Senate Education and Youth Holds Hearings 
on Several Bills

The Senate Education and Youth Committee met Monday afternoon to hear the following bills. No vote was taken on any bill, but Chairman Lindsey Tippins (R-Mareitta) shared his intention of taking a vote on these bills next Monday, March 12.

HB 740 by Rep. Randy Nix (R-LaGrange) would prohibit students in grades K-3 from being suspended from school for more than five days without first entering the student into the Response to Intervention program at the school. The purpose is to determine factors that may be contributing to behavior issues.

HB 743 by Rep. David Clark (R-Buford), the Jeremy Nelson and Nick Blakely Sudden Cardiac Arrest Prevention Act, would encourage districts to distribute materials to inform students participating in interscholastic athletic activities about the nature and warning signs of sudden cardiac arrest.

HB 763 by Rep. Nix seeks to expand the scope of student attendance protocol committees and renames them school climate committees. The committee is tasked with reviewing policies related to school climate and making recommendations that will help promote positive gains in student achievement, student and teacher morale, community support, and student and teacher attendance. The goal of the recommendations is to decrease suspensions, expulsions, dropouts and other negative effects on school climate.

HB 852 by Rep. Michael Smith (D-Marietta) would allow a student who has been enrolled in and attended a public school for more than half of the school year and moves during the school year to another attendance zone within the same district to continue to be enrolled in and attend his or her original school. Students with chronic disciplinary issues would not be allowed to participate and parents would be responsible
