Stephen leads building enclosure field testing projects and inspections
in the Denver, Colorado area, including quality assurance air infiltration and water penetration testing for commercial and multi-family construction projects. Using his testing experience, Stephen has the ability to overcome site specific conditions and testing modifications during testing to meet project needs and testing requirements.Stephen has over 5 years of experience in the testing industry, primarily focused on component strength and fatigue lab testing for the heavy off-road machinery industry, component life-cycle testing and field testing. As part of the testing, Stephen was regularly required to adapt the testing methodology and equipment for product specific industry and customer requirements.

Brian has over 20 years of experience as an architect, building enclosure commissioning consultant, and sustainability and energy consultant. His work includes K-12 schools, higher education, healthcare, commercial office, municipal, recreation, financial institutions, senior care, O&M facilities, data centers, GSA, and DOD. Included within these project types is experience with many different project delivery methods such as traditional design-bid-build, design-build, Construction Manager lead, Developer lead, and build-to-suit, on new construction projects, additions, renovations, system upgrades, and energy efficiency improvements. Brian manages the Denver, CO Building Sciences team.

LETTER FROM THE PRESIDENT
Education, New Partnerships and More Benefits in 2017
Happy New Years to all of you! We are excited to kick off another year of learning
and excitement over the prospects of this upcoming 2017 year. Business is still brisk and everybody has work to do, which is a great way to start not only the new year, but also a great opportunity to tune into the market and learn to make the most of what we have in front of us. Each year we as members of the CGCA Board are excited to find new and interesting subject matter for our meetings. We strive to keep them interesting and educational to our membership. This year is no exception! Here is a glimpse into our 2017 - 2018 topics: 
  • Construction contracts - reading, interpreting, and negotiating
  • Field testing of windows, what to watch out for in the appropriate project specification including the relevant AAMA & ASTM test standards, how to prepare for a field test of your product and what the most common causes of failures can be.
  • The North American Contractor Certification Program for Architectural Glass perhaps in concert with Max Perilstein
  • Mark O'Brion new local rep from Sika
  • Blu Beam (the quest to have them return continues)
  • Paige Cahill, Constant Contact, Regional Development Director Midwest & Mountain States - on Marketing Trends for 2017

I would like to extend an offer to any qualified member to think of joining the Board and being a part of this process. Join us as we plan and work to keep this organization as strong and meaningful as it has been since 1993. The CGCA is an organization that was founded for our membership and is still keeping the needs of our membership it's foremost responsibility. I would like to invite anybody who has an interest to join us and help us to grow not only in size but in quality.
 
We are all in this business together, let's make the best of it by working hard and also enjoying the fruits of our labor. Have a great new year and we hope to see you soon!

Lay of the Land for the Conservative CO Legislature
GOP leadership in the House and Senate leans more conservative than in 2016.  The impact may be felt most in the Senate, but the raucous factor should be higher in the House.
 
Last year, Sen. President Bill Cadman-R, House Majority Leader Crisanta Duran-D, and Senate Majority Leader Mark Scheffel-R, had almost the same voting record on governor-signed bills. (380 YES votes for Duran and Scheffel, 379 YES votes for Cadman).  Senate Minority Leader Lucia Guzman-D was the outlier at 358 YES votes.
 
For 2017, Republican Senators selected one of their more consensus oriented legislators, Kevin Grantham from Canon City, as their president to coordinate with House Speaker Crisanta Duran of Denver.  Grantham voted YES on governor-signed bills 361 times in 2016, a much higher number than current Senate Majority Leader Chris Holbert from Highlands Ranch at 317 YES votes.  Senate President Pro Tem Jerry Sonnenberg of Sterling dropped the YES vote numbers to 290. 
 
Grantham will work with Republican Minority Leader Patrick Neville of Castle Rock in the House.  Neville is one of the most conservative House members.  He voted YES on only 224 governor-signed bills in 2016, with 161 NO votes. The House Minority Leader will be counting on Senate leadership to back up House Republicans in moving forward their agenda.
 
That didn't always happen in 2016, as Senate Republican leadership let many bills get through that numerous House members rejected. Minority Leader Neville was generally unable to get his sponsored bills to cross to the Senate, losing on 7 of 8 tries.  Most of Neville's legislation focused on so-called "message" issues, including concealed carry, women's health, and parent bill of rights legislation. 
 
President Grantham, on the other hand, sponsored 31 bills and passed 24, including for business development, water pollution control, and expanded higher education programs.  Duran sponsored 17 bills in 2016 and passed 14, including a tax deduction for first time home buyers and low income housing tax credits.  She was unable to get a bill to help low wage employees get better health care through the Senate.   Grantham was unable to get a bill on agricultural innovation grants through the House. 
 
If Grantham and Duran are true to their past form, practical, problem-solving bills are likely to move smoothly.  Message bills will not go anywhere.  Both parties can trim the number of total bills substantially by discouraging message bills, especially this year.  There's another session before the 2018 election to make points.
