Setting the Yearly
Winegrape Assessment 
  
Each year the PD/GWSS Board recommends to the Secretary of CDFA the winegrape assessment rate for the coming harvest. This recommendation is normally made at the Board's June meeting. By law, the assessment rate can be no higher than $3 per $1,000 of value. Only once has the rate been at the maximum allowed. This was during the first year of the assessment, when the law that established the Board and the assessment set the rate for the first year at the maximum level.

At the June 2016 meeting, as in previous years, the Board members looked at a number of different factors before setting the rate. These factors included past and potential future crop values, current and future research funding commitments, funding outlooks for other sources that fund research, outreach, and related activities on Pierce's disease and other winegrape pests and diseases, and the likely impact of different assessment rates on the growers. 
   
In recent years the Board has designated European grapevine moth, mealybugs, brown marmorated stink bug, red blotch, fanleaf, and leafroll as being serious threats to California winegrapes, and has subsequently funded several research and outreach projects on them. While these projects will help California's growers deal with these pests and diseases, such expenditures increase the need for assessment dollars.

"While the Board felt it was prudent to keep a modest funding reserve, it did choose to spend down that reserve by keeping the assessment low for several years," said PD/GWSS Board Chairperson Nat DiBuduo. "Now with the reserve at a low point, the Board decided it was time to raise the assessment to sustain the current research funding level as well as provide the additional funds required for research and outreach on other designated pests and diseases," he added. With that in mind, the Board voted to recommend the assessment rate for the 2016 winegrape harvest be set at $1.25 per $1,000 of value.

The Board's recommendation for the 2016 winegrape assessment was approved by CDFA Secretary Karen Ross on June 30th.  

Although this rate is higher than in recent years, it is still less than half the maximum rate allowed under law.
