CAPPA's monthly "Featured Agency" segment will highlight amazing work being done by Alternative Payment Programs (APPs) child development contractors throughout the state of California. From border-to-border, APPs support working families and children with services to support self-sufficiency, stability of children in child care, and a host of services coordinated to help break the cycle of poverty.  Many APPs also have been called on to serve as a community life-support of information and resources during natural disasters.  We are pleased to continue this tradition and bring focus to the untapped potential that is the 40 plus year APP community-based system.

September 2018 Featured Agency of the Month 
Family Resource & Referral Center of San Joaquin County   

Family Resource & Referral Center was founded with a Child Care Resource & Referral grant in 1980 & serves as the only Alternative Payment (AP) provider agency administering Stages 1, 2 & 3, CalWORKs Child Care funds in San Joaquin County. R&R has become a leader in the region in improving the quality of care in Family Child Care Homes.
  • FRRC has administered the Child and Adult Care Food Program since 1980 and in recent years has expanded to ten counties outside of San Joaquin.
  • Beginning in 2014, FRRC began providing CalWORKs Employment Services. Being able to offer child care assistance and help clients locate a child care provider are unique assets and value added services that FRRC provides in the delivery of CalWORKs Employment Services.
  • FRRC also has several programs funded by First 5 San Joaquin such as the Home Visitation Initiative (HVI). HVI provides parents of children ages 0 to 5 with the Parents as Teachers curriculum in the parents' home and access to additional services to assist in their child's healthy development. Additionally, the CalWORKs Helping to Enhance Parents' Potential (CalHEPP) program provides services for CalWORKs families to be successful. The Help Me Grow Program offers Developmental Screenings and referrals for 0-5 year olds. The SJTEETH Program provides assistance to families in choosing a dental provider and support during the dental appointments.
  • In the last five years, FRRC has diversified services and expanded the organization's mission to include working with area teens at the Teen Impact Center (TIC) through a public/private partnership with the City of Stockton. Over 11,000 youth were served at the TIC in the 2016-17 Fiscal Year.
  • FRRC partners with Stanislaus County to provide Early Head Start services for 77 eligible children in licensed Family Child Care Homes.
  • In October, 2015, FRRC opened a high quality preschool for 216 children, Joan Richards Learning Village, in honor of their founder.
  • In April 2015 FRRC began providing 211 Information and Referral Services and launched 2-1-1 San Joaquin in order to connect families and individuals to concrete support in times of need.
  • 2-1-1 is a telephone line reserved by the Federal Communications Commission for the sole purpose of improving access to health, disaster response and human services.

What's Happening
California 
State Legislation 
Last Friday, upon adjournment of the legislative day, the final recess for the 2017-18 began.

September 30 is the last day for the governor to sign or veto bills passed by the Legislature before September 1.  Bill enacted on or before this date become effective on January 1, 2019.

A couple pieces of highlighted legislation worthy of your consider include:

AB 60 (Santiago) - RECOMMEND:  SUPPORT.  We know that families are more stable in their employment when they have stable child care. It is burdensome to require parents already deemed income eligible for child care to continually report and submit documents to caseworkers that in no way ought to jeopardize their eligibility. However, with our current set of regulations and requirements, parents that fail to provide ongoing paperwork attesting to their income are put in that position; and the agencies that fail to show collection of ongoing income documentation are in threat of being written up during an audit and/or performance review as a condition of their contract. 
AB 60 implements the top recommendation of the California Department of Social Services and Department of Education Interagency Child Care Taskforce.  The California Welfare Directors Association (CWDA) and the child care community also support AB 60. It has bipartisan support and has passed unanimously out of Senate Appropriations, and by consent in the Senate and the Assembly.

AB 605 (Mullin) - RECOMMEND:  SUPPORT.   This bill will allow a much needed birth-to-entering -first-grade license option for day care centers.  Further, this bill  will allow the Department of Social Services (DSS) to create an integrated child care facility license as an additional option that providers can choose when applying for or renewing their facility license. The addition of an integrated birth through entering first grade facility license option will allow child care and preschool providers the ability to implement the best practices around continuity of care when transitioning children, teachers and peers between age-specific classrooms. This integrated facility license option will also allow providers with federal contracts to more fully meet continuity of care regulations. Additionally, AB 605 will allow child care providers the ability to better manage their school year enrollment so that their facility can reach maximum utilization, thus serving more children and families. A single license option will reduce the administrative burden on severely underfunded child care centers and DSS so that they can both focus on providing a safe and healthy environment for California's children.

AB 2626 (Mullin) - RECOMMEND:  SUPPORT.  This bill will ensure more families have access to subsidized child care and early learning throughout the state by extending key flexibilities and efficiencies, already provided to 13 counties, statewide to all applicable early learning contracts.Specifically, AB 2626 wouldexpand age eligibility and remove restrictions for children who can be served in a California State Preschool Program, increase the State Median Income eligibility threshold in order to expand the number of working families who are eligible for services, increase the eligibility timeframe in order to allow stability and continuity of services for children and families, increase the utilization of available funding by allowing providers stability and continuity of services of enrollment of children and families, offer better workforce stability and quality by providing staff development opportunities, and provide flexibility in funding adjustments to allow contractors to better utilize available funding.

November 6 is the General Election.

November 30 is the last day " sine die" of the 2017-18 session.

How to communicate a support or position on a bill sent to the governor?  
Communicating to Governor Brown about a support or oppose position on a piece of legislation is very simple.

  • Where it notes PLEASE CHOOSE YOUR SUBJECT, click on the down arrow and scroll down to the specific piece of legislation you are taking a position; you will be directed to the next page wherein you note either a Con or Pro position, then space to write your email.  Once completed, simply push send.
Federal - TAKE ACTION!!

Members of the conference committee are working on a final version of the Farm Bill, which includes the Supplemental Nutrition Assistance Program (SNAP). SNAP is a proven anti-poverty and anti-hunger program supporting low-wage working families, seniors, children, and people with disabilities, and it is at risk of massive cuts that could lead to one million working families losing access to these benefits.
Make sure the House and Senate conferees working on this legislation protect SNAP benefits as the Senate version of the bill proposes, and oppose any cuts to this critical program in a final Farm Bill.

The evidence is clear - children who participate in high-quality programs during their early years demonstrate lasting effects in IQ, boosted academic and economic achievement, and lower incidences of childhood obesity and chronic illness. With nearly 15 million children under 6 who may need child care each day, the stakes have never been higher for families across the United States and for our economy. Economists have shown that investing in high-quality child care has proven to result in a 13 percent return on that investment, per child. Families without access to quality child care due to high cost, irregular work hours, or inadequate supply, are at an extreme disadvantage; their children and our society lose out. Help for families struggling to pay for quality child care is pivotal to supporting quality child care across the country.
 
Our 2018 State Fact Sheets -Checking In: A Snapshot of the Child Care Landscape - summarizes services provided by CCR&Rs, average costs of licensed and accredited child care, and the supply and demand for child care in each state. Furthermore, the report includes information related to states' QRIS and other statewide initiatives, as well as a deeper look at the types of requests fielded and referrals offered by state CCR&Rs. In 2017, CCR&Rs served more than 443,087 families across the country. CCR&Rs across the country track types of requests they receive from families, like for care during nights or weekends, or for families who speak a language other than English. These State Fact Sheets highlight the different offerings as reported by CCR&Rs in each state, not only demonstrating the needs, but also the tireless work CCR&Rs around the country are performing to meet those needs.


What the $5 Million in New DLL Professional Development Funding Means for Early Childhood Educators

As shared previously, Early Edge California and partners secured $5 million in the 2018 California state budget to provide licensed early educators with training on effective strategies to support dual language learners (DLLs).

This new funding - from federal child care quality funds - will expand professional development opportunities to early educators with Child Development Permits who are working with our large and growing population of DLLs. This training is critical because DLLs represent almost 60% of children birth through age five in California.

These funds complement last year's $5 million Bilingual Teacher Professional Development Program, which currently supports eight school districts and county offices of education across California to increase the number of bilingual TK-12 teachers.

Goals and Next Steps:

Early Edge and partners will be closely partnering with the California Department of Education (CDE) on the rollout of the $5 million in grant funds.
Our goals for these funds are:
  • To strengthen and expand the current DLL-specific training infrastructure, and
  • Ensure more early educators and providers have ongoing training and support for serving DLLs and their families.
As new information becomes available regarding these funds, we will send additional updates.

Tell the House to Oppose Any Cuts to Child Care on Campus!

The Child Care Access Means Parents in Schools (CCAMPIS) Improvement Act of 2017 is the only federal program that supports child care services for low-income parents in college, and campus-based services are provided year-round. Earlier this year, Congress agreed to a two-year budget deal that would provide billions in new funding for early education programs.
      

Unfortunately, the House of Representatives has proposed cutting CCAMPIS's funding by $13 million next year, which could put newly-funded programs at-risk.
Read more about student parents  and child care on our blog and ask your members of Congress to maintain their support for CCAMPIS by opposing any reduction in funding in the FY2019 budget.
   
CCLD Releases Safe Sleep Practices Review and Input

The CDSS Community Care & Licensing Division (CCLD)  has posted safe sleep regulations for public comment. The CCLD welcomes ALL comments and would appreciate comments that are in support of these regulations.

The Child Care Law Center distributed the following:  
Everyone benefits when children are safe and happy in child care. Safe sleep practices can help protect children and keep them healthy and safe - and providers will benefit from clear rules and enforcement.

Community Care Licensing has published Draft Regulations and you are invited to comment.

Some of the proposed regulations are:
  •  Safe sleep equipment such as cribs or play yards for Family Child Care Homes
  •  Supervision requirements during the time infants are asleep in Family Child Care Homes
  • Clear guidelines surrounding supervision for sleeping infants in Child Care Centers
  • Requirements for the safest sleep position for infants
  • Removing hazards in the crib while the infant is sleeping
You are invited to read and comment on the Draft Regulations. Your practice-based knowledge, suggestions, and concerns are important.

California Child Care Study
This is a message from the California Department of Education (CDE), Early Education and Support Division (EESD): 

We are writing to announce the beginning of the data collection process of the California Child Care Study, a state-wide study about subsidized child care and the families who use it. As an early childhood organization, you can help by sharing details about the study and encouraging early care and education providers and families to participate. This study is being conducted by Child Trends, Inc., for the California Department of Social Services and the CDE.
 
The study will collect data about the local agencies that manage child care subsidies, the families who use that care, and the early care and education providers who serve them. State departments will use these data to inform policies and potential changes to child care services for eligible families.
 
Attached to this e-mail are the California Child Care Study Project Overview, and the joint letter from the Director of the CDE/EESD, and the Branch Chief, CalWORKs and Child Care Branch, CDSS, to all the EESD Contractors, Program Directors, and County Welfare Departments, requesting cooperation and assistance in the data collection.
