VOLUME 45 | June 14, 2018
Dear Neighbors,
Yesterday, the Ethics Review Board presented their recommended changes to the City’s Ethics Code and Municipal Campaign Finance Code to the City Council.

The board has worked on these improvements for over two years, met with each council member, and presented to the Governance Committee and the City Council twice. The recommendations they presented yesterday were nearly identical to those we heard last year and for a good reason: they are right for our City.

These recommendations reflect input I’ve heard directly from residents. Among others, they include common-sense updates, such as:
  • Limiting the entertainment gifts councilmembers can receive;
  • Requiring candidates to disclose campaign contributions from developers seeking City support on proposed affordable housing developments;
  • And requiring candidates to disclose campaign contributions from the lawyers who represent people seeking zoning changes.

You can view the rest of the recommendations here.

While some continue to say that our system isn’t broken, I have heard directly from District 7 residents about the need for improvements. We had the opportunity to act on these recommendations last year and chose to wait. Choosing to pass up this opportunity yet again sends the wrong message.

I’ll continue to push for the adoption of these recommendations. Making our government processes more transparent and fair cannot wait. Let’s do the right thing and strengthen our City’s Ethics and Municipal Campaign Finance Codes.

As always, my office welcomes your input. Email us at [email protected] or call and share your thoughts at 210-207-0870. And remember, Citizens To Be Heard takes place nearly every Wednesday night and is an opportunity for you to advocate for your priorities directly to the Mayor and City Council. You can sign up to speak in advance here. Sign up is available on Wednesday.
Yours in public service,
Mayor's Housing Policy Task Force
The Mayor's Housing Policy Task Force will present their recommendations to the City Council this coming Wednesday, June 20. Their preliminary recommendations can be found here and the briefing memo that the City Council receives here.

Please consider attending the meeting or watching it live on either the City website or public access television.
The Week in Photos
Wednesday night, CPS Energy invited the public to learn more about their Flexible Energy Plan and to take part in a Citizens To Be Heard session with their Board of Trustees. Currently, CPS Energy's Board of Trustees does not have a regular Citizen's To Be Heard section at their meetings. This was one of Councilwoman Sandoval's expressed wishes when she supported Dr. John Mackie's appointment to the Board, who agreed to work to expand CPS Energy's public input channels.
Last Saturday, Councilwoman Sandoval joined neighborhood advocates from all over the city to deliver the keynote address at the Bowen Center for Neighborhood Center's annual Neighborhood Day. She spoke about the importance of responsible growth, the progress we've made improving how we fund street maintenance, and the need to reexamine how the City distributes funding for drainage projects. You can view the whole speech here.
City Council recognized Women Veteran's Day today, June 14. Today, City Council and the District 7 Office recognize and appreciate the sacrifices and contributions women have made to ensure our country's safety.
Councilwoman Sandoval attended the recent graduation of SAPD's newest class of police cadets last Saturday. Congratulations to all of the new members of the San Antonio Police Department--we look forward to your service.
Ask Ana Anything
One of the ways Councilwoman Sandoval wants to give you the answers you need about city government is through "Ask Ana Anything", a recurring part of the weekly District 7 newsletter. Have a question for Ana? Email it to [email protected] with the subject line "Ask Ana Anything".
Dear Ana,

It is HOT outside. When do the public pools open? The pool at Woodlawn Lake has been open for a while, but it was a little crowded the last time I went.

Thanks,
Pool-Ready
Dear Pool-Ready,
Three things are reliable in San Antonio: our love for our Spurs, the quality of our tacos, and the intensity of our summer heat.

Luckily, our City pools will open this Saturday, June 16. District 7 residents have several great public pools to choose from, including those at Gilbert Garza, Joe Ward, Monterrey, Sunset Hills, and Woodlawn Lake Park.

Regardless of whether you’re out at the pool or just outside, please make sure you stay hydrated and protect yourself from the sun. In this weather, heat strokes are possible, but entirely preventable.

Thank you for your question.

Yours in public service,

Ana E. Sandoval

Councilwoman in the News
"I firmly believe that some of the strongest actions can be taken at the local level. I think that communities lead...and countries follow them, [Councilwoman Sandoval said]."

"The changes related to the Ethic Review Board should have been implemented years ago, Councilwoman Ana Sandoval (D7) said."

"Unlike the San Antonio Water System, City Council, and other local government entities, CPS Energy does not have public comment periods at its monthly board meetings. Councilwoman Ana Sandoval (D7), the only City Council member who spoke at the meeting, called it 'historic' for the utility to hold a public hearing before its board."

Share Your Thoughts
NHSD seeks community input regarding boundaries, bylaws, and minimum expectations of registered Neighborhood Associations. The current policy was last updated in 2011, and outlines requirements and procedures for registration, updates, and removal. Policy revisions are anticipated to be presented to City Council in Fall 2018, following extensive public outreach.
Announcements
San Antonio Enters Stage 2 Drought
San Antonio has been under Stage 1 drought restrictions for less than a month, but dry, hot conditions have caused the Edwards Aquifer 10-day average to drop to 650 feet, requiring Stage 2 water restrictions.

Stage 2 of the city’s drought plan is triggered when the 10-day average of the Edwards Aquifer at the J-17 monitoring well drops to 650 feet or below. According to the city’s Aquifer Management Plan ordinance, coming out of drought stages can be considered 15 days after the aquifer is above the trigger.

Watering restrictions are not suggestions – they are municipal laws that will
be enforced. Watering days stay the same in Stage 2 as in Stage 1, however the hours during which watering is allowed are shortened. Watering with a sprinkler, irrigation system or soaker hose is allowed only between 7-11 a.m. and 7-11 p.m. on your designated day. Watering with a hand-held hose is still allowed any time on any day.

Watering days are determined by the last number of your address:
  • 0 or 1 – Monday
  • 2 or 3 – Tuesday
  • 4 or 5 – Wednesday
  • 6 or 7 – Thursday
  • 8 or 9 – Friday
  • No watering on the weekends

If you observe water waste, the best way to report it is online at saws.org/WaterWaste. Customers can also call SAWS Conservation at 210-704-SAVE (210-704-7283). Please provide as much information as possible, including location, time of day, a brief description of the problem, and how long it has been
going on.

For more information about the ordinance and Stage 2 watering rules, visit saws.org/drought.
