January 23, 2015 -  The National Weather Service is forecasting 2 to 5 inches of precipitation throughout the City and temperatures near freezing on Saturday, January 24. A wintry mix of freezing rain and snow is forecast for the area beginning in the early morning hours and continuing throughout the day Saturday. Winds will increase throughout the day, with gusts up to 25 mph expected through Saturday evening. Icing may occur, creating dangerous conditions on roadways and pedestrian pathways. Additionally, the National Weather Service is tracking a storm that may affect the area Sunday/Monday.

MANHATTAN

 

This is the city's oldest and best-known Chinese neighborhood. Its massive, colorful Lunar New Year parade and festival take place Feb. 22, kicking off at 1 p.m. at Canal and Mott streets, heading to Chatham Square, then down East Broadway, Eldridge and Grand Streets to Sara D. Roosevelt Park. Also at the park, on Feb. 19, there will be a firecracker ceremony and cultural festival starting at 11 a.m.

But a walk in Chinatown is fun and evocative any time of year. Walk down Mott Street from Canal past dozens of souvenir shops and restaurants. Brave the line of diners waiting for soup dumplings at Joe's Shanghai, 9 Pell St., just off Mott, or join the weekend crowds chowing down on dim sum at places like Dim Sum Go Go, 5 E. Broadway.

4 Things For Your Small Business to Know About Proposed Tax Changes in NYC

NEW YORK CITY - A sweeping proposal byMayor Bill de Blasio would modernize the city's tax code by aligning the system with that of New York state - saving small businesses thousands of dollars in some cases and making it harder for large businesses to dodge their share.

Part of the plan, which must be approved by the state, makes it more difficult for large corporations to avoid taxes because of changes in the way income is calculated. 

The new measure, which addresses parts of the tax structure that have not been changed since the 1940s, will benefit small business owners by lowering their tax rates, according to proponents of the plan.

"If you are a small business owner paying corporate taxes, then you should be optimistic," said James Parrott, deputy director and chief economist at theFiscal Policy Institute.

Department of Consumer Affairs' EITC Awareness Day Looking for Volunteers

Volunteer captains needed to help with the Department of Consumer Affairs' EITC Awareness Day on January 31st.

Captains will help with sign-in, training, and other aspects of volunteer management. Captains should expect to be at their assigned location from 10 AM to 6 PM. There may be a training and/or conference call scheduled before the event as well.

EITC, Earned Income Tax Credit, is a benefit for working people who have low to moderate income. A tax credit means more money in your pocket. It reduces the amount of tax you owe and may also give you a refund.

De Blasio Administration Bans Single-Use Styrofoam Products in New York City Beginning July 1, 2015

Department of Sanitation Determines Expanded Polystyrene Foam Not Recyclable

 

NEW YORK - The de Blasio Administration today announced that as of July 1, 2015, food service establishments, stores and manufacturers may not possess, sell, or offer for use single service Expanded Polystyrene (EPS) foam articles or polystyrene loose fill packaging, such as "packing peanuts" in New York City. 

 

After consultation with corporations, including Dart Container Corporation, non-profits, vendors and other stakeholders, the Department of Sanitation (DSNY), has determined that Expanded Polystyrene (EPS) Foam cannot be recycled, which led to the ban. DSNY also determined that there currently is no market for post-consumer EPS collected in a curbside metal, glass, and plastic recycling program. As a result of the ban, manufacturers and stores may not sell or offer single-use foam items such as cups, plates, trays, or clamshell containers in the City. The sale of polystyrene loose fill packaging, such as "packing peanuts" is also banned.

Seward Park Library Closed Until Jan. 31

For the rest of the month, you'll have to live without the Seward Park Library. The Lower East Side branch is closed for renovations starting today through Jan. 30. 
 
This afternoon, a spokesperson told us crews are painting the library and installing new flooring during the next couple of weeks. Signs posted outside the library and online are directing people to use the Chatham Square Library at 33 East Broadway or the Hamilton Fish Park Library at 415 East Houston St. 
 
Seward Park is scheduled to reopen Saturday, Jan. 31st at 10 a.m.

Here's Your Chance to Get Some 'Rat Prevention Training' on the Lower East Side

Rats. They're the scourge of the city. They've infested pharmacies. They've colonized rotting construction sites. They've overrun magical gardens long before developers.

 

But hawks aren't the only ones fighting back against Lower East Side vermin. Splinter, beware.

 

Councilmember Margaret Chin has teamed up with the Department of Health, Parks Department, and Community Board 3 to sponsor a free "Rat Prevention Training." Its aim is to share tips on combating the pesky creatures, with a focus on gardening. Added bonus: anyone who attends and participates in this event will be eligible to receive a voucher for one free rodent-resistant garbage can.
