CHIA Blog Series: Information Governance At-a-Glance
Blog series describes the "scalable framework" AHIMA has developed, called the Information Governance Adoption Model (IGAM), as described in AHIMA's Information Governance Toolkit 2.0. This model consists of ten organizational competencies which assist HIM professionals in focusing in on all areas of IG within an organization to implement an IG program.  Read the full CHIA blog series.

Competency: IT Governance

The increasing complexity, volume, and business risk associated with enterprise data requires a coordinated portfolio of enabling technologies. Changing information and analytics landscape requires a new approach to the storage and accessibility of data, new roles and IG technology such as data governance management, business glossaries, data catalogs, data profiling, master data management, governance scorecards and others. Organizations in health care must have certainty that IT serves as a vehicle to achieve organizational strategy, goals, and objectives. IT governance establishes a construct for aligning IT strategy with the strategy of the business and a means of fostering success in achieving those strategies.

Honoring the excellence, dedication, and service of HIM professionals is an important annual tradition. CHIA recognizes those who make a world of difference in HIM, and encourages all members, students and HIIM Program Directors to submit nominations and/or apply for these opportunities.
  • Exam Fee Reimbursement - Applications Due Feb 28. Provides partial reimbursement ($100) of AHIMA's RHIT or RHIA exam fee
  • Recognition Awards - Nominations Due Mar 1. Awards and honors exemplary HIM professionals, encourages new talent, and leadership.
  • Student Scholarships - Applications Due Mar 1. Awarded to students enrolled in HIA/HIT programs, or members pursuing a specialty or additional credential. 
  • HIIM Program Grant - Applications Due Mar 1.  Supports improvements in teaching and learning and help meet special needs of HIM programs.

What's Happening in HIM This Week
Latest HIPAA enforcement action; updated guidance and FAQ; Privacy Policy Snapshot Challenge 
HHS Office for Civil Rights, Jan 10 2017 

The United States Office for Civil Rights (OCR) has taken action against Presence Health for not timely reporting a breach of patient health information. In addition, OCR has issued guidance on disclosing health information to loved ones under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). SAMHSA Final Rule Will Ease Sharing of Substance Abuse Treatment Records

The Substance Abuse Mental Health Services Administration (SAMHSA) issued a final rule last week that eases sharing of substance abuse treatment records among providers, as well as access to Medicare and Medicaid data for research, while still protecting the privacy of patients seeking treatment. These rules had not been updated since 1987. 

SAMHSA also issued a supplemental notice of proposed rulemaking to make additional changes to the final rule that would deal with restrictions on use and disclosure of Part 2-covered data for the purpose of payment and healthcare operations for contractors and subcontractors. Medicare Outpatient Observation Notice (MOON)
Centers for Medicare & Medicaid Services, Jan 23 2017

The MOON is a standardized notice to inform beneficiaries (including Medicare health plan enrollees) that they are an outpatient receiving observation services and are not an inpatient of the hospital or critical access hospital (CAH). 

The MOON is mandated by the Federal Notice of Observation Treatment and Implication for Care Eligibility Act (NOTICE Act), passed on August 6, 2015. The NOTICE Act requires all hospitals and CAHs to provide written and oral notification under specified guidelines.
