January 8 Special City Council Meeting

Oath of Office for New Mayor and Councilmembers 
Following approval of the minutes of the regular council meeting held on December 12, 2017, a new mayor and five new City Councilmembers were sworn in to office. Mayor Tera Radloff, along with Councilmembers, Melissa Coudeyras, Gregg Fisher, Ben Price, Roger Hudson and Tracy Engerman took their seats as newly elected officials for the City. 

Recognition of Outgoing Mayor and Councilmembers 
Mayor Radloff recognized outgoing Mayor Jeffrey Huff and Councilmembers Geoff Blue and Joshiah Dodge. Each received a memento in appreciation of their service to the community. 

Public Reception 
A public reception honoring outgoing and incoming Castle Pines officials was held following the special City Council meeting.

January 9 City Council Meeting

Castle Pines Connection Presentation 
Terri Wiebold, publisher of the Castle Pines Connection newspaper gave a presentation and overview of the local newspaper's reach and its historical partnership and collaboration with the City of Castle Pines and other local organizations.  

Mayor Pro Tem Appointment
City Council unanimously approved the appointment of Melissa Coudeyras as Mayor Pro Tem. As Mayor Pro Tem, Ms. Coudeyras will serve in the position of mayor when the mayor is unavailable. 

Resolution Designating Locations for the Posting of Public Notices
City Council approved Resolution No. 18-01 which identifies the Castle Pines Library at 360 Village Square Lane, Suite B, in Castle Pines, CO 80108, and the city website at www.castlepinesgov.com, as the two locations for posting public notices. 

Per Colorado  Revised Statutes, the City must annually identify the location(s) in which any public meeting notices are posted and shared. The law states that meeting notices must be posted within the boundaries of the local public body no less than twenty -four hours prior to the meeting. 

Resolution Designating Authorized Signatories on the City's Bank Accounts
The appointment of new City Councilmembers requires that new designees be selected as signatories on the City's bank accounts to act in accordance with Council approved expenditures. City Council unanimously approved Resolution No. 18-02 and designated four new signatories including two Councilmembers and two City staff members.

Resolution Declaring a Vacancy for City Treasurer
City Council approved Resolution No. 18-03 which declares a vacancy in the office of City Treasurer. On November 7, 2018, City Treasurer Gregg Fisher was elected to a position on the City Council, creating a vacancy in the office for the elective position of City Treasurer. The Council has the authority to appoint a person to fill the vacancy within 60 days of the vacancy or schedule a special election. 

City Council has chosen to appoint a person to fill the vacancy in order to save time and the expense of conducting an election. Applications are available online and will be accepted now through Friday, February 16.

Resolution Reappointing Municipal Court Judge
By Resolution 18-04, City Council approved the reappointment of Louis A. Gresh as presiding municipal judge for a term of two years effective January 9, 2018 and expiring on January 14, 2020. 

Resolution Approving an Intergovernmental Agreement with Douglas County for Public Safety and Animal Control Services
City Council approved Resolution No. 18-05 which allows the City to enter into an Intergovernmental Agreement with Douglas County on behalf of the Douglas County Sheriff to provide law enforcement and animal control serves within the incorporated areas of the City of Castle Pines. 

The type of law enforcement services provided by the Sheriff within the boundaries of the City are similar to the services provided in the unincorporated areas of Douglas County. The County is authorized to enforce all Douglas County ordinances pertaining to the regulation of traffic and parking, regulations for the control and licensing of dogs and pets, and other City ordinances. 

Appointment Selecting an Alternate to the DRCOG Board
Councilmember Roger Hudson was appointed to serve as an alternate on the Denver Regional Council of Governments (DRCOG) Board of Directors. Mayor Tera Radloff is the City's primary representative to this regional organization. 

November Financials and Statement of Expenditures 
City Council approved the November financials and statement of expenditures. 

Executive Session
City Council entered into executive session pursuant to C.R.S. Section 24-6-402(4)(e) to determine positions relative to matters that may be subject to negotiations, developing strategy for negotiations and instructing negotiators regarding management services.
