The holiday season is in high gear, and we have a calendar full of activities to prove it!

Kick off the festivities of the season with the annual Candlelight Walk this Friday followed by the lighting of the Christmas lights on Clear Creek. And this year, we have an extra special treat to make the season bright - fireworks! We know a lot of you were disappointed that the Fourth of July Fireworks show had to be canceled, so this is your chance to watch the show!

But that's only getting things started. This Saturday is the first of three Olde Golden Holiday Parade and festivities, as well as concerts and a Holiday Bazaar.

Read on to see what else is happening in Golden and have a great week!

Corporate Circle School Traffic

School Zone Beacon outage

A telephone pole was hit at Washington and 1st, taking out power to the school zone beacon. Because of the time frame for replacement, crews covered the beacon and changed the sign to read "Speed limit 20 mph when children are present."

Historic Preservation Board Meeting

The Historic Preservation Board will meet on December 7 at 6:30 p.m. in Council Chambers at 911 10th Street.

At the hearing the HPB will review a proposal from the Heritage Square owner to demolish several of the structures in Heritage Square that were built from 1958 to 1959 as part of a Victorian theme park.

Heritage Square is not a designated historic site or part of a historic district, but is subject to a Certificate of Appropriateness (COA) review because several of the commercial structures are more than 50 years old. The applicant is required to inform the HPB of their demolition plans in a public hearing, and receive any related feedback from the Board and the public with regard to these plans. The applicant has pledged that the Heritage Square Chapel, which many consider to be the most valuable structure on site for preservation, will be relocated and preserved at the applicant's expense.

Please Note: This HPB hearing will not involve a discussion of future plans for development of Heritage Square. This is for the discussion of structures currently on the property only, and any future plans will require Site Plan Review at a Planning Commission hearing. You can review the Certificate of Appropriateness Application here.

Moratorium on new events extended into 2016

Residents may recall that a moratorium on new events was put in place by the city manager for the 2015 calendar year. This placed restrictions on approving any special event that would have required a permit, and which had not previously occurred in 2013 or 2014. This was due to an increase in event requests that had the potential to create 'event fatigue' in those who were significantly and repeatedly impacted by street closures and other factors associated with events. In anticipation of lifting the moratorium, a complete evaluation of our special events was conducted over the summer.

Data collected from the summer event season and from the Citizen Event Survey made it clear that special events are important to the fabric of our community. Any changes made to the process of approving special events would have to take into account the voices of all stakeholders. After conversations with residents, participants, event organizers, businesses and the faith community, a memo of initial findings and recommendations was presented to City Council during a study session on September 17. Recommendations  for a new fee structure, limited closures of main thoroughfares and the formation of an Events Review Committee were some of the major outcomes. In addition, upcoming construction at the intersection of 19 th Street and 6 th Avenue will have a major influence on whether long-term street closures of Washington Avenue will even be possible. The complete memo can be found on our  Agendas, Minutes, Web Casts, Schedule page under the agenda for the September 17, 2015 City Council study session.

Due to the scope of the evaluation it was clear that more time was needed to revise the permit and the process for approving event requests. The extension of the moratorium to March 31 keeps in place the same restrictions: events that did not occur in 2013 or 2104 cannot apply for a permit for an event to take place BEFORE March 31, 2016. Applications for new events can be submitted if the event is planned for April 1, 2016 or later. Repeat events can submit their application for a Special Events Permit with a minimum of 60 days advance notice. However, if you are an event organizer, please be aware that there will be changes to the requirements and the fees associated with an application. Contact the Special Events Coordinator if you are planning an event for 2016.
