CIRS Experts Attended the Annual Meeting of Safety Management of Chemicals 2014

On November 13th 2014, Neso Zhao, regulatory professional from CIRS, attended the annual meeting of safety management of chemicals and brought us very valuable information, including several breaking news happened in 2014 and some useful information of the regulations of registration for hazardous chemicals.

MEPSCC Starts Accepting the Application of Solid Waste Importation

November 6th 2014, the Chinese Solid Waste and Chemical Management (MEPSCC) published a notice that, according to the No.23 Notification published by Ministry of Environmental Protection of the People's Republic of China (MEP) in 2011, from 2014 November 1st, the MEPSCC is accepting the application of importation of solid waste for 2015. And, in principle, the application for 2014 will no longer be accepted. Notice will be made if any change occurs.

The First Batch of Special Controlled Goods Entered in Shanghai Free Trade Zone

On November 6th, a batch of 261 human blood plasma samples entered in the Shanghai Free Trade Zone (SFTZ) testing area. This is the first batch of special controlled goods that entered in the SFTZ after Shanghai CIQ published the new Measure of Inspection and Regulation of Imported Special Controlled Goods.

These policies will unquestionably make the importation in China more convenient and efficient.

China MEP: Public Consultation on the 30th Batch of Toxic Chemical Clearance Notifications in 2014

In recent days, 19 companies in China have submitted applications for toxic chemical clearance notifications to China's Ministry of Environmental Protection (MEP), and now a public consultation on the application has been issued.

Enterprises wanting to import or export the substances on the list of restricted toxic chemicals, must apply for such environment management clearance notification, before they have any business operations in China.

November 10th 2014, the Ministry of Environment (MoE) in Korea published an English version of the Act on Registration and Evaluation of Chemical Substances (K-REACH). The Act includes 8 chapters and 54 articles.

The Latest Updates on GHS Regulations in Southeast Asia

Nowadays, more and more Southeast Asian nations brought Globally Harmonized System of Classification and Labeling of Chemicals (GHS) in their chemical administration, therefore, manufacturers and importers of hazardous chemicals in those areas should gradually realize the importance of how to comply with GHS regulations. Even though the GHS regulation of each country is composed based on the UN purple book, the version of the UN GHS that adopted by each country is somehow not totally identical. A certain product may be in different classifications in various countries.

CIRS advices that, all the enterprises should strictly comply with the laws and standards of your targeted country, and should take a full consideration on the requirements that are announced by administrative authorities of different countries when preparing the SDS and label.

The Ministry of Environment in Korea Issued Draft List of 1st Batch of Chemical Substance for Registration under K-REACH

October 31st 2014, the Ministry of Environment (MoE) in Korea published the 1st batch of substances that subject to K-REACH. There are now 518 kinds of chemical substances on the draft list in total. It is said that the final version of this list is planned to be released in early 2015 and all chemical substances on the list would be registered within 3 years.

CIRS advises that enterprises who have products exported to Korea take active effort to follow the updates on the list of existing chemical substances, in order to make a full preparation for registration.

NHFPC to Approve 121 New Food Safety National Standards

On 23rd October 2014, the National Health and Family Planning Commission of the People's Republic of China (NHFPC) has published a notice for public comments on the approval of 121 new food safety national standards. The deadline for comments feedback is 25th November 2014.

These national standards mainly involve 4 aspects, food additives and nutrition enhancers, food related products, food contact materials (FCM) and testing methods.

345 Batches of Imported Food Rejected by China CIQ in September 2014

The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) has published the list of unqualified imported food in September 2014. According to the list, there were 345 batches of imported food in total returned or destroyed by local CIQs.

8 New Inspection and Quarantine Policies Implemented in Shanghai Free Trade Zone are Qualified for Promotion

On September 24th 2014, Shanghai CIQ published a notification that there are 8 out of 23 new implemented policies in Shanghai Free Trade Zone are qualified for promotion in the other special controlled area in China.

The 8 new policies are: paperless inspection and quarantine clearance, inspection and quarantine line control mechanism, pre-inspection of imported goods, third-party testing result entrustment, global maintenance industry supervision, inspection and quarantine negative list management of animal and plants and their related products, risk management of imported/exported bio-material (bio-product) and certificate of the place of origin of the goods in transition.

These policies will definitely make the importation in China more convenient and efficient.
