Dear colleague,

 

Welcome to a supplementary edition of Commissioning and Procurement News. This edition brings you information of an important consultation launched today. The European Commission has published a green paper and public consultation around modernising public procurement.
 

We're aware that many of you, like ourselves, may be suffering from consultation fatigue right now. However, here at LCPU, this is the one we've been waiting for - influencing changes to the EU Procurement Directives to make tenders more flexible and accessible to voluntary sector organisations.

 

NAVCA will be responding to this consultation and we welcome your views to include in our response. We think it would also be beneficial for members to submit individual responses where they are able to do so and we will be producing a briefing paper to support you to do this.

Modernisation of the EU Public Procurement Market

modernisingcommissioningIn every EU country, the award of public contracts of a certain value must respect procedures laid down in EU rules. These rules need to ensure that public procurement achieves the best possible value for money and give providers fair and easy access to public contracts.

Public authorities are increasingly called upon to ensure public contracts contribute to broader social objectives - by buying goods and services that are eco-friendly and socially responsible. There are also mounting calls for public procurement to promote economic development by investing in innovative products and services.

The EU aims to gather the views of all interested parties before proposing changes to its public procurement rules in 2012. As a first step it has published this green paper and is consulting on the ideas within it to simplify the existing rules and make it easier for small and medium-sized businesses to compete.
