The San Fernando Valley is 
Ready For Rail

On Friday, I proudly stood with my fellow Metro Board members, other elected officials, and community, business and labor organizations at the North Hollywood Orange Line station to announce our support for studying light rail in the Valley.

  
With the Metro Board's unanimous approval of my motion to examine creating a new light rail system on the Orange Line and connecting the San Fernando and San Gabriel Valleys, we have an opportunity to create a modern, efficient system for the Valley's two million residents.

 

Valley residents want increased connectivity. Out of

80 rail stops in LA County, the Valley has only two. We can do more to give people better ways to get from home to work to school and connect the Valley with the rest of the Metro system.


The Orange Line has proved to be a huge success, serving more than 30,000 people daily. It is time to have a serious dialogue about how we can increase ridership and develop a more robust transit system in our Valley--the kind that people want and deserve.

More Incentive = Less Runaway Production

LOS ANGELES - In a recent report, the California Film Commission confirmed that film and TV productions that are denied tax incentives move to other states and countries. 
 
According to the Commission, California continues to be at risk of losing its signature industry to other locations that lure production away with more robust tax incentive programs. From 2010 to 2014, runaway production accounted for $2 billion in production spending outside the state. The demand for California tax credits far exceeds supply, but state's current program proves that incentives work
 
Since the incentive program's implementation in 2009, approximately $700 million in tax credits have been allocated to eligible film and TV projects, resulting in $5.39 billion in direct spending by program projects, including an estimated $1.72 billion in qualified (below-the-line) wages.
 
In an LA Times editorial last month, Councilmember Krekorian - the author of California's original production incentive bill - urged Sacramento to expand the film and TV tax incentive program so that California can remain competitive. 
 
"Many argued the incentive would not be worth the investment, but the program has proved to be a phenomenal success in creating jobs," said Krekorian. "The 2009 measure proved to be cost-effective, but it is only stemming part of the tide. The state continues to lose productions that don't qualify for our incentive. To remain competitive and increase local jobs, California must take a bigger and bolder step."

The San Fernando Valley is no stranger to rail. Prior to becoming a busway in 2005, the Metro Orange Line's 18-mile transit corridor was home to the Southern Pacific Railroad from 1904 to 1920, and subsequently the Pacific Electric Streetcar service from 1938 to 1952. 

  

The photo above shows the Pacific Electric Red Car during its last day of service in North Hollywood on Dec. 27, 1952.
