Zechariah Randolph in custody after viewer tip

Randolph mugshot with glasses
The Arvada Police Department arrested Zechariah Randolph on Tuesday evening after viewers saw him on a newscast and called into the Arvada Police Department. He was identified after Facebook visitors to the Arvada and Golden Facebook pages recognized him from surveillance video.
Randolph is the suspect in two recent recreation center burglaries and motor vehicle thefts.

On November 4 at approximately 9 p.m., the Arvada Police were dispatched to the APEX Center on a call of a Motor Vehicle Theft.  The victim allegedly had his wallet and car keys stolen from his locked locker by Randolph, who then allegedly stole the victim's 2011 blue Toyota Prius.
The Golden Police had a similar theft at the Golden Recreation Center on November 3 when the suspect was caught on video entering the Golden Community Center. The suspect entered the men's locker room, where he allegedly stole a wallet with credit cards, miscellaneous items and car keys to a 2014 black Volkswagen Jetta which was subsequently stolen.

Randolph was arrested on charges of motor vehicle theft and burglary.
Moratorium on new events extended into 2016

Residents may recall that a moratorium on new events was put in place by the city manager for the 2015 calendar year. This placed restrictions on approving any special event that would have required a permit, and which had not previously occurred in 2013 or 2014. This was due to an increase in event requests that had the potential to create 'event fatigue' in those who were significantly and repeatedly impacted by street closures and other factors associated with events. In anticipation of lifting the moratorium, a complete evaluation of our special events was conducted over the summer.

Data collected from the summer event season and from the Citizen Event Survey made it clear that special events are important to the fabric of our community. Any changes made to the process of approving special events would have to take into account the voices of all stakeholders. After conversations with residents, participants, event organizers, businesses and the faith community, a memo of initial findings and recommendations was presented to City Council during a study session on September 17. Recommendations  for a new fee structure, limited closures of main thoroughfares and the formation of an Events Review Committee were some of the major outcomes. In addition, upcoming construction at the intersection of 19 th Street and 6 th Avenue will have a major influence on whether long-term street closures of Washington Avenue will even be possible. The complete memo can be found on our  Agendas, Minutes, Web Casts, Schedule page under the agenda for the September 17, 2015 City Council study session.

Due to the scope of the evaluation it was clear that more time was needed to revise the permit and the process for approving event requests. The extension of the moratorium to March 31 keeps in place the same restrictions: events that did not occur in 2013 or 2104 cannot apply for a permit for an event to take place BEFORE March 31, 2016. Applications for new events can be submitted if the event is planned for April 1, 2016 or later. Repeat events can submit their application for a Special Events Permit with a minimum of 60 days advance notice. However, if you are an event organizer, please be aware that there will be changes to the requirements and the fees associated with an application. Contact the Special Events Coordinator if you are planning an event for 2016.

Visit our  Special Events page for more Special Event Planning information.
