Strategic Plan
The Moreno Valley City Council charted a plan for the future by adopting the City's first Strategic Plan this summer. Momentum MoVal, is the result of an incredibly collaborative effort among participating residents, Council Members, business owners, and other stakeholders in the City's future.
This strategic plan will align the City's resources and creative energy toward meeting objectives identified by the community and approved by its elected leaders. As a dynamic and forward-leaning endeavor, Momentum MoVal identifies the City's top priorities for the next three to five years while allowing the City Council to adjust priorities as needed to address emerging issues. It's a living document with a laser focus on achieving the aspirations of our diverse community.

Moreno Valley is proud of its military heritage and those serving our country. In support of hometown military personnel and their families, the City installs Military Appreciation Banners along major thoroughfares. While the military banners recognize the men and women who are currently serving in the United States Armed Forces, the program promotes patriotism and civic pride in our community.
Military banners can be viewed online via the City's new GIS-based banner mapping tool. The new online map can be found here
.
To learn more about the program and/or find a banner application, please contact the City's Parks and Community Services Department at 951.413.3701 or visit

Avoid a Scary Halloween,
Follow these Safety Tips
Be safe this Halloween! The only things that should be scary are the costumes and decorations.
General Safety Tips Include:
- Be aware of surroundings and report any suspicious activity to police.
- Walk on sidewalks and drive-ways whenever possible. Avoid alleys and short cuts.
- Cross the street at corners with crosswalks.
- Always travel in groups that are properly supervised by an adult.
- Only accept candy in the doorway of a residence.
- It is safest to use a flashlight or battery-operated candles in a jack-o-lantern.
- Remember to keep exits clear of decorations, so nothing blocks escape routes.
- Please keep dried flowers, cornstalks and crepe paper well away from all open flames and heat sources as they are highly flammable.
