Five-Year Highway Bill Signed into Law
On December 4, President Obama signed a new highway bill into law that provides $305 billion in surface transportation funding over the next five years with $205 billion going to highways.
The Fixing America's Surface Transportation Act, or The FAST Act (H.R. 22), includes a provision overhauling the Department of Transportation's (DOT) rulemaking process for commercial trucks to improve transparency. NLBMDA supported passage of a long-term highway bill, and is pleased to see the program has predictable funding while allowing for greater stakeholder input regarding potential commercial truck regulations.

NLBMDA Applauds House Passage of Comprehensive Energy Legislation
Contains Building Code Provision Supported by NLBMDA
The National Lumber and Building Material Dealers Association (NLBMDA) applauds the House of Representatives for passing comprehensive energy legislation, the North American Energy Security and Infrastructure Act (H.R. 8), by a vote of 249 to 171 - largely along Party lines.
The bill includes an NLBMDA-supported provision championed by Reps. Marsha Blackburn (R-TN) and Kurt Schrader (D-OR) known as "Blackburn/Schrader," which clearly defines the Department of Energy's (DOE) role in new model energy code development and guarantees that certain products and technologies are not given preferential treatment.

US DOE Publishes Final Baseline Energy Efficiency Performance Standards
The US Department of Energy (DOE) has published a final rule updating the baseline federal energy efficiency performance standards for the construction of new federal commercial and multi-family high-rise residential buildings to Standard 90.1-2013. This ruling goes into effect for such buildings for which construction began on or after November 6, 2016. Full information can be found by
