SCCA Road Rally Board News – July/August

Proposed 2018 Rules Changes 
As regular readers of this column will remember, June 30 was the deadline for proposing SCCA Road Rally rule changes to be effective January 2018. This deadline has passed, and you can look forward to a smaller number of proposed changes than in the past.

I am in the process of collating and organizing the proposed changes now. As you might imagine some proposals are well written, concise and provide a rationale for the proposed changed while others...are not and do not. Once these are organized, we plan to follow the same process in 2017 that we followed last year. We'll publish the suggestions that pass initial review of the RRB and then actively solicit co mments from the rally community. As in 2016, I anticipate your feedback will carry a great deal of weight in the final determination of which changes are enacted for 2018.

We've received several proposals concerning the realignment of equipment classes, specifically the allowed equipment in class L and S. With the advent of several inexpensive GPS-driven rally computer apps, there are proposals to place these devices in Class L (instead of Class E). Their scoring potential is a closer match to the equipment currently in use Class L. There is also a proposal to return Class S to a "stock odometer in the stock location"  equipment restriction.

Full details on the proposals will appear here next month.
United States Road Rally Challenge
The RRB is hearing very positive reports concerning the 2017 United States Road Rally Challenge in Alaska. Comments from an early pre-check include “...wonderful scenery...” and “ ... truly a destination event ... ". It's not too late to make plans and enter the USRRC, but you need to act soon. This will be a once in a lifetime event for those in the Lower 48. The dates are September 15-17 with the start in Anchorage. For more details see bit.ly/USRRC2017KP.

The Rally Board has been in discussion with an SCCA Region/Organizing Committee who have proposed hosting the 2018 USRRC. I anticipate the announcement of the 2018 location during the 2017 United States Road Rally Challenge.

Covering the Basics
On a personal note, it’s time for me to start work on the 10th Annual Kansas Rally Weekend to be held this coming November. Each year organizing this weekend gets a little easier. The starting location is always the same, and I rotate the ending location for Saturday through three different towns. For 2017, we should be ending in Council Grove. Sunday's event, the unpaved rally, always ends in Lawrence close to the start. After organizing events for over 15 years, I have a nice library of events I can stitch together, saving me the time and expense of creating a new event with new roads each year.

And that is where the trap is. Being so familiar with my local roads it is too easy to get complacent and skip that last pre-check to double check that the leg times are close to the SOP speeds, too easy to miss a misspelled road sign, too easy to use the same control location with a shoulder that is touch too narrow or a little too close to that farm house.

These seemingly small discrepancies add up and may be the cause of your “good” event to not be a “great” event.

South Jersey Region Plans Events for 2018

South Jersey Region's RoadRally program has faced a number of misfortunes recently: several members of its core group have passed away, some have moved away, and others are less involved due to work and family obligations. At the Region's Mark Haas Memorial Rally Weekend in March, Jim Wakemen Sr., somewhat in jest announced that the next National/Divisional rallies would be either the Jim Wakemen or Clyde Heckler Memorial Weekend in 2047, 30 years from now.

Well, the rumors of the demise of the Region's RoadRally  program "have been greatly exaggerated." Plans are still in the preliminary stages, but Jim Wakemen is planning two National events on our traditional rally weekend — March 24th and 25th — the last full weekend in March. Recalling that old adage that March comes in like a Lion, and goes out like a Lamb , the weekend will feature the March Lion National Course Rally on Saturday and the March Lamb National Tour Rally on Sunday.

The Headquarters will once again return to Vineland, and although arrangements have yet to be finalized , it is expected that the events will return to the Hampton Inn and Bennigan’s Restaurant as in 2016 (we won't be competing with St. Patrick's Day this year). The Rallymaster also promises that th ese 2018 events will venture into new territory. While past events have primarily run in Salem County, the 2018 events will also journey to Atlantic, Cape May, and Cumberland Counties.  He also indicates that he intends to incorporate a Revolutionary War history twist into the weekend. 

Hopefully, many of you will plan to attend.

USRRC – Twenty Three Teams are IN! Are YOU?

The United States Road Rally Challenge, sanctioned by the Sports Car Club of America, was a mere 11,836,800 seconds away the last time we wrote! As Rallyists are about numbers — we are now less than 3,110,400 seconds away, 2000+ miles have been logged in recon 'n writing 'n pre-checks, 23 teams have registered (with three of them still seeking partners), 4 dedicated Checkpoint Clan, $1083 has been raised to date for the fundraiser portion of my USRRC with the Rallying to Preserve the Historic SCCA Rally Archives, only 4 tense moments between my rally partner and I (not saying we may have remained quiet on other occasions), 2 flat tires, and "x" checkpoints. Hey! You didn't really think we would tell you how many checkpoints, did you?!?!

As Rallymaster, I have lightly abused your readership through RReNews to get the word out. We had great success through our July RReNews with this mailer – please click on that link and check it out! Posts have been graciously received by fellow Facebook pages: WIRE (Wisconsin Illinois Rally Enthusiasts), TCRC (Twin Cities Rally Club), Road Rally in Alaska, SCCA St Louis Region, SCCA Chicago Region, Alaska Miata Club, Vintage SAABS of Alaska, Car Buddies, Targa Southland, Alcan5000, SCCA Land o'Lakes, SCCA Road Rally, SCCA Members, and more! 

In addition to bringing awareness to the SCCA Archive work at the International Motor Racing Research Center and the sanctioning of an enjoyable "destination rally" for "road rally virgins to veterans" with the USRRC, I have sought to bring considerable awareness to the motorsport of Road Rally in America too. Certainly major effort, funds, time and creativity have be expended and we are expecting a wonderful event that will be one for the record books! I've joked that should something go awry, I am expecting most teams to be understanding — let's be honest, we've all had signs go down, timing device malfunctions or trees falling across our courses at some point! 

We made the front page of the racer.com and scca.com websites, and we took out Facebook ads too. Trust me! Road Rally interest across America is there, and it is not just because of the Alaska adventure with this years' USRRC! We've had our event chatted-up on the The Racing Line Racing with Bill & Geoff internet Radio Show! We are hoping for considerable exposure to road rally after our event, which has added a bit 'o stress on this Rallymaster. It has been joked, "And then, the Rallymaster went running down the road yelling 'Never again! I'll never be a Rallymaster again!' and while we didn't know what that is all about, we ran after her as we wanted the route instructions for the next leg!"

Seven spots remain before we close out Registration. So, if you have been awaiting the leave slip approval, waiting to find out if Fred's wife said "yes", been thinking about it and just procrastinating...head to msreg.com/usrrc2017 and REGISTER before it is too late! Teams are coming from Florida, Tennessee, California, Maryland, South Carolina, Michigan, West Virginia, and Pennsylvania, as well as across Alaska from Fairbanks to Kasilof!

We know that scoring doesn't start until Friday morning of the USRRC Weekend, yet the clock is ticking for our final lodging commitments along the route and the Reception plans on Thursday eve before the USRRC. Come Join Us!

The good news is, you still have until September 1st (unless they reach their 30 teams first) to register for the USRRC taking place in Alaska on the Alaskan Kenai Peninsula. I must say, I am disappointed I will not be able to attend!

To date, 64 Road Rallys have taken place in 2017 with 589-plus participants. This count is not current as there are 22 audits due! A reminder to Rallymasters and Organizers to get your audits in ASAP following the our Rallys. There are a few still pending from February through July. 


If you haven’t already, please discard your old incident report forms and replace with the new 2017 forms. The 2017 version of the Incident Report Form and Medical Claim form (formerly known as the green card) can be found at www.SCCA.com in the File Cabinet. You must be logged into your SCCA.com account to access the File Cabinet.

Once you are in the File Cabinet, you will find:

  • *2017* SCCA Incident Report Form & Instructions,
  • *2017* SCCA Accident Medical Claim Form and 
  • *2017* Incident/Medical Form Information sheet provided by K&K Insurance, which includes basic procedures for completing and submitting the forms. 

The Incident Report Form Instructions (page 2 of the form) state you should complete the SCCA Incident Report Form for incidents involving actual or potential bodily injury and/or incidents involving property damage. It is important to note the form is not limited to incidents involving one or both these types of incidents. The rule of thumb is, "When in doubt, fill it out". There is absolutely no harm in completing the form even if they don’t involve property damage or injury at the time. Just continue using them as you have in the past.  

Lastly on the Incident Report and Medical Claim forms, you can simply download the documents to your device and print. They are a standard letter size piece of paper with no special printing requirements.

On the National Scene 
Well, here we are over halfway through the National RoadRally Championship season. Check the standings in this edition of RReNews to see how you're doing. If you've never competed in a Nationa l RoadRally Championship event, I encourage you to give it a try.

It may be a bit longer and more challenging than what you are used to, but you gotta start somewhere. If I remember correctly, which I may not because that was over 40 years ago, the 8th rally I ever entered was a National. It was a hoot ! I loved it!

Check the schedule on the SCCA website for events near you. And, don’t overlook the United States Road Rally C hallenge . There are things to do in Alaska, even if you don' t hunt moose or fish for salmon.

Get Your Events Calendared  
If you are planning on putting on a National RoadRally Championship event in 2018, get your event calendared. Remember, there is no fee for calendaring.

2018 RRR's  
I'd like to thank Jay Johannes and Greg Lester for their suggestions regarding the RRRs. The NEC will finalize proposals at their August meeting and present them to the RRB.

You can expect some changes for Class L and Class S. As always, RRR changes will be sent out for public comment. Speaking of rules, one item that needs to be updated is the Rules For Organizers (RFOs). The NEC will have them updated by May of 2018. I promise.

"No! Don't quit doing the RReNews! Lots of people enjoy reading it." That was one of the fourteen responses to my question of "Should I continue? Does anyone even read these?" I recently talked to a rally enthusiast in Ohio who acknowledged she had seen them in her inbox, yet thought it was only "your Region's newsletter" and didn't pay much attention — Wow! We have really failed in our mission! Anothers' comment was to "Take a break. Don't stop. Just break for a few months."

Well, we did take a break, yet it was not planned as such! We were on the road for most of May through the first week of June with the USRRC, then a tragedy in our family had us traveling to WI for a funeral, and then it was summer in Alaska and July!

To Clyde Heckler, Jeanne English, Bruce Gezon, Jamie Mullin and Rich Bireta – thank you for choosing to send in your pieces over these last two months and send updates as needed. My sincere apologies they didn't go out earlier.

We did take this downtime to cleanup our RReNews mail list. I needed to remove those who appear not to open and we'll be working to add those truly interested in our beloved motorsport of road rally to our RReNews mailing list — no matter their affiliation with a national sanctioning body, independent or marque club on North America and Hawaii! You'll be hearing more of this in October. The USRRC is calling, and as we're heading out at 7A in the morning for a final check of the current route instructions I need to heed that call! We'll be back in your inbox the first of September and if all goes well at the USRRC –into 2018! Thank you for your support and readership.
