Capitol Update

Dear Friends and Neighbors,

Wednesday, was my favorite day of the year, Ag Day at the Capitol! Each year, local farmers are connected with chefs from around the state for a cook off. Legislators are also paired with chefs and I was on the winning team, Team Egg! There is so much work that goes into the food we eat, so thank a farmer when you get a chance.

Water has always been one of Colorado's most valuable resources since we are the seventh driest state in the nation and a headwaters state. 86% of our state's water goes towards agriculture, which is why I work so hard on legislation making ag water more flexible. This weekend's Community Forum will focus on the implementation of the Colorado Water Plan and current water legislation.

Here are a couple of water bills I am working on:
HB17-1219: Extend Colorado Water Conservation Board Fallowing And Leasing Pilot Program
This bill extends by 5 years the deadlines for the existing CWCB-administered leasing/fallowing program and increases the total number of allowed pilot programs from 10 to 15. The additional time is necessary to allow new applicants to apply and work through the approval process as well as implement the pilots. This programs allows folks to temporarily lease their water to other farms, municipalities, etc. while fallowing their land without the threat to their historical consumptive use. 

HB17-1233Protect Water Historical Consumptive Use Analysis
When a water right owner wishes to change a water right, the amount of water that can be changed is limited to the historical consumptive use of the water right. Current law provides that the reduced water usage that results from participation in a government-sponsored water conservation program will not be considered in analyzing the historical consumptive use of the water right, but only in water divisions 4, 5, or 6. The bill applies this rule statewide.
