No! Indeed ethical hacking is carried out as part of many organisations who carry out penetration testing to assess security of their own infrastructure or software. Unethical hacking is however the "dark side" in an ultimate "game" of power and can be carried out by nation states, organisations and of course the individuals referred to in the first paragraph. 

It is estimated that around 1 in 5 UK citizens have had their online accounts hacked including "email, social network, banking, and online gaming". But SME's are increasingly being targeted with major cost implications - see the article below.
SME's - a soft target for cybercrime?
Security vendors often overlook the needs of SME's, but that doesn't mean cybercriminals are ignoring you. A recent Government survey disclosed an increasing number of information security breaches with the rise being most notable in small businesses (less than 50 employees).

63% of small businesses were attacked by an unauthorised outsider in 2013 (up from 41% in 2012), and

�35k - �65k is the average cost to a small business of its worst security breach of the year.
