IN THE STATE CAPITOL
3-foot passing bill gets unanimous Yes vote Senate Bill 1464, this year's version of the 3-foot passing bill cosponsored by CBC and the City of Los Angeles, passed in its first Senate hearing on Apr. 17. The Senate Transportation & Housing Committee voted 8-0 to approve the bill.
The bill generated little discussion among committee members and no opposition at the hearing, a promising sign that we've solved the main concerns that caused Gov. Jerry Brown to veto SB 910, last year's 3-foot passing bill. Read more...

Finding state money for bicycling infrastructure
Last week we turned a dubious bill into a good one. Assembly Bill 1989, authored by San Bernardino Assemblymember Wilma Amina Carter, would have levied a $2 fee on every new bike sold to pay for bike trails in state parks. Read more...

Targeting potential GOP allies to protect federal bicycle funding
After months of bracing for the worst, bicycle advocates got a very different surprise two weeks ago when the U.S. House of Representatives passed a 90-day extension of the existing federal transportation bill without continuing to propose an end to dedicated funding for bicycling infrastructure and programs. It's another sign that our collective advocacy efforts are paying off. Read more... |

LA mayor proposes bike sharing plan
Bike advocates responded cautiously when Los Angeles Mayor Antonio Villaraigosa recently announced plans for a privately funded and operated bike sharing program that would place 4,000 bikes at 400 stations in downtown Los Angeles, Hollywood, Playa del Rey, Westwood and Venice Beach over the next two years. They note that bike sharing will only achieve its goals if the region has a connected network of bike-friendly streets, strategically located docking stations for the bikes, and coordination among all bike sharing systems operating in the region. Busy season for open streets Open streets events at the opposite ends of the state prove that ciclovias have something for everyone. Two weeks ago 100,000 people enjoyed 10 car-free miles of Los Angeles streets at LA's fourth CicLAvia. This weekend, in a city whose entire population is smaller than the CicLAvia | |

turnout, residents will take to the streets for Family Bicycling Day, Redding's second annual open streets event. "What we have seen is the people coming out, in bigger numbers every time, and mostly on bikes," said Jen Klausner, executive director of the Los Angeles County Bicycle Coalition. "It shows that Angelenos are eager for opportunities to get out and ride, to experience the city on two wheels. Many CicLAvia attendees are infrequent riders, but they become part of this movement for livable cities when they participate." The next CicLAvia is set for Oct. 14.
"People in our community love to be active and get outside, and they want to add walking and biking to their everyday lives," said Anne Wallach Thomas, coordinator of Shasta Living Streets, sponsor of Redding's event. "This open street program offers a safe and fun way to do that with the whole family." Thomas hopes to see at least 2,000 people take part. In San Francisco, SF Sunday Streets hosts its 3rd monthly open streets event for 2012 on Sunday, May 6, in the Mission District. |
