SMCR 2014 Was Successfully Held in Shanghai

October 15-16th 2014, the 4th Summit Meeting on Chemical Regulation in China, Korea and Japan (SMCR) was successfully held in Shanghai. With the theme of the updates of chemical regulations worldwide and supervision mechanism, SMCR 2014 paid highly attention on chemical regulations and safety management in Asia-Pacific region. During the summit, experts from China, Korea, Japan, Taiwan, Malaysia and India were invited to give presentations, in order to help enterprises have a more comprehensive and profound understanding about current situation of chemical safety management in Southeast Asia.

Comments from the Ministry of Transportation about Strengthening the Safety Supervision on Dangerous Goods Transportation 

October 13th 2014, the China Ministry of Transportation published a notice of the comments about strengthening the safety supervision on Dangerous Goods transportation.

In recent years, terrible Dangerous Goods transportation accidents happened occasionally, especially the "3.1" hazardous chemical explosion accident in Shanxi, hazardous chemical leakage in Tonglu, Hangzhou, Zhejiang and the "7.19" transportation accident in Hunan. A lot of attention has been put on those accidents from both the State Council and society. For the purpose of avoiding those accidents, the following comments have been announced for strengthening the safety supervision on Dangerous Goods transportation.

China State Administration of Work Safety Published the Guidance on Safety Production of Phosgene and Phosgenation Products

Due to the danger and high safety risk level of the production procedures of Phosgene and Phosgenation products, "Phosgene and Phosgenation Product Safety Production Supervision Guidance" ("Guidance" for short in the following contents) has been composed by China State Administration of Work Safety (SAWS) in order to further improve the management level of the Phosgene and Phosgenation products in China. "Guidance" specifies that many aspects need to be improved to strengthen the safety production of Phosgene and Phosgenation products.

The Safe Production Committee of the State Council (SPC-SC) Issued an Official Notice: the Work Plan for Specific Project of Administration of Illegal Transport of Hazardous Chemicals

The office of SPC-SC published a notice on September 16th 2014 on the work plan for administration of illegal transport of hazardous chemicals. This notification was issued under the deployment of SPC-SC and formulated jointly by 6 other departments.

The main purposes of this specific project are to investigate and prevent illegal transport of hazardous chemicals, to standardize relevant market order and to strengthen the sense of responsibility of related aspects.

33 Important China National Standards (GB standards) have been approved by China Standardization Administration

The Standardization Administration of China (SAC) approved 33 important national standards on 10th October 2014. Health security, ecosystem and environment, economic development and social management are all involved in these standards. In terms of ecosystem and environment, a series of standards from the Testing Criteria for Safety Evaluation of Chemicals and Pesticide put an aim to further improve China scientific level on environment risk evaluation and safety management of pesticide. Through these approaches, potential harm that can be brought about by pesticide use to environment is expected to eradicate from source.

261 batches of imported food rejected by China CIQ on August 2014

According to the information published by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ), there are 261 batches imported food returned or destroyed by China CIQ on August 2014.

The majority of the rejected products were mainly imported from Taiwan, France, Germany, Vietnam, USA, Malaysia and Thailand. Half of these rejected imported foods belong to the categories of cereal, grain flours, starch or milk products, cakes, dessert and miscellaneous products. Most of them were rejected for the use of unapproved ingredients, including food raw materials, food additives and nutrition enhancers; the incompliant food label and unqualified microorganism index.

AQSIQ Carries Out the First Oversea Quality and Safety Management System Investigation to Strengthen the Supervision of Imported Edible Vegetable Oil

In order to strengthen the supervision on the imported edible vegetable oil, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) sent out the official professional team to Indonesia, Malaysia and Singapore to carry out the quality and safety management system investigation on imported edible vegetable oil for the first time.

This measure is very helpful to strengthen the resource control and provide significant insurance to maintain a strict standard of the quality and safety during import, to carry out a more convenient customs clearance measures and to manage the classification supervision.

A Record Filing for Subcontracting Production of Food Additives is No Longer Needed

15th September 2014, the China Food and Drug Administration (CFDA) has published a Notice (CFDA Notice No. 46 of 2014) to announce that record filing for subcontracting production of food additives will be canceled. This notice will take effect immediately.

8 New China Food Safety National Standards were issued for the First Time

3rd September 2014, the Standardization Administration of the People's Republic of China (SAC) and the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) have jointly published a Notice (Notice No. 21 of 2014) to approve 259 new China national standards. 8 new food safety national standards were issued for the first time in this notice.

Anti-Counterfeiting Traceability Management System has been Established in Shanghai Free Trade Zone to Strengthen the Supervision of Imported Alcoholic Beverages

For preventing adulterated alcoholic beverages trading in China market, Imported Alcoholic Beverages Anti-counterfeiting Traceability Management System was firstly established in Shanghai Free Trade Zone. This system adopts the Radio Frequency Identification (RFID) technology additionally on the basis of using a two-dimensional code. All information regarding the alcoholic products can be found by consumer, such as manufacturer, original country, importer, etc.

It shall be very helpful to protect the legal rights of legitimate business and offer Chinese consumers the rights to learn the truth about the purchases.

Paperless Certificate for Exporting Dairy Products from the Netherlands to China has been Applied in Shanghai Port for the First Time

According to the Administrative Measures for Registration of Overseas Manufacturers of Imported Food (AQSIQ Decree No.145), any overseas manufactures of imported dairy products, aquatic products and meats are required to register with AQSIQ before exporting their products into Chinese market. Besides, relevant documents including certificates should be provided to local CIQ during inspection declaration.

Compared to traditional paper certificates, electronic certificates could not only help to improve work efficiency but also detect false claims in time.

NHPFC Approves 2 New Food Additives

14 August 2014, The National Health and Family Planning Commission of People's Republic of China (NHFPC) has published a Notice (NHFPC Notice number 17 of 2014) to approve 2 new food additives and enlarge the application scope of 2 existing food additives.

They are: 1. Tetrapotassium pyrophosphate

                2. Rosemary Extract (supercritical CO2 extraction).
