Clarification of Reporting Tuition for Students Enrolled in Approved Private Schools /Chartered Schools for the Deaf and Blind
 
In a Pennlink communication entitled "School-Based ACCESS Program Update - Billing for Allowable Health Related Purchased Services" dated September 2, 2015, the Department of Human Services (Department) advised local education agencies (LEA) participating in the School-Based ACCESS Program that tuition costs for Medicaid eligible students enrolled in Approved Private Schools (APS)/Chartered Schools for the Deaf and Blind (CSDB) receiving SBAP services documented in their IEPs could be claimed on the LEA's annual cost report. 
 
The Department further advised in an FAQ that if the tuition costs were partially funded by the Pennsylvania Department of Education (PDE), only the portion of the tuition funded by the LEA should be included.
 
The Department is revising this guidance. Beginning with the FY 2014-2015 cost reports, LEAs may claim the full tuition costs for eligible students enrolled in APS/CSDB including those with partial PDE funding.  
 
As previously instructed, the APS/CSDB were Medical Assistance providers in the SBAP until December 31, 2014; therefore, LEAs may include the tuition costs for participating APS/CSDB for FY 2014-2015 only for the time period beginning January 1, 2015 and ending June 30, 2015.

LEAs will be permitted to revise the reported tuition costs on their FY 2014-2015 cost reports until January 31, 2016.  Please contact SBAP Support ( [email protected] or 1-866-912-2976) for instructions on reopening your FY 2014-2015 cost report.
