the EITC that gives workers not raising children a smaller credit and then roughly double the maximum EITC amount for all groups. 
That would be a well-targeted way to help working-class households that have been hard hit by the economic trends of recent decades.

Child care plays an important role in the U.S. economy, helping to generate 15 million jobs and more than $500 billion in income annually. Yet, on average, millions of working families pay more for child care than they do for mortgage or rent, transportation, or even food every month.
That's why it's critical to fund child care programs, especially for low-income families, at a level where they can afford to continue working and also support their family.

Senator Patty Murray (D-WA) and Congressman Bobby Scott (D-VA) have introduced the Child Care for Working Families Act of 2017 and it aims to do just that!  We need your support on this new bill, which would:
  • More than double the number of children eligible for assistance under the Child Care and Development Block Grant (CCDBG), and ensure these children gain access to high-quality early learning programs.
  • Help states create universal preschool programs for three and four year olds during the school day, and provide a higher matching rate for infants and toddlers.
  • Support the child care workforce through increased training and compensation by ensuring they are paid a living wage.
